What Are We Afraid Of? A Survey Of Librarian Opinions And Misconceptions Regarding Instant Messenger., Sarah Steiner, Casey Long

Buzz about instant messaging (IM) customer service is becoming louder, both inside and outside the library field. In general, librarian opinions of IM are mixed and at times even combative. A survey was distributed to gather librarians' opinions of the usefulness of IM as compared to its feature-rich yet difficulty-prone sibling, commercial chat. Through detailed statistical analysis, this article provides an overview of trends in and opinions of IM reference, and offers analysis of its present and future in libraries.

In their article “Success Matters: Casualty Sensitivity and the War in Iraq,” Christopher Gelpi, Peter Feaver, and Jason Reifler attempt to flush out the relationship between public opinion and the use of force as it pertains to the Iraq war.1 The authors promote the following proposition: “Our thesis is that expectations of future success are the key determinants of public casualty tolerance. Colleagues in the academy seem to have a fascination with conceptual analysis and the term “education.” Debates are held, papers are written, and symposia take place within which definitions are articulated and modulated. Whether the point is to provide narrative, stipulative, or programmatic definitions matters little to the larger point: the quest for the meaning of “education” continues. Students, libraries, businesses, all age groups Pew Internet and American Life Project found that 42% of online individuals use IM, and that Generations X and Y represent the largest segment of the IM user group. AOL conducted a similar study that shows that 90% of online teens use IM.

Parties And Patronage: A Comparative Analysis Of The Indian Case, Charles Robert Hankla

What political factors influence the allocation of economic patronage in democracies? Answering this question is vital to improving our knowledge of how states and markets interact. In this paper, I argue that changing levels of party centralization can drive important changes in the allocation of state largess. When governing parties are centralized, national party leaders will control sources of patronage, targeting benefits to particularly influential regions and industries. By contrast, when governing parties are decentralized, influential sub-national party leaders will advocate for their constituents, allocating patronage evenly through a national logroll. I find evidence for these relationships by comparing India's …

Public opinion is central to representation, democratic accountability, and decision making. Yet, the public was long believed to be relatively uninterested in foreign affairs, absent an immediate threat to safety and welfare. It had become conventional to say that "voting ends at water's edge." We start the examination of the scholarly understanding of the role of foreign affairs in public opinion and voting at that low point of view. In an effort to navigate the treacherous path between professionalism and social relevancy, this essay takes up an area of professional philosophy - epistemology - with the intention of reclaiming the integrative role John Dewey held for philosophy and classroom practice. Deron Boyles asserts that epistemology can and should represent an area of inquiry that is relevant and useful for philosophy of education, especially as it develops classroom practices that foster inquiry. He specifically seeks to revive Dewey’s conception of warranted assertibility in an effort to show the value of fallibilist epistemology in practical and social teaching and learning contexts. …

In the first section of this paper, we describe tax change over the past three decades, and attempt to identify its determinants. The focus is on developing countries.

The main objective of this paper, addressed in the second section, is more normative and is pointed toward the issue of whether there are some universal "rules" that might guide the next round of comprehensive tax reform efforts in developing countries. Based on the international experience, a set of propositions about how to do a comprehensive tax reform is offered.

Second Generation Parenting: Grandparents Who Receive Tanf, Vanessa Robinson-Dooley, Nancy P. Kropf

A review of the scholarly literature indicates that the number of grandparents who are second generation parents (e.g., raising their grandchildren) has increased dramatically. These grandparents often return to parenting with a variety of financial and physical health issues that need to be addressed within the context of their caregiving role. The current study is a secondary data analysis of a sample of grandparent caregivers that received TANF (Temporary Assistance for Needy Families) using data from a larger study conducted on welfare reform. The research is primarily descriptive, providing a summary of these grandparents' functioning. Finding and implications for understanding …

Objective. This study evaluated the community organization ACORN’s efforts to increase the uptake of families claiming the Earned Income Tax Credit (EITC) through door-to-door canvassing and managing free tax preparation clinics in three pilot cities. Method. The mixed-method program evaluation included administrative record review; a telephone survey (N = 1063), and individual and focus group interviews. Results. During the 2003 tax year ACORN prepared taxes at no charge for 3,850 families who collected a total of $4 million in EITC and other tax credits. A major paradigm shift in mental health has led to the ascendance of the view that chronic psychopathology results from perturbed neural development. While most work in this area examines schizophrenia, the current report extends the paradigm to bipolar disorder (BD) in youth, thus demonstrating traction (not sure I understand what you mean here) in the developmental-psychobiology perspective. To study the role of amygdala dysfunction, we examined the neural mechanisms mediating face processing in 22 youth (mean age 14.21 + 3.11 years) with BD and 21 controls of comparable age, gender, and IQ. This article provides a "top-down" explanation for the rapid growth of nongovernmental organizations (NGOs) in the postwar period, focusing on two aspects of political globalization. First, I argue that international political opportunities in the form of funding and political access have expanded enormously in the postwar period and provided a structural environment highly conducive to NGO growth. Secondly, I present a norm-based argument and trace the rise of a pro-NGO norm in the 1980s and 1990s among donor states and intergovernmental organizations (IGOs), which has actively promoted the spread of NGOs to non-Western countries. We know from observation that some democracies intervene deeply in their domestic economies while others adopt a more laissez faire approach. Can we explain these differences solely with ideology, or are other political influences also at work? I argue in this paper that elected leaders sometimes opt for hefty economic regulation purely to generate sources of patronage that can be used to maintain their political positions. Leaders are most tempted to take this approach, I contend, when their political parties are not stably linked to sources of electoral support. Unstably linked governing parties will tend to have very short time …

In this article, we argue that the public will tolerate significant numbers of U.S. combat casualties under certain circumstances. To be sure, the public is not indifferent to the human costs of American foreign policy, but casualties have not by themselves driven public attitudes toward the Iraq war, and mounting casualties have not always produced a reduction in public support. The Iraq case suggests that under the right conditions, the public will continue to support military operations even when they come with a relatively high human cost.
