In view of the rule of international law, the Japanese control upon the Korean territories during these 26 years could only been precisely defined as a belligerent occupation. No sovereign title or any legally valid title had ever been entitled to Japan, by this belligerent occupation. So, when the subjection by the Japanese warlords ended, the liberated Korea had immediately resumed the national liberty and the proud cultural heritage. Any vestiges of Japanese control over to the Korean territories should have been eliminated completely, and at once. We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

Mapping is inherently a subjective and exclusionary practice as the cartographer decides which elements of the world are included and which can safely be ignored. The paper extends the female under-performance hypothesis to informal or unregistered firms in two developing countries, Argentina and Peru. Specifically, results show that for a sample of informal firms, average productivity of labor and firm-size measured by monthly sales and employment are smaller for female-owned compared with male-owned firms.

This note highlights differences in the structure, conduct and performance of informal businesses in two regions of Argentina, Buenos Aires and Chaco. Firm-efficiency as measured by the average productivity of labor is much higher in Buenos Aires than Chaco. This difference is partly due to higher sales and partly due to lower employment in firms in Buenos Aires compared with Chaco. Relative to Buenos Aires, firms in the Chaco region are more likely to use machinery and vehicles in the production process and they also face larger seasonal fluctuations in sales. Recently collected data on informal or unregistered firms in Argentina and Peru show significant differences between male and female-owned firms in certain firm characteristics and performance measures. Compared with male-owned firms, female-owned firms are smaller in size as measured by total monthly sales and also less efficient as measured by the average productivity of labor. Female-owned firms are less likely to use equipments such as machines and vehicles, although this is not the reason for their lower efficiency. This article outlines a republican perspective on disability policy. Committed to ensuring the freedom-as-nondomination of disabled citizens, such a republican perspective first offers a particular diagnosis of the injustice of disability disadvantage, both in relation to individuals (dominium) and the state (imperium). Next we argue that a republican perspective may be able to sidestep some perverse implications of social contract approaches to social justice, and capable of offering a robust philosophical foundation for a theory of justice for disabled citizens. Perceptions-based indicators are sometimes used to measure the quality of the business environment. For instance, firms are asked about the major constraints on business operations and expansion. Little is known, however, about what shapes their responses. In this paper, using perceptions-based indicators from 38 countries (84 country-year pairs) from the World Bank Enterprise Surveys, we argue that firm responses are critically influenced by macroeconomic conditions. Paradoxically, we find that perceptions worsen during periods of high GDP growth. We also examine other indicators from the Enterprise Surveys that are objective measures of constraints, and find mixed evidence on how business constraints …
