The passage in 1996 of the Personal Responsibility and Work Opportunities Act may well mark the single most consequential social legislation of this decade, especially for rural southern families, for it marked a fundamental shift in the welfare system in the U.S. No longer focused on hardship relief, cash assistance now has a work-first focus, with mandatory work requirements and lifetime limits for recipients. Underlying this legislation have been four assumptions about the nature of the labor market and welfare recipients' characteristics and opportunities. Perceived Barriers To Labor Force Participation Among Welfare Recipients In West Virginia, Melissa Latimer

Journal of Rural Social Sciences

This research utilizes data collected by the Children's Policy Institute (CPI) of West Virginia in 1993 to identify perceived barriers to labor force participation for families with children receiving AFDC and/or Food Stamps. By merging data on West Virginia from several county-level data sources with the CPI data, this multi-level research identifies the major barriers West Virginia welfare recipients perceive as limiting their labor force participation (i.e., as explaining their current unemployment status). This research also examines how the barriers identified vary among welfare recipients.

Victim No.2 was the detector man and had paused on his return to the safe area because he felt unwell and so had not left the vicinity when the mine initiated. Victim No.1 was excavating with a "trowel" [a locally made excavating tool] (after prodding) when (at 10:40) he initiated a mine. He had been a deminer for 13 months.

This study examined if physician assistants (PAs) are cost-beneficial to employers. In an era of cost accountability, questions arise about whether a visit to a PA for an episode of care differs from a visit to a physician, and if PAs erode their cost-effectiveness by the manner in which they manage patients.

Four common acute medical conditions seen by PAs and physicians within a large health maintenance organization were identified to study. An episode approach was undertaken to identify all laboratory, imaging, medication and provider costs for these diagnoses. Over 12,700 medical office visits were analyzed and assigned to each …

Temporal Integration In 17- And 20-Month Old Infants As Assessed By Elicited Imitation, Rebecca M. Starr

The present study used a unique task derived from the elicited imitation paradigm to assess temporal integration in 17- and 20-month-old infants. Experiment 1 implemented a simpler task than has previously been used in order to tap temporal integration ability in 17-month-olds. The results indicated that the performance of 17- month-olds did not improve over that of previous research (de Haan & Bauer 1997). Experiment 2 added storage and processing demands to the de Haan and Bauer task in order to assess the robustness of temporal integration ability in 20-month-olds. This thesis examines the attitudes toward death and dying held by volunteers in the Senior Companion Program as compared with those in the Foster Grandparent Program. These programs represent two distinct environments, since volunteers in the former program interact only with other senior citizens while those in the latter program interact with children. In recent years volunteerism has been studied extensively relative to the positive effects that volunteer activities have on those performing them. People perceive and interpret their work place in different ways that may be related to their hierarchical position in the organization. Workers' attitudes toward their organization can exert a negative effect on their own and other people's feelings and behavior, and have detrimental consequences for the achievements of the organization. The purpose of this study is to examine the perceptionso f organizationalc haracteristicsm aintainedb y three levels of human service organization employees: Managers, supervisors or instructors, and line workers. Social Support's Contribution To Reduced Welfare Dependency: Program Outcomes Of Long Term Welfare Recipients, Frank A. Sansone

Long term welfare recipients participated in a state job training and welfare reform demonstration which provided education,job training, and supportive services via intensive case management. Social support research has focused on stress and physical and psychological health outcomes not welfarejob training and education outcomes. Job training and welfare to work policies and programs have not emphasized providing social supports but the supportive services of transportation and child care. Program outcomes at follow-up included: education and job training certificates, including GEDs with some still studying; jobs; and a 50% reduction in welfare receipt. In 1996, 408,000 Sri Lankan women, nearly 10% of the country’s working-age women, worked abroad, many of them in the oil producing countries of the Persian Gulf. In this paper I compare the influence of international migration on local hierarchies of class and gender in two villages in southern Sri Lanka: a Sinhala-speaking Buddhist village where I did my doctoral dissertation research in 1992-4, and a Tamil-speaking Muslim village where I spent some time during the summer of 1997. Gender Differences In Tourism Destination: Implications For Tourism Marketers, Marie Ryan, Nadine Henley, Geoffery Soutar

This paper examines the criteria that males and females use to make tourism destination choices and whether such differences result in different destination preferences. Males and females may apply different criteria to make tourism destination choices. Respondents were asked to rank eight popular WA holiday destinations, using twelve attributes. Comparisons between males and females were conducted using t-tests, perceptual mapping and external preference analysis. Females rated each attribute consistently more important than males and, overall, consistently high. This finding is interpreted with reference to Meyers- Levy’s (1986) selectivity hypothesis and related to other research in the marketing context on information …

This thesis offers a reinterpretation of the human female menstrual cycle that understands the process as positive, functional, and practical experience. Standard western definitions and understandings of menstruation use negative terminology and focus on menstrual blood as an indicator of failed conception. This view contributes significantly to the negative perception women have of menstruation in general, their own menstrual cycles, and ultimately of their femaleness. This fundamental, physiological process that symbolizes femaleness, the menstrual cycle, has been defined both, bio-medically and culturally, as a negative experience. Despite the passage of The Civil Rights Act of 1964, women employed by an organization generally remain in the entry level positions, while their male counterparts are promoted throughout the organization's hierarchy. Although there are many theories that attempt to explain the reasons for this disparity between men and women in the workforce, one of the popular attributions is sexism. Within the practice orientation of the Critical Social Work tradition there has been a dominance of conceptual and rational processes. This has lead to afailure to acknowledge the importance of bodily and emotive knowledge for practice theory. This paper offers a rudimentary and tentative epistemology which recognizes the importance of the body, emotions, ideas and their context. These ideas invite a reconsideration of critical theories of change.

This article identifies the ways in which macro practitioners manage and respond to termination issues in organization and community arenas. To conceptualize and partialize problems related to termination, the authors developed a typology in which the purposes, roles, and tasks related to macro termination situations are identified and grouped by three levels of practice: The Technical; The Managerial; and The Institutional. As new approaches to the development of knowledge emerge in the social sciences, there is a need to judge their appropriateness for use in social work research. Using criteria for assessing the goodness of fit between theories and social work values, this article evaluates institutional ethnography, a strategyfor studying institutions which is based on feminist standpoint theory. The Definition Of Fatherhood: In The Words Of Never-Married African American Custodial Mothers And The Noncustodial Fathers Of Their Children, Jennifer F. Hamer

This qualitative study explores the meaning of fatherhood from the perspective of never-married parents. Specifically, the study describes: how African American custodial mothers perceive the roles and responsibilities of their children's fathers; the extent to which these mothers' perceptions and definitions of noncustodial fatherhood are consistent with those of noncustodial fathers and the dominant cultural "ideal"; and what mothers do to enhance men's paternal participation. A convenience sample of 25 never-married,f ormer couples was drawn from the predominantlyA frican American population of a mid-sized Midwestern city. Data was collected via in-depth interviews with each individual respondent. The findings suggest that …
