All Maxine Goodman Levin School of Urban Affairs Publications
The City of Willowick, Ohio, (Mayor and City Council), commissioned Cleveland State University, Center for Emergency Preparedness to conduct this “Willowick Fire and EMS Department Feasibility” study. The summary of findings and recommendations highlights some of the major issues, which require discussion.
The main focus of this study is on efficient and sustainable staffing for the Willowick Fire and EMS Department; however, there are a number of factors which must be addressed to meet the National Fire Protection Association and Insurance Service Office “best practices,” ones which public safety entities strive to achieve. In addition, this study will provide staffing …
The Forgetting Of Fire: An Archaeology Of Technics, Thomas A. Doerksen
The Forgetting Of Fire: An Archaeology Of Technics, Thomas A. Doerksen
Electronic Thesis and Dissertation Repository
This dissertation applies the methods of Bachelard and Foucault to key moments in the development of science. By analyzing the attitudes of four figures from four different centuries, it shows how epistemic attitudes have shifted from a participation in non-human, natural realities to a construction of human-centred technologies. The idea of an epistemic attitude is situated in reference to Foucault’s concept of the episteme and his method of archaeology; an attitude is the institutionally-situated and personally-enacted comportment of an epistemic agent toward an object of knowledge. This line of thought is pursued under the theme of elemental fire, which begins …

The Evacuation Simulation Of Wheelchair Users In A Building Fire: An Initial Dynamic Characterization Of Structural Egress Components, Haley Hostetter
The Evacuation Simulation Of Wheelchair Users In A Building Fire: An Initial Dynamic Characterization Of Structural Egress Components, Haley Hostetter
All Theses
People with disabilities are one of the most vulnerable groups involved in building fires. According to the U.S. Fire Administration, in the United States alone, an estimated 700 home fires involve people with physical disabilities each year while over 1700 involve those with mental health disorders. Despite this, the current body of literature shows few studies focused on the evacuation of disabled people. This is a direct result of past and present social injustice on people with disabilities and has resulted in high injury and death rates during fires. To combat this, enrich the literature, and improve their experiences in …

Researchers have long debated the degree to which Native American land use altered landscapes in the Americas prior to European colonization. Human–environment interactions in southern South America are inferred from new pollen and charcoal data from Laguna El Sosneado and their comparison with high-resolution paleoenvironmental records and archaeological/ethnohistorical information at other sites along the eastern Andes of southern Argentina and Chile (34–52°S). The records indicate that humans, by altering ignition frequency and the availability of fuels, variously muted or amplified the effects of climate on fire regimes. For example, fire activity at the northern and southern sites was low at …
A Program Evaluation Of The Town Of Woodside, Plumas County Fire Safe Council, And Mountain Communities’ Fire Safe Council Defensible Space Projects, Mandeep Gill
Master's Projects
California is one of the most fire-prone regions in the world, with every passing year becoming more hazardous. With a tremendous amount of loss and damage occurring every year due to wildfires, property owners must prepare their homes and structures to withstand fires as much as possible. The best way to achieve this is by building and retrofitting homes with fire-resistant materials and creating defensible space around the property (Cal Fire, n.d.). Although it is the best way to protect one’s property, it is often times difficult for property owners to do so because of financial or physical limitations, or …

Recent fire seasons brought a new fire reality to the western US, and motivated federal agencies to explore scenarios for augmenting current fuel management and forest restoration in areas where fires might threaten critical resources and developed areas. To support this effort, we modeled the scheduling of an accelerated forest and fuel management scenario on 76 western US national forests. Specifically, we modeled a 10-year ramp up of current forest and fuel management that targeted the source of wildfire exposure to developed areas and simulated treatment in areas that accounted for 77% of the predicted exposure. We used a sample …

Ikkuma: An Artistic Vr Storytelling Experience, Yangli Liu
Frameless
Ikkuma is an interactive storytelling experience utilizing Tilt Brush and Unity. It is about a land being swallowed by the sea, where conflict cracks ice and fire tears families apart. Ikkuma is the Inuvialuit word for fire, a central element to the work. The fundamental theme of Ikkuma is global warming and its impact on the Arctic ecosystem. The players must learn to tame the fire in their hearts and the Inuit traditional knowledge if they hope to survive the harsh yet fragile Arctic tundra.

