A Fake Future: The Threat Of Foreign Disinformation On The U.S. And Its Allies, Brandon M. Rubsamen

This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Abstract

This paper attempts to historically analyze arms treaties and arms limitation agreements between the United States and Russia. The impact of limiting and reducing strategic nuclear weapons on both countries and the ability to prevent endless proliferation is discussed. Additionally, the lack of limiting and reduction agreements on China and on tactical nuclear weapons is analyzed into projections for what the future of arms agreements or races may look like. Lastly, the extending or allowing the New START agreement and its impact on U.S. national security is assessed.

Outward foreign direct investment (OFDI) has obvious economic and political connections between the recipient and donor countries. Such investment can benefit both sides and carry certain costs to both, whether through global scrutiny or domestic struggles. This these seeks to add to the ongoing discussion of China's OFDI to Africa by comparing China's investment during its socialist period (1949-1976) and its post-socialist era (1977 – present). This project analyzes the role and limits of the presidential policy-making in foreign policy through an examination of President Richard Nixon’s policy of détente with the Soviet Union and China during the 1960s and 1970s.

I will ultimately present a set of four components that I argue played a role in enabling Nixon to pursue détente at the time he did. The four consequential factors include the following: First, domestic conditions exist in which the general public is focused primarily on domestic policy. In Totalitarian Science and Technology Paul Josephson considers how physicists, biologists, and engineers have fared in totalitarian regimes. Adolph Hitler and Joseph Stalin relied on scientists and engineers to build the infrastructure of their states. The military power of their regimes was largely based on the discovery of physicists and biologists. They sought to use biology to transform nature, including their citizens, with murderous effect in Nazi Germany. They expected scientists to devote themselves entirely to the goals of the state, and were intolerant of deviation from state-sponsored programs and ideology.
