Guilty Property: A Qualitative Analysis Of Civil Forfeiture, Brian Johnson, Greg Warchol
Greg Warchol
The objective of this article is to explore how property seized under the federal civil-judicial forfeiture laws for drug law violations is proceeded against by the government. The methodology is primarily exploratory. A sample of federal civil-judicial drug forfeiture cases is described and then analyzed in regard to the relative importance of the cases’ characteristics. The findings raise serious questions about the use of this policy and the government’s intent behind forfeiture. Implications and suggestions for future research are also presented.

An Analysis Of Police Perceptions Of Community Policing And Female Officers, Rhonda Kaye Delong

Traditional and community policing differ in their approach to crime and other social concerns. Traditional policing emphasizes reactive response and enforcement while community policing emphasizes proactive response and community partnership. Often, these two types of departments select officers with specific characteristics which fit well with the philosophy of the department. Characteristics such as age, education, years of military experience, rank, years of police experience, type of department, and family members in the military and the police are examined in this study to determine perceptual differences among officers regarding the community policing philosophy and the role of women in policing. Research questions examined variables addressing the impact of service-learning on participants in community-based organizations during the 1997 summer session. The researcher set out to determine whether young people engaged in service-learning programs were likely to be involved in other service organizations, whether they are likely to continue to enroll in service-learning programs, likely to be committed to participation in voluntary service as adults, whether they value their service-learning experience, see value to themselves and to the community, and if differences exist by ethnicity and gender.

Drug use is a serious problem affecting the American adolescents today. The focus of this study was the relationship between the elements of social bond and drug use among female high school senior students. The elements of social bond were peer pressure, commitment to school, and the importance of religious belief. Drugs investigated in this study were cigarette, alcohol and marijuana. This study included the total population of female senior students during the 1994-95 academic year in Michigan who participated in the Michigan Alcohol and'Other Drugs School Survey (MAOD).

Determining which of the two main ethnic organized crime groups emerging in America poses a greater threat to society was the focus of this study. One group is from or is closely linked to Russia and the other group is from or is closely linked to China.
The aspects of each group that were discussed include their origins, their spread to America, how they structured, their membership sizes, the types of crimes they commit, and how law enforcement has responded to each group. A Summary Of The Important Components Of Female Gender Specific Programming As Determined By Adolescent Females In The Juvenile Corrections System, Gail J. Grogan

The purpose of this study was to determine the order of importance of components of juvenile correctional programming as ranked by adolescent females currently assigned to a probation officer in the juvenile correctional system. Twenty- two adjudicated adolescent females ranked in order of their perceived importance thirty-one components of correctional programming using a scale developed from components determined by the current literature to be important for gender specific programming for adolescent females . The results of the study were that subjects rated components addressing issues of physical safety, education, and vocation as being of primary importance. The subjects also stated …
