This study was a situational investigation into the retirement extension for public service personnel policyinThailand.Thestudyaimed toanalyzethefactorscontributing to policysuccessor failure so as to make recommendations for greater effectiveness. Qualitative research methods, involving documentary research and in-depth interviews with civil servants generally and those in higher education institutes. The findings were that over the years 2009-2018 there were not many career extensions after retirement. Key factors affecting success and failure were lack of policy clarity, wherever it was to take care of older persons in an aged society or to manage shortages of staff inthe government bureaucracy.This lackofclarity led to different kindsofunderstanding …
