A burgeoning literature on ‘left behind’ places has emerged that captures the backlash against globalisation and highlights the locales that lag world cities. This paper integrates the ‘left behind’ and world cities literatures through the lens of discontent in the context of Singapore, using sentiment analysis and topic modelling as well as interviews with local professionals to unpack the multidimensional aspects of discontent. Focusing on the Singapore–India Comprehensive Economic Cooperation Agreement that spurred discontent directed at foreign Indian professionals, we show that the worlding generated by transnational flows has accentuated intra-urban inequality through racialisation and spatialisation of financial business and …

This article reviews and analyses factors impacting the evolution of the internet, the web, and social media channels, charting historic trends and highlight recent technological developments. The review comprised a deep search using electronic journal databases. Articles were chosen according to specific criteria with a group of 34 papers and books selected for complete reading and deep analysis. The response of both developed and developing countries to global developments has been first, to shift the tax burden from (mobile) capital to (less mobile) labour, and second, when further increased taxation of labour becomes politically and economically difficult, to cut government services. Thus, globalization and tax competition lead to a fiscal crisis for countries that wish to continue to provide those government services to their citizens, at the same time that demographic factors and increased income inequality, job insecurity and income volatility that result from globalization render such services more necessary. In the peri-pandemic ‘new normal,’ museums occupy physical and online spaces. Many museums responded to the COVID pandemic by moving much of their programing to online modalities. This paper looks at how cosmopolitanism is practised amongst Singaporeans who have experienced Singapore’s education reform in the 1990s. Cosmopolitanism in Singapore is tied to state-intervention with a national orientation. To complement Singapore’s push towards cosmopolitanism, the education reform in the 1990s promoted the idea of a national citizen with a global orientation. I looked at 40 Singaporeans born after the year 1990 to investigate cosmopolitan attitudes that have emerged from the tensions between cosmopolitanism and nationalism. As the narrative of globalisation in crisis heats up, China has stepped up as a new champion of globalisation with its ‘Belt and Road Initiative’. This article repositions ‘China in the Global South’ to the front and centre of the globalisation discourse. Through a triangular framework, I differentiate and reconnect the three ‘master’ processes of urbanisation, development and globalisation to understand the inside-outside connections between China’s domestic transformation and strong impact in the Global South. Using China vs Southeast Asia and Central Asia, I document how China’s westward development has created new development opportunities for its overland neighbours and beyond.

As with previous legislation that used the phrase, the legislator does not define fit and proper, leaving it up to each profession to determine its exact meaning and inform the courts accordingly. FOCUS helps shape European security research to enable the EU to effectively respond to tomorrow's challenges stemming from the globalisation of risks, threats and vulnerabilities. FOCUS concentrates on alternative future EU roles to prevent or respond to incidents situated on the ‘borderline’ between the internal and external dimensions of the security affecting the Union and its citizens. It does so by elaborating multiple scenarios, based on IT-supported foresight, in the form of alternative futures. These are plausibility-probed versus mere threat scenarios.

During the 1990s tax havens and offshore financial centres (OFCs) were subject to a string of initiatives designed to raise their tax and regulatory regimes to accepted international standards. Many commentators forecast that this would lead to the demise of OFCs, a worry for the many small states whose economic well being depended heavily on the provision of offshore financial services. Despite this regulatory onslaught many small state OFCs have prospered in the new millennium. Diversity is seen as a basic norm of higher education policy because it best meets educational and labour market. This presentation examines the concept of diversity as it applies to institutional mission and differentiation, and to research. It argues that in response to rankings and the global financial crisis, policymakers are tending to make a simple correlation between rankings, elite higher education and global competitiveness. There is increasing emphasis on selective excellence and focusing on the 'economic value of research outputs'. However, pursuit of ‘world class’ is skewing policy and institutional priorities.
