Bail Agents And Bounty Hunters: Adversaries Or Allies Of The Justice System?, Brian Johnson, Greg Warchol

Bounty hunters are employed by the bail industry to locate and apprehend criminal defendants who “skip” bail and, subsequently, fail to appear for court appointments. While some scholars have examined bounty hunters, this work is concerned primarily with the origins, history, and legal challenges to the industry and its practices. Popular literature on this subject has created the “myth” of the bounty hunter, but it has failed to provide an accurate portrayal of the activities these individuals perform. Since the early 1970s rural research and public education programs have been intensified in efforts to improve living conditions and strengthen community life in rural America (Southern Perspectives 2000). During much of the 1990s, the nation, including the rural South, experienced a growing economy, a booming stock market, and declining unemployment rates (Gibbs 2001). However, many serious social problems traditionally associated with the rural South remain to this day (Gibbs 2001). Using The Survey Of Inmates Of State And Federal Correctional Facilities To Compare Female And Male Inmate Characteristics., Jacqueline Anita Black

The purpose of this study was to examine the differences between female and male prison inmates using the Survey of Inmates of State and Federal Correctional Facilities, 1997. Variables examined included current offense, criminal history, drug use history, victimization history, program participation in the institution, disciplinary infractions in the institution, family history, and interaction with family while in prison. Results indicate that male inmates have worse criminal histories and longer sentences than female inmates. Female inmates have more extensive drug use histories, greater victimization histories, more program participation in the institution, and more criminality in their families of origin than …

Police Officers' Perception Of The Validity Of The General Theory Of Crime., William Jaison Giesler

This study measured police officers perception of the validity of General Theory of Crime. Using a sample of 117 officers and an adapted version of the Grasmick et al. (1993) self-control scale, this study measures the level of agreement officers exhibit that low self-control traits are present in property and violent offenders. Measurement is also performed to determine variation in officers agreement based on the personal characteristics gender, age, education, experience, and rank.
Findings indicate officers show agreement with self-control items across the six dimensions of self control traits, as well as significant variation in agreement with the property offender …

The Citizen Police Academy: Assessment Of A Program's Effects On Community And Officer Attitudes, Shannon Cook

The study was conducted in order to determine the effects of the Citizen Police Academy (CPA) program on community and officer attitudes. The two main goals of this program are to increase officer awareness of community concerns and to raise community awareness about the police department. Surveys were distributed to three groups: employees of the Bowling Green Police Department, all alumni of the CPA, and a random sample of the local community. Participants were asked their attitudes regarding crime prevention, awareness of police officers' activities, and the effectiveness of the CPA program. T-tests and ANOVAs determined that police officers who …

Resiliency Factors Related To Substance Use/Resistance: Perceptions Of Native Adolescents Of The Southwest, Margaret A. Waller, Scott K. Okamoto, Bart Miles, Donna E. Hurdle
The Journal of Sociology & Social Welfare
This exploratory, qualitative study examined risk and protective factors influencing drug and alcohol use and/or resistance of Native youth in the Southwest. Thirty-two Native middle school students participated in 10 focus groups that explored their experiences with alcohol and drugs in their school and reservation communities. The findings indicate a complex interaction of both risk and protective factors related to substance use. Respondents' cousins and siblings, in particular, played a key role in their decisions to use or resist drugs. Implications for social work practice are discussed.

This descriptive study was designed to determine whether substance abusers could be differentially characterized by past involvement in crimes and, further, whether there is a relationship between the type of substance abused and the degree of violence of the crimes committed. By comparing the socio-demographic characteristics, substance-use, and strain-inducing events reported by 598 residential and outpatient treatment seekers in the Kentucky Treatment Outcome and Performance Pilot Studies Enhancement Project, this study provides further understanding of the crime-substance relationship. This study utilized Robert Agnew's 1992 general strain theory. Results suggest that substance addicts and substance users can be characterized in terms …

The 2000 U.S. Census brought confirmation of the increase of the Latino population and of the growing diversity of Latino national groups that now make this region their home. Latinos now number 428,729, a 55% increase over their numbers in 1990. In 30 years, the Latino population has increased six-fold, and from its initial concentrations in Springfield, Holyoke, and Boston its presence is now a fact across the Commonwealth.
Massachusetts Latinos are also showing increasing diversity, matching that of the Northeast region and exceeding that of the nation. At the national level, Mexicans have a dominance that dwarfs all other …

In cooperation with the Human Relations Foundation of Chicago (HRF), CURL and the Jane Addams Hull House examined inequalities among racial and ethnic groups in Chicago. Drawing from a broad range of existing data sources, researchers documented areas of reduced inequality as well as other areas of persistent inequality.
Minding the Gap: An Assessment of Racial Disparity in Metropolitan Chicago examines seven quality of life measurements: income, wealth and employment, education, housing, transportation, health, the lives of children and the criminal justice system. The Prospect Of Multi-Level Voting In Post-Peace Accord Northern Ireland, Roger Mac Ginty
Peace and Conflict Studies
This article reviews the possibility of multi-level voting in Northern Ireland in the wake of the 1998 peace accord. Post-peace accord elections can act as powerful indicators of the fate of a peace. Using Reif and Schmitt’s framework of second-order elections, it finds some evidence of varying electoral behaviour according to the electoral arena. The article also uses original data from a major opinion survey to assess public attitudes towards the suite of governing institutions with powers in or over a devolved Northern Ireland. The Internet1 and computers have come to play a growing role in sex crimes that are committed against children and youth.2 Since the mid-1990s these developing technologies have posed challenges for law enforcement requiring them to confront situations not anticipated in criminal statutes, master technical advances, develop new investigative techniques, and handle criminal cases that often span multiple jurisdictions. Viewers of local television newscasts across the United States are regularly exposed to crime news stories. Crime coverage by local television stations is studied with an interest in how live reporting, dramatic video, and timeliness influence perceptions of race in the United States. Crime coverage did not always identify the race of a suspect because that information often was not available from police. However, when violent criminals or suspects were identified, race normally was shown through a mug shot, photograph, or video from the scene.
