Preserving Historic African American Cemeteries: Strategies For Richmond, Virginia, William T. Teeples

Master of Urban and Regional Planning Capstone Projects

Historic cemeteries across the United States are facing a crisis. These culturally and historically significant spaces have faced significant degradation over time without the means of preservation. Historic Black and African American Cemeteries have been particularly impacted by the combined negative impacts of weathering, vandalism, and development pressures alike. These cultural landscapes have the added hindrance of little to no access to the complex resources necessary for preservation and restoration afforded to most White cemeteries. However, many activists, descendants, and volunteers toil on saving these spaces from the onslaught of time and ensure that cultural spaces are preserved for generations …

First Line Of Defense: Protecting Youth On Campus, Tina C. Carter, Alyssa King

Division of Community Engagement Resources

Many institutions recognize the need for a centralized process to address the safety of youth on campus. Legislation, publicized incidents, state and national laws, and research have pushed this topic to the forefront. In an effort to educate, mitigate risk, and create consistency, the implementation of university-wide youth protection policies has become a common practice. While each campus is different, foundational components to these policies can create a cultural shift and educate individuals on their role in reporting abuse and neglect. Virginia Commonwealth University (VCU) launched its youth protection policy, Safety and Protection of Minors, in July 2016. The …

Creating, Collaborating And Adapting: Implementing A Decentralized Youth Policy, Tina C. Carter, Alyssa King

Division of Community Engagement Resources

The first year implementing a new policy on campus comes with unique opportunities as well as challenges in ensuring appropriate controls and protections for minors. A decentralized policy can often highlight these barriers, but can also create space for innovation. When a policy is located in departments like human resources and risk management infrastructures designed to bolster policies and manage liability are present. For policies in non-traditional areas of higher education, the journey to a sustainable policy model requires a different approach. Virginia Commonwealth University’s policy, Safety and Protection of Minors, is located under the Division of Community Engagement, within …

A National Scan Of Psychiatric Involuntary Hold Policies, Evan D. Peters

Undergraduate Research Posters

Psychiatric involuntary holds are initiated when an individual suffering from mental illness is deemed a danger to themselves or others. Each state also sets a time limit during which a person can be held, and specific language that details the behavior of individuals that are eligible for psychiatric involuntary holds. This information was gathered by examining each states' codes involving psychiatric …

Family Preservation In Families’ Ecological Systems: Factors That Predict Out-Of-Home Placement And Maltreatment For Service Recipients In Richmond City, Jody Hearn

Theses and Dissertations

Family preservation services are intended to prevent the out-of-home placement (into foster care or some other alternative arrangement) of children and youth in families at risk of maltreating them. An Ecological Systems perspective of these families might suggest that a family’s context (represented by the variables of poverty, agency services, family history, and individual/caretaker characteristics) must be considered as an over-arching influence in families’ risk and outcomes. The purpose of this cross-sectional secondary data analysis study was to identify layered factors that distinguish family preservation cases in Richmond, VA that experience removal or subsequent abuse or neglect from those that …

Faith-Based Organizations And Legislative Advocacy: A Qualitative Inquiry, M. Lori Thomas Jan 2008

Faith-Based Organizations And Legislative Advocacy: A Qualitative Inquiry, M. Lori Thomas

Theses and Dissertations

Since the early 1990s, religion and matters of faith and spirituality have become a focal point in numerous arenas beyond the individual and traditionally sacred. With President George W. Bush's White House Office of Faith-Based and Community Initiatives of 2001, the Charitable Choice provision of the Personal Responsibility and Work Opportunity Reconciliation Act that preceded it in 1996, and the myriad of legal challenges that followed, matters of religion have become paramount in political discourse regarding social welfare. The viability of faith-based social service provision and the organizations providing the direct services have been the focus of speculation, debate, and …

The Multiple Meanings Of Domestic Violence: A Constructivist Inquiry, Monica Rene' Leisey

Theses and Dissertations

Spurred by the work of the Battered Women's Movement, domestic violence has been responded to since it emerged as a problem in the 1970s. At first the response was providing places for victims to stay and recover from the violence while also providing opportunities for consciousness raising and empowerment work. As domestic violence became a more recognized problem, policies were created and enacted to end the problem. Through the 1980s and 1990s, changes in federal policies in regards to domestic violence were incorporated. The criminal justice system began incorporating such policies as mandatory arrest and no-drop prosecution policies as well …

The Suppression Of Diversity, Adrian J. Lottie, Phyllis A. Clemens Noda Jan 2003

The Suppression Of Diversity, Adrian J. Lottie, Phyllis A. Clemens Noda

Ethnic Studies Review

Is it a systematic strategy or a mutation of millennial ferver that drives the escalating challenges to the civil rights of this nation's racial, linguistic, and national origin minorities? Increasing juridical, legislative, and popular assaults on affirmative action policies coupled with the sometimes less heralded emergence of a de facto U.S. language policy are sweeping through the states. These activities draw on a consistent repertoire of approaches from the invocation of the very language and concepts of the civil rights movement to the isolationist "buzz-words" of early twentieth century advocates of "Americanization." In an effort to legitimize their efforts this …
