CURL worked with the National Neighborhood Coalition (a coalition of national and local organizations concerned with building the capacity of neighborhood-level organizations throughout the U.S.) to collect survey data and conduct focus groups that gave NNC an understanding of current and emerging policy issues at the local level. CURL worked with NNC in presenting these results at a Neighborhood Development Trend Summit in Washington, DC in June 2003. The summit engaged community leaders, private and public sector thought-leaders, policy makers, and funders in dialogue about the most significant trends and issues affecting the future of neighborhoods.

This paper examines knowledge sharing processes in digital government projects (DGPs). Although knowledge sharing processes are a central feature of the functioning of government, they have received little attention in the literature. The importance of knowledge sharing has become even more evident with the rise of digital government initiatives, as these have a networking effect on bureaucracies. With multiple agencies and multidisciplinary knowledge coming together, it is necessary to combine and reconnect the required knowledge. The threat to the international system from the many forms of violent conflict, terrorism being the most prominent among them, is greater today than it was at the end of the twentieth century. This escalation of global conflict has been attributed to the breakup of the Soviet State, increasing ethnic tensions, weak governance at both the nation-state and international levels, and the rise of religious extremism. Each of these factors contributes to instability and the social tensions that lead to violence. This article compares microenterprise performance in the United States and Uganda. In-depth interview data and published sources suggest that many of the same factors affect business performance in both countries although scale and details vary considerably. Micro, mezzo, and macro strategies are proposed to maximize entrepreneurial effort, reduce barriers, and strengthen institutional and policy support in both contexts.

The United States Supreme Judicial Court is currently deliberating the University of Michigan Affirmative Action lawsuits involving three white students who claim they were discriminated against because of race-conscious admissions policies. Organizations, such as the Center for Individual Rights, which sponsored the Michigan plaintiffs, and the Center for Equal Opportunity, have spearheaded drives to evaluate affirmative action programs in light of equal protection under the law. Viewed in this light, these policies appear to be unfair to white candidates. Examined more closely, concerns about equitability are missing from arguments about fairness. During the transition between silent and sound cinema in Korea (1929-1939), Japanese colonial film policies established stringent market barriers for local Hollywood distribution exchanges and simultaneously increased opportunities for domestic Korean and Japanese film productions. The Government-General of Korea enacted regulatory initiatives, including film censorship, as part of Japan's larger imperial agenda aimed at strengthening and expanding its Empire. In turn, the domestic film industry in Korea was invigorated and modernized by a number of Korean film people (younghwa-in) who gained valuable experience and training while travelling back and forth between Korea and Japan.
