This dissertation systematically examined the Beijing Police Department (BPD) daily use of social media and citizens’ comments it received. Previous studies in the field of e-government and political communication in the Chinese context focused only on the measurement of quantitative indicators of government use of social media or a single event. This dissertation incorporates theoretical frameworks of e-government, public relations, and the public sphere to provide a detailed picture of citizen and government interaction in the Chinese context. Racial and ethnic differences in policing attitudes have generally been examined through the group position or other conflict perspectives. This perspective contains a limitation, especially when considering recent trends in racial and policing attitudes. Racial attitudes have been liberalizing for over a decade among White political liberals and moderates, while Republicans’ racial attitudes have been relatively stagnant. These divergent trends may have accelerated since the murder of George Floyd. Algorithmic governance (AG) systems aim to utilize machine learning (ML) in the form of mathematical modelling and predictive analytics to achieve greater efficiency and accuracy, effect equal treatment and eliminate bias. In its application to policing, algorithmic policing (AP) or predictive policing applies tree-based risk training algorithms on criminal complaint data to predict where and when the next crime is likely to occur, and who the likeliest perpetrators and victims are. The civil service exam was created in the late 19th century to reform the hiringprocess for public officials, focusing on merit (skills and expertise) versus political patronage and other partisan factors. While much of the 20th century focused on redesigning the civil service organizations, exam redesign still remains an important next step that is infrequently considered. In the case of police departments, while other issues arise in recruitment efforts, the civil service exam has been noted by interviewees as the biggest barrier to redesign efforts in accordance with 21st Century Policing goals. The body worn camera (BWC) policy in the United States was introduced as a response to public demand for governmental action to decrease police use of deadly force after several highly-visible police shooting incidents involving Black residents occurred. Given the recent introduction of BWC technology, past studies on BWCs have primarily focused on examining whether BWC implementation influences the desired outcomes including a decrease in police use of force and citizen complaints. Police use of deadly force has become one of the most contentious and controversial aspects of the U.S. criminal justice system. Yet, the vast majority of police shootings never rise to the level of public consciousness (Zimring, 2017). Instead, the public discourse and controversy tends to center on a handful of cases that appear excessive and/or are difficult to understand (Pickering & Klinger, 2016). Effects Of Stereotype Threat On Black And White Individuals’ Verbal Responses In Police Encounters, Samantha N. Strine

I examined whether Black and White individuals have different verbal behaviors in police encounters and, if so, whether stereotype threat explains these differences. This question is important because police officers use certain verbal behaviors as evidence of deception. Thus, unconscious behaviors arising from concern about being stereotyped as a criminal could cause Black men to be perceived by police as suspicious and, in turn, contribute to discrepancies in police treatment of Black versus White men. Extant research, concerning police use of intelligence analysis, hypothesizes that police culture and information-sharing partnerships may affect outputs of intelligence analysis. Previous efforts have provided overviews of criminal intelligence analysis, without examining organizational and structural factors which might affect the genesis and use of intelligence and crime analysis. We Can Work It Out : The Hidden Role Of The Workplace In Shaping Urban Crime Control, Chris E. Rees

Ethnoracial minorities have rapidly integrated into American workplaces over the last half-century, yet little research has examined the effects of this integration on wider social processes. Drawing from minority threat theory and the contact hypothesis, this thesis examines the impact of workplace segregation on metropolitan levels of police force size during the year 2010. Findings indicate that, net of controls, workplace segregation is associated with higher levels of police forces size. Moreover these effects are a stronger predictor of police forces than residential segregation. The thesis concludes with a relevant discussion on the research and policy implications of these findings.

This dissertation analyzed occupational stress among homosexual officers. Previous researchers have investigated occupational stresses experienced by racial, ethnic and gender minority police officers; however, research has not examined the occupational stresses experienced by homosexual officers. This study utilized an internet survey to gather quantitative data that were statistically analyzed for similarities and differences in how homosexual officers perceive stressors common to all officers and stressors experienced only by minority subgroups, including discrimination. A heavy research emphasis on the discretionary decision-making actions by police has led researchers to conduct a substantial amount of work regarding the individual, situational, organizational, and neighborhood influences on police behavior. The culmination of all this work results in one main conclusion - the majority of findings regarding the causes of police behavior are mixed. Further, current models of police behavior account for only a small amount of the variation.

This research study presents results from an evaluation and cost effectiveness analysis of a regionalization of selected police services into a Law Enforcement Council approach, as practiced by the Metropolitan Law Enforcement Council (Metro-LEC). The Metro-LEC is a non-profit organization comprising forty three law enforcement agencies in the Commonwealth of Massachusetts. The results from wave two surveys administered to officers in the organization as well as a survey distributed to the Chief Executive Officers of the participating law enforcement agencies illustrate the overall effectiveness of the organization. Sub-Saharan Africa is an epicenter of the HIV/AIDS epidemic. This disease is affecting nearly every aspect of society in this region. This disease destroys individuals, strains family structures, weakens economies, burdens health systems, and can destabilize entire countries. The police are also being affected by HIV/AIDS. Although a body of research exists examining the influence of citizen disrespect on police decision making and use of force, that research is limited in its capacity to appropriately conceptualize citizen disrespect. In fact, little is known about the verbal and nonverbal behaviors that for officers signify disrespect - in the United States and abroad.
