The National Highway Traffic Safety Association (2018) reported approximately 6,000 pedestrians were fatally injured by vehicles in 2016, with an increasing trend in fatalities over the past decade. The gateway configuration of In-Street signs has been shown to produce an increase in the percentage of drivers yielding right-of-way to pedestrians; this study examined at what distance in advance of the gateway the configuration was most effective in inducing drivers to yield right of way further in advance of the crosswalk. Cities and metropolitan areas are increasingly facilitating pedestrians’ movement by the provision of pedestrian walking facilities. As pedestrian traffic increases, the risk of crash involvement increases, especially at midblock locations, where pedestrians are exposed to unsafe interactions with vehicular traffic. To improve pedestrians’ safety at midblock locations, various countermeasures are provided, which include signalized crosswalks. Several studies have analyzed driver-pedestrian interactions, as well as pedestrian-infrastructure interactions at signalized midblock crosswalks. However, more in-depth studies are necessary, due to shortfalls of study assumptions, which have led to the application of improper statistical models, as seen in the literature. Reducing motorist’s speed when approaching crosswalks is an important goal in reducing the number of collision between motorist and pedestrian in crosswalks. The current study addresses this goal. The effect of gateway installation of in-street signs (one in-street sign installed between the two travel lanes in each direction and one on both edges of the roadway in each direction) on vehicle speed was evaluated on nine roads. The results demonstrated that the Gateway in-street sign treatment produced large speed reductions as vehicles approached the crosswalk and at the crosswalk. The City of San Jose has been recognized as among the safest cities in the United States, but an area that the city seeks to improve in is reducing the number of traffic accidents involving pedestrians and bicyclists. As stated by the city, “San Jose’s injury crash rate is about half the national average” (Vision Zero San Jose, 2015, p. 6), but, on average, 40 people are killed annually and 150 are seriously injured on San Jose’s streets. Pedestrian safety continues to be an important research topic, especially since recent data show a small increase in pedestrian fatalities (USGAO, 2015). There have been several interventions that prompt pedestrians, but especially motorists, to yield properly at uncontrolled crosswalks (Van Houten, 1988; Van Houten & Malenfant, 1992; Nasar, 2003; Crowley-Koch, Van Houten & Lim, 2008). One low-cost intervention that has been successful is the R1-6 in road yielding sign (Kannel, Souleyrette, & Tenges, 2003). How successful have the City of San Jose’s traffic safety improvement programs been in reducing pedestrian injuries/fatalities on city streets? This research question focuses on the impact of the City of San Jose’s traffic safety programs on pedestrian safety between 2010 and 2014. The research aims to determine the extent to which traffic safety programs and infrastructure reduce rates of pedestrian injuries/fatalities and the severity of pedestrian injuries when incidents occur.

An Examination Of Several Variables Influencing The Efficacy Of The Gateway In Street Sign Configuration On Motorist Yielding Behavior, Miles Bennett

This study contains five different experiments that examine the effects of several variables influencing the effectiveness of the In-Street sign and various In-Street sign configurations. Experiment 1 and 2 compared the effects of the Gateway configuration using R1-6 signs to blank fluorescent yellow-green signs arranged in the Gateway configuration on motorist yielding to pedestrians in crosswalks. The results showed that the blank signs produced an increase in yielding from 7% to 33%, while the addition of the message and symbols to the sign increased yielding to 78%. One factor that has been causally linked to nighttime pedestrian-vehicle collisions is pedestrians being insufficiently conspicuous to drivers. Pedestrian conspicuity can be enhanced by use of retroreflective material, and this on-road experiment investigated the influence of retroreflector configuration, the coefficient of retroreflection (RsubA) of those retroreflectors, and pedestrian motion on conspicuity. There were two retroreflector configurations, three levels of RsubA, and the test pedestrian either walked or stood in place. Data from 121 participants are reported. The pedestrian was detected by more participants and at greater distances when the pedestrian was walking and wearing retroreflectors on the wrists and ankles …
