The Cultural Pragmatics Of Political Apology, Hiro Saito

In recent decades, research on ‘political apology’, wherein the state apologizes to victims of its past wrongs, has multiplied, as redress movements based on human rights have proliferated around the world. Since most of this research has been conducted by political philosophers, however, analyses of political apologies tend to adopt formal and normative perspectives. To propose an alternative, empirically-grounded approach, in this paper, I develop the ‘cultural pragmatics’ of political apology. To this end, I first conceptualize political apology as a social performance aimed to ‘re-fuse’ an impaired relationship between the perpetrator state and the victim individual. However, with its recent actions in the South and East China Seas, surrounding nations are becoming increasingly concerned that China may have expansionist or even hegemonic ambitions. Effective biological profiles in forensic anthropology and bioarchaeology depend on the development, validation, and refinement of population-specific methods. However, most methods were developed in North America on individuals of African and European descent, and it is unlikely that such methods can generate accurate biological profiles for Asian individuals. Moreover, Native Americans have served as biological proxies for Asians due to their distantly shared genetic history, resulting in largely untested assumptions that Native Americans and Asians are homogenous and share nonmetric sexually dimorphic skeletal features and a unique suite of cranial traits that can be used in ancestry assessment.

2016 marks the 70th anniversary of the International Convention for the Regulation of Whaling (ICRW) as well as the 30th anniversary of the International Whaling Commission’s (IWC) moratorium on commercial whaling. It also marks three decades of effort by Japan to overturn this ban. Its strategy to circumvent the moratorium by issuing permits to kill protected whales for scientific research is famous—even the subject of a 2014 lawsuit at the International Court of Justice. Japan has long been criticized for its failure to address the issue of international child abduction. In response to international pressure, Japan adopted the Hague Convention on the Civil Aspects of International Parental Abduction in April 2014. Despite its ratification of the treaty, great concern remains whether Japan is willing to comply with the legal obligations imposed by the Convention. Through the use of word association tasks and semi-structured interviews, the present study gathered information on the current dominant understandings of “depression” in America and “yuutsu” and “utsubyou” in Japan. The results were compared to the findings of a similar study that was conducted in the mid 1970s that aimed to find connections between language and the subjective experience of depression. In comparing the responses from the 1970s and the present, it was found that the dominant understanding of depression has been subject to change. This paper examines the response of NGOs to natural disasters, specifically in regards to collaboration efforts. The study utilizes a comparative case study methodology of most-similar design to look at three specific disasters- The Kashmir Earthquake, The Sichuan Earthquake, and The Japan Earthquake. Within each of these earthquakes the organizations Doctors Without Borders, the International Red Cross, and Oxfam International’s specific responses will be highlighted. The collaboration efforts will be examined utilizing general questions focusing on willingness to collaborate, commitment, and compatibility of objectives. Ultimately, this study found that all three components seem to be hypotheses worthy of further study.

This thesis analyzes Japan’s decision to use Dispute Settlement Mechanisms (DSMs) in trade agreements. International trade rules are effective when properly applied: they prevent abrogation of the obligations that come with membership in international economic organizations. The DSMs are important ways to enforce the international trade commitments agreed upon by signatory countries. To date, member countries have filed more than 500 cases through the World Trade Organization (WTO), effectively enforcing the rules of the largest multilateral trade organization. Background: In the past two decades, rates of suicide mortality have declined among most OECD member states. Two notable exceptions are Japan and South Korea, where suicide mortality has increased by 20 % and 280 %, respectively.

Methods: Population and suicide mortality data were collected through national statistics organizations in Japan and South Korea for the period 1985 to 2010. Age, period of observation, and birth cohort membership were divided into five-year increments. We fitted a series of intrinsic estimator age-period-cohort models to estimate the effects of age-related processes, secular changes, and birth cohort dynamics on the rising …

As the participatory practices of fans are explored, it is necessary to also apply the intersection of gender. Although each fandom constitutes a public, female members often participate in ways that allow them to form an artistic counterpublic. While male fans tend to gather data and act as gatekeepers of the fandom, their female counterparts engage in dress up or cosplay (costume play) and produce almost all of current fan fiction. A common discourse on the issue of Japan’s low birth rate tends to focus on the role of women, specifically indicating that women should change their behavior to prioritize motherhood. This dissertation analyzes punitive trade conflicts between the U.S. and two trading partners: China and Japan. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. I will examine several trade conflicts between the U.S. and Japan in the 1980s and several trade conflicts between the U.S. and China from 2001 to the present. The Gregory Peck papers at the Academy of Motion Picture Arts and Sciences serve as a case study to demonstrate the value of a collection beyond its expected scope. In this case, four examples are used to highlight how the Peck papers move far beyond the confines of Hollywood by encompassing topics including Hawaii on the eve of its statehood, politics, international fan culture, and post-World War II Japan as seen through the lens of an American GI.

Structural analysis of the phenomenally popular and enduring Japanese anime Doraemon helps us think about what we might hope to see in the not too distant future from Japan’s promised surge in development of socially assistive robots (SARs) designed for the care of the elderly. In the aftermath of World War II, the Liberal Democratic Party of Japan followed Germany’s blueprint in fashioning a universal health coverage system. Comparisons to Germany’s welfare state during this same time period reveal markedly different social and mental health policy practices, as Germany’s Christian Democratic Union and Social Democratic Party cooperated toward progressive policies while the Liberal Democratic Party largely neglected social welfare expansion. The effect of these practices is reflected in budgetary provisions, institutionalization practices, and mental health epidemiology. This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). Th ese contributions helped Th ai women develop expertise in traditional needlework and weaving that enhanced Thai women's status in that period.

Do “cultural factors” substantively influence the creation and evolution of property institutions? For the past several decades, few legal scholars have answered affirmatively. Those inclined towards a law and economics methodology tend to see property institutions as the outcome of self-interested and utilitarian bargaining, and therefore often question the analytical usefulness of “culture.” The major emerging alternative, a progressive literature that emphasizes the social embeddedness of property institutions and individuals, is theoretically more accommodating of cultural analysis but has done very little of it.
