Violence and its consequent injury and death represent a major health problem in this country. The United States has one of the highest homicide rates in the industrialized world: ten times higher than that of England and twenty times higher than that of Spain. Fatalities from violence represent only the tip of the iceberg: nonfatal intentional injuries occur as many as one hundred times more frequently: assault and intentional injuries identified in medical studies can be four times those reported to the police, suggesting that medical institutions are a primary site for identification of individuals with violence-related problems. Local Autonomy, Educational Equity, And School Choice: Constitutional Criticism Of School Reform, James J. Hilton

New England Journal of Public Policy

Many critics of America's public education system hail parental or school choice, a program that allows public school systems to compete against one another and, under some proposals, against private educational institutions, for students and educational funding, as the answer to Americas educational crisis. Proponents argue that competition will force public schools to offer students a quality education or close. This article does not evaluate the claims of the parental-choice proposals; rather, it examines the difficulties inherent in funding such a system through traditional school finance mechanisms.

In the area of campaign financing in federal elections, one of the most controversial issues is that of soft money. Soft money refers to those funds raised by the national party organizations for use on various grassroots and party-building activities. but which are not subject to the restraints of federal campaign finance law. Critics contend that these party-building activitie, such as generic television advertising, voter registration and get-out-the vote drives, provide ancillary benefits to federal candidates and should, therefore, be subject to federal contribution and expenditure limits. This paper examines the contemporary school desegregation controversy from a sociological perspective. Sheff v. O'Neill, a contemporary school desegregation case, is used as a context in which to study the opposition to racial integration. Through close examination of the arguments people use to frame their resistance, the racist subtext of contemporary school desegregation opposition is exposed. The data for this analysis come from legal briefs, newspaper accounts, and in-depth personal interviews with Connecticut citizens and various key actors in the Sheff case collected between January, 1993 and March, 1994. Correlates Of Union And Organizational Commitment : A Survey Of Former Eastern Airlines Employees, Sharon A. Israel Dolfi

Former Eastern Airlines flight attendants were surveyed regarding their levels of union, organizational, and dual commitment, union participation, strike participation and support, and current feelings of job stress, job affect and job satisfaction. It was found that union commitment was positively correlated with union participation. Due to the unique situation at Eastern, it was also found that there was no difference in levels of strike participation and support between those dually committed and those unilaterally committed to the union. Strike participation and support also correlated positively with one measure of current job stress. Other findings included a positive correlation between …

Labor Adjustment Under Different Institutional Structures: A Case Study Of Germany And The United States, Susan N. Houseman, Katharine G. Abraham

Like most Western European countries, Germany stringently regulates dismissals and layoffs. Critics contend that this regulation raises the costs of employment adjustment and hence impedes employers' ability to respond to fluctuations in demand. Other German labor policies, however, most especially the availability of unemployment insurance benefits for those on short time, facilitate the adjustment of average hours per worker in lieu of layoffs. Building on earlier work, we compare the adjustment of employment, hours and inventories to demand shocks in the German and U.S. manufacturing sectors. We find that, in the short run, whereas U.S. employers rely principally on the …

This paper attempts to support the assertion that leadership can be taught. To accomplish this task I must first determine what leadership is. To assert that something can be taught I must first ascertain what the subject is. This is an issue of particular sensitivity and complexity, and will be discussed in length in this paper. From there I will attack the question of whether this thing called leadership can be taught. How can an educational curriculum actually teach people leadership? This question is actually the culmination of a number of underlying issues which must first be confronted.

The project itself is a joint program between Hanover County School District and the Jepson School of Leadership Studies. ... Patron Objections To Library Materials: A Survey Of Christian College Libraries Part Ii, Craighton Hippenhammer

A survey of conservative Christian college libraries in the United States and Canada was taken early in 1993 to determine how their librarians handle patron objections to their collections. Surveyed were their policies and procedures, the nature of their support for the Library Bill of Rights, the nature of challenges (84 percent reported students were the objectors), selection of controversial materials, intellectual freedom definitions and level of librarian education. The survey is compared to four other surveys covering academic libraries, and/or public libraries. Included is a sample reconsideration policy and a sample reconsideration form. This paper evaluates the effects of anti-smoking legislation on cigarette sales across the fifty states for the years 1975 through 1990. The relevance of this issue can be entertained from several perspectives as it pertains to both smokers and non-smokers contrasting the right to smoke with the right to breathe clean air. Anti-smoking legislation was initiated from early on in our country's legal history, not as a method of protecting non-smokers from the externalities imposed upon them by smokers with respect to their right to clean air, but rather in light of smoking's inherent fire hazards.
