Do Police Discriminate? Evidence From Multiple-Offender Crimes, Paul Heaton, Charles Loeffler

A large body of prior research examines whether differential arrest rates of minorities reflect disproportionate minority involvement in crime or institutional bias that targets enforcement towards minorities. This research has been limited by difficulties in measuring the extent to which minority offending differs from offending in general. In this paper we exploit the fact that some crimes are committed by groups of both Black and White offenders to estimate the extent to which minority offenders face differential probabilities of arrest. Our research design permits us to control for all observable and unobservable circumstances associated with each offense for this subpopulation. …

Justice delivery in criminal law systems depends on the quality of the decisions of its members; then fair and equitable delivery of justice should be its central goal. Criminal justice educators need to develop their students into persons who are capable of making these decisions. When the knowledge and skills needed to make these tough decisions are examined they are shown to be the same skills that make someone an effective leader and manager. Incorporating leadership education and making ‘leadership skills’ an identified outcome of undergraduate and graduate criminal justice curricula will prepare students to be effective leaders and managers …

This article presents the process, challenges and lessons learned from carrying out a small digital project to create a web resource of unique historic materials related to crime in New York City. All aspects of digital project management are discussed including selection, infrastructure, budgeting, workflow and delivery. Experiences from project administration, including management of a combination in-house and outsourced digitization and metadata are discussed. Formation and management of the resulting web resource is explained, which is the product of a creative amalgamation of commercial and open source software. Challenges encountered are presented with suggestions for practical solutions and considerations …

The charges filed at the start of a criminal case often move down to less serious charges that form the basis for a guilty plea and conviction. In this symposium essay, we build on our earlier work on charge movement based on data from North Carolina. After noting that charges move at different rates for different crimes, we explain the differences among crimes by looking to the structure of the substantive criminal law. Groups of crimes that offer deeper options to the negotiators (such as the many versions of assault) produce more frequent charge movement.

The U.K. National Audit Office (NAO) commissioned RAND Europe to conduct this review to identify and synthesize international research about the effectiveness of community orders in reducing re-offending. In this report, we review research on ten of the common requirements contained in community orders. Through examining reviews, systematic reviews and meta-analyses we draw conclusions about the state of research in the areas of unpaid work, mental health treatment, education/skills training, drug treatment, anger management, alcohol treatment, programmes for perpetrators of domestic abuse, regular probation, intensive probation and cognitive/behavioural programming.
