At the first quarterly meeting of the Pathways Transition Training Collaborative (PTTC), members approved the following definition of competency, and the structure of the core competency document. The definition is based in part on the work of Hoge, Tondora, and Marrelli (2005). We will be developing an interdisciplinary course for graduate students based on the core competencies that emerge from the PTTC and the research of the Pathways to Positive Futures RTC. Later, the PTTC will present webinar and online course modules that develop from the core competencies identified by our community of practice.

Impacts Of Low-Speed Vehicles On Transportation Infrastructure And Safety, Katharine M. Hunter-Zaworski, Linda Cornell
TREC Final Reports
There are increasing numbers of low-speed electric vehicles (LSVs) on public roadways. These vehicles are designed to be used within protected environments and on roadways with a maximum posted speed of 25 mph. Currently these vehicles are not subject to the same federal requirements for occupant protection as passenger cars. This research project investigated safety standards, operating regulations, and LSV manufacturer materials from sources around the world. The purpose of the research was to determine positive and negative impacts that LSVs, including Neighborhood Electric Vehicles (NEVs) and Medium Speed Electric Vehicles (MSEVs), are likely to have for the Oregon Department …

Performance Enhancement Of Bridge Bracing Under Service And Extreme Loads, Peter Dusicka, Max Taylor Stephens, Kate Fox-Lent
TREC Final Reports
As truck loads continue to get bigger, the demand on many aging bridges increases. Slender steel structural elements widely used in bridge superstructures and braced substructures to resist these loads are built primarily for tension, however, and can buckle under compressive loads. Portland State University associate professor Peter Dusicka set out to develop and demonstrate the concept of retrofitting bridge brace elements with fiber reinforced composites in order to provide restraint against buckling. The advanced materials consisted of a combination of fiber reinforced polymer (FRP) composite pultruded sections and wet lay-up wraps intended to be applied in the field. This …

Ibpi: Bicycle And Pedestrian Education Program, Jennifer Dill, Lynn Weigand, Karen Dixon
Urban Studies and Planning Faculty Publications and Presentations
Since the 1990s, the amount of attention and funding for bicycle and pedestrian infrastructure has increased significantly. This, combined with the role of transportation in public health and environmental concerns, has raised expectations for engineering and planning practitioners to possess more knowledge and skills related to pedestrian and bicycle planning and design. This demand requires more education around these topics but university curriculum doesn?t reflect these important shifts in the field. This project was intended to begin addressing the need for more bicycle and pedestrian curriculum in two ways: (1) Determine the existence of and need for courses and curriculum …

Cultivating The Commons An Assessment Of The Potential For Urban Agriculture On Oakland’S Public Land, Nathan Mcclintock, Jenny Cooper
Urban Studies and Planning Faculty Publications and Presentations
This is an inventory of open space with potential for agricultural production on land both owned by public agencies and within the city limits of Oakland, California. The inventory was conducted between the summer of 2008 and spring of 2009 and is part of an ongoing movement to develop a more resilient, sustainable, and just food system in Oakland. This project aims to locate Oakland’s "commons"—land that is owned by public agencies and therefore a public resource—and assess the potential for urban agriculture (UA) on this land. We hope that this assessment can be used 1) to inform policy decisions …

Objectives - To explore HIV-infected patients' attitudes about buprenorphine treatment in office-based and opioid treatment program (OTP) settings.
Methods - We conducted in-depth qualitative interviews with 29 patients with co-existing HIV infection and opioid dependence seeking buprenorphine maintenance therapy in office-based and OTP settings. We used thematic analysis of transcribed audiorecorded interviews to identify themes.
Results - Patients voiced a strong preference for office-based treatment. Four themes emerged to explain this preference. First, patients perceived the greater convenience of office-based treatment as improving their ability to address HIV and other healthcare issues. Second, they perceived a strong patient-focused orientation in …
The 'Goldilocks Hypothesis' : A Political Ecology Of The Land-Sparing/Wildlife-Friendly Farming Debate, M. Jahi Chappell
The 'Goldilocks Hypothesis' : A Political Ecology Of The Land-Sparing/Wildlife-Friendly Farming Debate, M. Jahi Chappell
Systems Science Friday Noon Seminar Series
Proposals for biodiversity conservation as related to the dominant form of human land use, agriculture, have broadly coalesced around two paradigms: "Land sparing" and "Wildlife-friendly farming." Neither paradigm is sufficiently grounded in the more complex socioeconomic realities of the food system with regards to another paramount problem of our time: widespread malnutrition. However, the "land sparing" paradigm's simplistic approach to food, policy, and ecosystem dynamics is arguably more egregiously out of sync with current knowledge. The talk will present a conceptual view of food systems, hunger, and biodiversity conservation, with the goal of generating discussion on how to systematically integrate …

Gender And The Social Structure Of Collaboration, Kjersten Bunker Whittington
Gender And The Social Structure Of Collaboration, Kjersten Bunker Whittington
Systems Science Friday Noon Seminar Series
Previous research demonstrates that individuals’ network positions in their surrounding social structure of relations influence the extent of their output and performance. The unique situation of minority groups complicates the relationship, however, as issues of status, legitimacy, and marginality influence the flow and interpretation of information and resources. While several scholars have addressed differences in male and female networks in the workplace, the association between macro-level work arrangements and the micro-level interaction mechanisms of minority groups is unclear. Greater insight into stratification processes can be gained by studying how organizational forms affect the way men’s and women’s networks are structured …
The Limits Of Control, Or How I Learned To Stop Worrying And Love Regulation (Discussion), Joshua Hughes
The Limits Of Control, Or How I Learned To Stop Worrying And Love Regulation (Discussion), Joshua Hughes
Systems Science Friday Noon Seminar Series
When we want to solve a problem, we talk about how we might manage or regulate—control it. Control is a a central concept in systems science, along with system, environment, utility, and information. With his information-theoretic Law of Requisite Variety, Ashby proved that to control a system we need as much variability in our regulator as we have in our system (“only variety can destroy variety”), something like a method of control for everything we want to control. For engineered systems, this appears to be the case (at least sometimes). But what about for social systems? Does a group of …

This report analyzes factors contributing to bus operations safety incidents at TriMet, the transit provider for the Portland Oregon metropolitan region. The analysis focuses on 4,631 collision and non-collision incidents that occurred between 2006 and 2009. Empirical analysis of these incidents draws on a wide array of operator-level data recovered by transit ITS technologies in combination with information from TriMet’s human resources, scheduling, and customer relations databases. Incident frequencies are estimated in relation to operators’ demographic characteristics, employment status, assigned work characteristics, service delivery and performance indicators, temporal factors, and customer information. Apart from identifying factors that are empirically related …

The wars in Korea and Vietnam were of a piece, directly related by virtue of U.S. global strategy and China’s security concerns. This paper, focusing mainly on the U.S. side in these wars, argues that three characteristics of American policy had enduring meaning for the rest of the Cold War and even beyond: the official mindsets that led to U.S. involvement, the centrality of the China threat in American decision making, and the common legacy of intervention against nationalism and in support of authoritarian regimes. It is part of a continuing Asia-Pacific Journal series on the Korean War on the …
