We analyze data from selected March Current Population Surveys (U. S. Bureau of the Census) spanning the period 1968 to 1998 to provide a statistical portrait of labor force participation and composition, and underemployment in the nonmetropolitan (nonmetro) and metropolitan (metro) South. The southern labor force has been characterized by many of the same trends seen at the national level. Labor force participation rates have been on the rise in the South, due exclusively to the influx of women into the labor market. For this reason, and due to immigration, the southern labor force has come to consist more of …

The last few years have witnessed a tremendous change in the geographic location patterns of the Mexican population in the United States. The rural South represents one of the areas that have seen a noticeable growth in the Mexican population over the last few years. Unfortunately, data necessary to examine the social and economic adjustment of Mexicans in this area are not available at this time. This analysis uses data from the 1990 Public Use Microdata Sample (PUMS) to examine the earnings patterns bf Mexican-origin workers in the South. College Graduates In The Nonmetropolitan South: Origins And Prospects, Robert M. Gibbs

This study documents the regional origins of the college-experienced population in the nonmetro South, using the National Longitudinal Survey of Youth, 1979 Cohort. As of 1994, the nonmetro South had generated over half of its own college-experienced adults between the ages of 30-38, a higher rate than that of any other region. Although the results of logistic regression estimates show that nonmetro southerners were less likely to attend college, those who left the region for college were more likely to return than other regional migrants, especially after age 30. Job Search, Employment Density, And The Rate Of Exit Of Unemployment In Nonmetropolitan Labor Markets, Bradford F. Mills

Journal of Rural Social Sciences

Little is known about the influences that employment density and other local labor-market conditions have on transitions from unemployment to employment in nonmetropolitan areas. The empirical job search model developed in this paper finds that individual characteristics, unemployment rates, commuting patterns, and trade and service sector growth all significantly influence the rate of exit of unemployment following job loss. Measures of local labor-market density, by contrast, appear to have little direct impact on the rate of exit of unemployment. Migration In The Nonmetropolitan South, Mark Nord, John Cromartie

Journal of Rural Social Sciences

Data from multiple sources are analyzed to provide a picture of domestic migration patterns, characteristics of migrants, and effects of migration on poverty and human capital in the rural South during the 1990s. Migration trends in the 1990s were quite favorable for the rural South. Net migration was positive and substantial and represented a gain of people in their early career years including a disproportionate share of young families. The "brain drain" that characterized the 1980s has at least slowed, and possibly stopped. The comparative advantage of rural areas is increasingly found in their natural amenities and low population densities …

Postsecondary education is the key to exiting from poverty permanently. Yet, the PRWORA allows women only up to 12 months of vocational training while on welfare. This paper focuses on bringing back the importance of investing in the education of poor women, particularly the postsecondary education of poor women with children, to the forefront of the welfare debate. In this paper we review federal and state level welfare policies toward postsecondary education of poor women with children. Some states are interpreting federal welfare policy strictly and allowing only up to 12 months of vocational training while on welfare. Other states …

Travel brochures to the island of Puerto Rico aptly profess the rich variation in skin color and other phenotypes among its people. Following acts of domination vis-a-vis the island's cultural mores, invading colonizers evolved a social hierarchy to discourage any notions of merit attributable to racial diversity. According to the data herewith, the presumption of a relationship between skin color and selected values for skin color ideals is plausible. The authors of this paper take a critical approach within ethnographic narrative to explore issues of power, class and agency in their experiences as working class women in the academe. After first revealing their working class roots through personal narratives, they employ Clance's Impostor Phenomenon to explore and discuss their experiences as working-class women within the Scared Grove of the academe. Results seem to indicate a dichotomy between their working class values and the expectations of university academics. We examined the perceptions of teachers and parents about family involvement in urban schools. The study generated from several others that we have been conducting about teaching in high poverty, urban schools. Using focus groups, our purpose was to learn how we could better prepare teachers for urban schools. The data revealed that teachers are frustrated with a lack of parental involvement in literacy activities at home and at school. Parents, however, expressed distrust toward the local elementary school because they felt the faculty has been biased against African American and Latino children and their families. This paper describes a multi-layered qualitative action research study presented at the Twelfth Annual Conference on Ethnographic and Qualitative Research. "The Aesthetics of Ethnography: A Moving Triangle," was an interactive installation that demonstrated the aesthetics of ethnography for education. Participants were invited to share their own constructions of meaning when engaged in activities related to multicultural calendar artifacts. Urban Violence Among African American Males: Integrating Family, Neighborhood, And Peer Perspectives, M. Daniel Bennett Jr., Mark W. Fraser

Even though rates have declined in recent years, violence is a serious problem in many American cities. This paper reviews recent perspectives on violence among young, urban African American males. Special attention is afforded the "father absent" hypothesis, the effect of poverty, the character of neighborhoods, the roots of self-efficacy, and peer influence, particularly the influence of street codes. The latter are argued both to regulate some situational behavior and to promote the use of violence in disputes over social status, drugs, and money. The authors discuss implications for policy and community development.

Race, Class, And Support For Egalitarian Statism Among The African American Middle Class, George Wilson

This study uses data from the 1990 and 1987 years of the General Social Survey to assess the effects of minority status and position in the class structure in explaining middle class African Americans' support for opportunity-enhancing and outcome-based egalitarian statist policies. Findings do not provide confirmation for prior research that has found that racial effects are predominant, but has considered a more narrow range of policies and not assessed interaction effects. First, neither additive nor interactive effects of race and social class explain support for government policies that are premised on providing people with skills to compete in the …
