Part of UNESCO's Action Research in Family and Early Childhood series, this monograph is based upon a technical report on the Early Childhood Education (ECE) component of the Integrated Child Development Services (ICDS) program in India. This document overviews the ICDS and how better use could be made of World Food Programme (WFP) food aid along with the ECE component, including the aspect of providing education to mothers and adolescent girls. Study of development in the Caribbean Basin is incomplete with- out considering the socioeconomic impact of international labor migration on this region, which is defined here as including Mexico, the Carib- bean archipelago, Central America, Guyana, Suriname, and French Guiana. Most of the seven books under review deal with the specific case of the Dominican Republic and in doing so bring new theoretical sophistication and depth to examining the link between migration and development. This essay addresses the need to redefine current notions of sovereignty. It returns to earlier concepts of subjects joining to receive the benefits of peace and security provided by the sovereign. It diverges from most contemporary commentary by avoiding what has become traditional second-tier social contract analysis. In place of a social contract of states, this redefinition of sovereignty recognizes that international law in the twentieth century has developed direct links between the individual and international law.
