A recent survey conducted in a sample of 83 countries by the Inter-Parliamentary Union in collaboration with the World Bank Institute on the Relations between the Legislature and the Executive in the Context of Parliamentary Oversight allows cross-national comparison for the role of legislatures in the budgetary process. One of the survey’s most significant indications is that legislatures in presidential systems are generally more involved in the preparation of the budget than legislatures in either parliamentary or semi-presidential systems. The picture, however, is very different when we look at legislatures’ oversight of the budget. Parliaments are generally more involved in …

From Citizen-Duty To State-Responsibility: Globalization And Nationhood In Singapore, Shirley Hsiao-Li Sun

This paper explores how nationhood is being affected by the contemporary processes of globalization. Through the lens of Robertson’s theory of the global field, I analyze documentary data and fieldwork data collected from 165 in-depth personal interviews and 39 focus-group discussions in the globalized city-state of Singapore. Data analysis shows that both government officials and Singaporean citizens hold a “relativized” view towards its key nation-building pronatalist policies. Moreover, individual citizens actively questioned the effectiveness of policies by comparing them with policies perceived to be in operation in other national contexts. Globalization thus enhances citizens’ capacity for imagining the nation. This …

‘Speaking as a tojisha’ has become an important strategy in establishing ‘correct knowledge’ about sexual minority cultures in contemporary Japan. Originally developed in a legal context where it referred to the ‘parties’ in court proceedings, in the 1970s tojisha was taken up by citizens’ groups campaigning for the right of self determination for the ‘parties concerned’ facing discrimination and has become a central concept for all minority self-advocacy groups. This study investigated whether mixed-species designs can increase the growth of a tropical eucalypt when compared to monocultures. Monocultures of Eucalyptus pellita (E) and Acacia peregrina (A) and mixtures in various proportions (75E:25A, 50E:50A, 25E:75A) were planted in a replacement series design on the Atherton Tablelands of north Queensland, Australia. High mortality in the establishment phase due to repeated damage by tropical cyclones altered the trial design. Effects of experimental designs on tree growth were estimated using a linear mixed effects model with restricted maximum likelihood analysis (REML). Volume growth of individual eucalypt trees were positively affected by the presence …

The article presents memories of the author when he chaired a book review panel on sociologist Fred Dallmayr's book "Critical Encounters," at the annual meeting of the Society for Phenomenology and the Human Sciences held at Duquesne University in 1989. The author says that reviewers Peter Kivisto and Dieter Misgeld, each offered insightful and critical commentary on Dalimayr's work after which Dalimayr had the opportunity to respond. Kivisto and Misgeld were friendly and supportive in their reading of Dalimayr. As the People's Republic of China shifts toward a more market-oriented economic system, it has also begun exploring another Western institution: scientific public opinion polling. As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."

Available informatic resources contribute to the archaeological process allowing to have a more detailed register of the evidence and leading to an efficient information management. Digital reconstruction of sites, as developed all over the world, can be helpful to iconographic research, data massification and especially for the preservation of cultural heritage. In this article, a proposal for a virtual reconstruction of Chan Chan in the peruvian North Coast is made. This paper presents a brief summary of the project development, giving the outlines, research phases and the possible contributions and perspectives.

Blame It On The Russians: Tracking The Portrayal Of Russians During Cyber Conflict Incidents, Athina Karatzogianni Dr

This article analyses various cyber conflicts and cyber crime incidents attributed to Russian hackers, such as the Estonian and Georgian cyber conflicts and the ‘Climategate hack’. The article argues that Russian hackers were blamed by dozens of outlets for the Climategate hack, because that was consistent with global media coverage of cyber crime incidents which portrayed Russians as highly powerful hackers responsible for many hacking incidents. This narrative also was congruent with the new Cold War rhetoric that consistently takes issue with Russia acting on its geopolitical interests. These interests are seen to manifest themselves in Russia’s objection to countries, …

It features updates on new occupational folklore studies by senior colleagues, who are supported, in part, by the American Folklife Center’s newly-launched Archie Green Fellowships. As more men who openly identify as gay approach older age, it is important for health and aged care professionals to consider the appropriateness of talking with these men about their sexual identity. This paper reports findings from a pilot study that examined how sexual identity should be acknowledged in aged care practice. The paper draws on qualitative data from two focus groups; one with older gay men and one with social workers. An analysis of the themes that overlapped the two groups highlighted the extent to which participants thought sexual identity should be discussed openly, the value placed on …

This essay explores the profoundly gendered nature of the split between the disciplines of economics and sociology which took place in the late 19th and early 20th centuries, emphasizing implications for the relatively new field of economic sociology. Drawing on historical documents and feminist studies of science, it investigates the gendered processes underlying the divergence of the disciplines in definition, method, and degree of engagement with social problems. Economic sociology has the potential to heal this disciplinary split, but only if the field is broadened, deepened, and made wiser and more self-reflective through the use of feminist analysis.

How does an undemocratic country create democratic institutions and transform its polity in such a way that democratic values and practices become integral parts of its political culture? This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the process of democratization in Japan, and argues that a state-in-society approach is better suited to explaining the democratization process diverse cultural contexts.
