Predicting State Failure: A Classification Tree Approach, Atin Basu Choudhary, Jim T. Bang, William F. Shughart Ii Dec 2010

Predicting State Failure: A Classification Tree Approach, Atin Basu Choudhary, Jim T. Bang, William F. Shughart Ii

Atin Basu Choudhary

We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

The Emergence Of Indigenous Movements In Latin America And Their Impact On The Latin American Political Scene., Salvador Marti I Puig Nov 2010

The Emergence Of Indigenous Movements In Latin America And Their Impact On The Latin American Political Scene., Salvador Marti I Puig

Salvador Marti i Puig

The past two decades have seen the emergence of various political actors in Latin America for whom indigenousness is their basic social identity. The appearance of indig- enous movements at this time can be attributed to a change in the structure of political opportunities in response to globalization, which has created a situation in which policy making is no longer controlled by governments but increasingly the result of the interac- tion of a wide variety of actors. Indigenous peoples have been empowered by alliances with actors that have provided them greater capacity for applying pressure through rela- tionships, including churches, …

Many Lohias? Appropriations Of Lohia In Karnataka, Chandan Gowda Oct 2010

Many Lohias? Appropriations Of Lohia In Karnataka, Chandan Gowda

Chandan Gowda

Analysing Rammanohar Lohia’s reception in the spheres of party politics, social movements and literature in Karnataka, it emerges that his impact on electoral politics in the state was not substantial. However, key policy innovations such as Devaraj Urs’ land reforms and pro-backward class policies in the 1970s owed a debt to Lohia. He was also a major influence on social and literary movements in the state. Besides inspiring some of the key leaders of the farmers’ movement, Lohia contributed to the distinctiveness of the dalit movement in Karnataka. His ideas on caste, language and individual freedom also inspired the leading …

The Impacts Of European Colonial Terrorism On Africans, Asafa Jalata

Asafa Jalata

This article critically explores the essence and characters of European colonial terrorism and its main consequences on various African peoples during racial slavery, colonization, and incorporation into the European-dominated capitalist world system between the late 15th and 20th centuries. It employs multidimensional, comparative methods, and critical approaches to explain the dynamic interplay among social structures, human agency, and terrorism to critically understand the connections among terrorism, the emergence of globalization, and African underdevelopment. The piece focuses on four central issues: First, it conceptualizes and theorizes terrorism to clarify its roles in creating and maintaining the global system. Second, it focuses …

Exploring The Boundaries: Attitudinal Autonomy In Healthcare Interpreting, Maria A. Aguilar-Solano Jul 2010

Exploring The Boundaries: Attitudinal Autonomy In Healthcare Interpreting, Maria A. Aguilar-Solano

Maria Aguilar-Solano

Patients who visit hospitals on the southern coast of Spain range from social immigrants such as tourists and EU expatriate residents to economic immigrants from less developed countries. Both groups have in common their lack of ability to communicate in Spanish. However, while for the first group qualified interpreters are easily accessed, for the second there is a lack of them. As a result, healthcare interpreters must deal with many different agents and an ever-changing social context as regards the power relations that are constantly emerging between doctors and patients. This divergence affects the way interpreters are perceived by healthcare …

"Advance Mysore" : The Cultural Logic Of A Developmental State, Chandan Gowda Jul 2010

"Advance Mysore" : The Cultural Logic Of A Developmental State, Chandan Gowda

Chandan Gowda

What governs state interests in development in formerly colonised societies? Conventional social science accounts stress politico-economic variables, particularly the need for capital accumulation. By means of a detailed analysis of the Bhadravati Iron Works, an ambitious industrial project in the state of Mysore in colonial India, it is demonstrated that mechanisms are also important in state-led development. Locational disadvantages, technical problems, and increased production costs made the iron plant an unprofitable venture from its inception. The state, however, kept the plant operational on grounds of its pedagogic value for local society. A claim for civilisational recognition for India’s capacity for …

Interpersonal Conflict Resolution Skills Could Have Avoided Confrontation Between Cop And Jaywalker, Christopher C. Cooper Dr. Jun 2010

Interpersonal Conflict Resolution Skills Could Have Avoided Confrontation Between Cop And Jaywalker, Christopher C. Cooper Dr.

Christopher C. Cooper Dr.

