This article engages in a thorough assessment of the Bush Administration's main security strategy documents related to combating terrorism, namely the 2002 and 2006 National Security Strategy documents, the 2003 National Strategy for Combating Terrorism, and the 2006 National Military Strategic Plan for the War on Terrorism. First, the article assesses the value and importance of strategy documents and the utility in analyzing them. Second, the strategies are analyzed based on the process by which they were authored, the structural elements of the strategy, and the strategy's content. The purpose of this study was to examine the effects of soft power versus hard power in U.S. policy towards Latin America. In recent years America's unipolar moment has been challenged from populist leaders in the region to its inability to get a handle on the flow of illegal immigrants and illicit drugs that reach its shores. Often referred to as an infrastructure or a‘democracy bureaucracy’, the worldwide net- work of democracy promotion and good governance non-governmental organizations (NGOs), international organizations (IOs), and bilateral agencies is immense and multi- faceted. Although they share a general mission of promoting democracy, each operates with varying goals and foci ^ and somewhat different definitions of democracy. Nevertheless, they share many common ends: free and fair elections, a responsive and participatory citizenry, rule of law, and transparent institutions.

This dissertation seeks to analyze the development of Polish-Ukrainian relations in the context of the EU and NATO enlargements. It examines changes in the relationship during 1991-2004, and evaluates major factors that influenced it. The study of Polish-Ukrainian relations in 1991-2004 is important not only from an historical and geopolitical perspective, but also within the context of institutionally enlarging Europe. Poland has been a NATO-member since 1999 and an EU-member since 2004. Ukraine is a member of neither. This turns the Polish-Ukrainian relationship into a relationship between two states, where one side is an "insider" and the other an "outsider" …