When a Jaywalking event escalates into a physical confrontation, we as a society must ask inquisitive questions: Do our police officers possess in their tool box the requisite interpersonal conflict resolution skills to effectively deliver police services? Certainly the next question must be: Are our police agencies employing screening methods to screen out from hire as police officers, men and women who lack the (1) temperament; (2) problem solving ability; (3) analytical ability; (4) courage; (5) respect for human life; and last but not least (6) the Integrity needed by a person to be an effective police officer? A “solid” …

Key Knowledge Providers As Sources Of Business Innovation, Manuel Fernández-Esquinas, Carmen Merchán-Hernández, Irene Ramos-Vielba, Cristina Martínez-Fernández

Manuel Fernández-Esquinas

Studies of innovation are giving increasing attention to the relationships that businesses maintain with different participants in the innovation process. It is generally assumed that interaction with other businesses, universities and government organizations can generate knowledge that will improve the ability to innovate. However, there is little evidence of the specific roles that businesses assign to partners with regard to the provision of knowledge for innovation activities. This paper presents results from research on the dynamics of Triple Helix networks, where such networks provide the basis for building innovation capacity for businesses in catch-up geographical regions. The principal assumption is …

Social And Environmental Implications Of Re-Emergent Labour Market Segmentation In Slovenia, Anton Kramberger Jun 2010

Social And Environmental Implications Of Re-Emergent Labour Market Segmentation In Slovenia, Anton Kramberger

Anton Kramberger

The article concerns macro sociological inquiry into a comparative socio-economic character of recent EU development (during the 2000s), with an emphasis on Slovenia as its semi-peripheral country. It has three parts: first, general labour market segmentation (LMS) debate is reviewed and updated; second, this key socio-economic topics of the EU is linked to increasingly important eco-stress problems; third, the whole broad framework is applied as to evaluate the Slovenia relative situation around 2005, within the EU.

The findings may anticipate future instabilities of the country: low value added industries, even though exporting a lot, and run by casual management as …

An Essay On The Nature And Significance Of Deception And Telling Lies, Sudhanshu K. Mishra May 2010

An Essay On The Nature And Significance Of Deception And Telling Lies, Sudhanshu K. Mishra

Sudhanshu K Mishra

A lie is an expression at deviance with the truth known or honestly believed by someone with an intention to deceive others for certain purpose, social or personal. An ability to lie might be evolutionary in nature possibly to help in survival, since it is found in the non-human world also. In the biological perspective, each individual is at war against all others. Thus viewed, lies are the cardinal virtues for survival and, by implication, the carriers of evolution. In the human world, lying is morally blameworthy in a relatively un-obscure way. There may be cases of lying to which …

Reducing The Impact Of Ethnic Tensions On Economic Growth – Economic Or Political Institutions?, Atin Basu Choudhary, Jim Bang, Michael Reksulak May 2010

Reducing The Impact Of Ethnic Tensions On Economic Growth – Economic Or Political Institutions?, Atin Basu Choudhary, Jim Bang, Michael Reksulak

Atin Basu Choudhary

We use a standard growth regression model and show that ethnic tensions reduce per capita growth rates. We also find evidence that “good” economic and political institutions improve per capita growth rates. More importantly, good economic institutions mitigate the effect of ethnic tensions on per capita growth while good political institutions do not. Consequently, it is foremost capitalist freedom that promotes peace and development.

Putting Forfeiture To Work, Sarah M. Buel May 2010

Putting Forfeiture To Work, Sarah M. Buel

SARAH M BUEL

Intimate partner violence (“IPV”) victims are increasingly turning to the courts for help, too often with poor results. Successful witness tampering by offenders sabotages the court system by silencing victims through an array of unlawful conduct, including coercion and violence. The doctrine of forfeiture by wrongdoing should afford a viable solution, but several obstacles constrain its efficacy. Much confusion exists regarding witness tampering and forfeiture law as a result of the recent trilogy of the Crawford, Davis, and Giles Supreme Court decisions. Their cumulative effect is decreased doctrinal uniformity within a perplexing scheme that is difficult to implement. The resulting …

Liberalism And The Limits Of Inclusion: Race And Immigration Law In The Americas, 1850-2000, David Cook-Martín, David Fitzgerald May 2010

Liberalism And The Limits Of Inclusion: Race And Immigration Law In The Americas, 1850-2000, David Cook-Martín, David Fitzgerald

David Cook-Martín

The relationship between classical political liberalism and racism poses distinct puzzles for different schools of scholarship. On the one hand, conventional accounts maintain that racism has been an aberration in politically liberal regimes. In the field of international migration, prominent analysts have argued that politically liberal regimes are inherently incompatible with legal discrimination based on race. Yet an examination of immigration and nationality laws throughout the Americas from 1850 to 2000 suggests that racial discrimination has been more common in liberal than in illiberal countries of immigration. These empirical findings puzzle scholars who assume (1) the progressive extension of rights …

The Politics Of Partnerships. A Critical Examination Of Nonprofit-Business Partnerships, Maria May Seitanidi Apr 2010

The Politics Of Partnerships. A Critical Examination Of Nonprofit-Business Partnerships, Maria May Seitanidi

Maria May Seitanidi

The widespread partnering phenomenon in the US and the UK spurred a significant amount of literature focusing on its strategic use. The Politics of Partnerships diverges by examining if partnerships can deliver benefits that extend beyond the organisational to the societal level resulting from the intentional combined efforts of the partners. The book offers under the chronological stages of formation, implementation, outcomes a critical examination and proposes a holistic framework for the study of partnerships allowing for observations beyond any single stage.