Progress in Scale Modeling, an International Journal
In this study, the fingering pattern formation and the following flamelet spreading over three different kinds of thick combustibles, i.e., Poly methacrylate (PMMA), Poly ethylene (PE) and Poly carbonate (PC) were observed and the effective Lewis number correlation was validated. Experiments were performed with a narrow channel apparatus. In addition to the kinds of solid fuel materials, the channel height and the oxidizer velocity were varied as experimental parameters. An image analysis method was developed to quantify the number, diameter and spread rate of the flamelets. Replacing the fuel thickness into the thermal thickness, the effective Lewis number which is …
Using New And Long-Term Multi-Scale Remotely Sensed Data To Detect Recurrent Fires And Quantify Their Relationship To Land Cover/Use In Indonesian Peatlands, Yenni Vetrita
Electronic Theses and Dissertations
Indonesia has committed to reducing its greenhouse gases emissions by 29% (potentially up to 41% with international assistance) by 2030. Achieving those targets requires many efforts but, in particular, controlling the fire problem in Indonesia’s peatlands is paramount, since it is unlikely to diminish on its own in the coming decades. This study was conducted in Sumatra and Kalimantan peatlands in Indonesia. Four MODIS-derived products (MCD45A1 collection 5.1, MCD64A1 (collection 5.1 and 6), FireCCI51) were initially assessed to explore long-term fire frequency and land use/cover change relationships. The results indicated the product(s) could only detect half of the fires accurately. …

Modern Military Weaponry And (Un)Sustainable Treatment Of The Environment, Melanie Siacotos
The Commons: Puget Sound Journal of Politics
An often ignored aspect of environmental degradation in the modern age is military pollution. How has the military impacted environmental health over time, from ancient Rome to the Marshall Islands? This paper compares and contrasts types of environmental degradation, like chemical warfare and deforestation, and attempts to lay out the steep increase in their negative impact following industrialization in the west entering into the 20th century. The paper concludes that a different understanding of human relationship with the earth is necessary to combat environmental degradation going forward.

A Gis-Based Risk Assessment For Fire Departments: Case Study Of Richland County, Sc, Tracy Whelen
Theses and Dissertations
Risk assessments enable fire departments to be better prepared for future incidents and to engage in more effective prevention activities. A combination of physical, demographic, and behavioral risk factors combined form a community’s level of risk. This research shows how spatial and nonspatial statistical methods can be used within a GIS framework to create such a risk assessment, with the Columbia-Richland Fire Department in Richland County, SC being used as a case study. Hot spot analysis and thematic mapping of incident rates were used to assess the first research question – what is the spatial variability of structure fires, carbon …

Modeling Fire Observations, Ignition Sources, And Novel Fuels To Understand Human Impacts On Fire Regimes Across The U.S., Emily Fusco
Doctoral Dissertations
Fire is a natural, and necessary, component of many ecosystems. However, people are changing the spatial and temporal distribution of wildfires in the U.S. at great economic and ecological costs. My dissertation addresses the impacts of humans on U.S. fires both through the introduction of ignition sources and flammable grasses. Further, I evaluate fire datasets that are widely used to investigate these phenomena over large spatial and temporal scales. Finally, I create an aboveground carbon map that can be used to estimate the potential carbon loss consequences in western U.S. ecosystems most at risk to fire. My work shows that …

Fiber Element Simulation Of Interaction Behavior Of Local And Global Buckling In Axially Loaded Rectangular Concrete-Filled Steel Tubular Slender Columns Under Fire Exposure, Ghanim Mohammed Kamil, Qing Quan Liang, Muhammad N. S Hadi
Faculty of Engineering and Information Sciences - Papers: Part B
Slender rectangular thin-walled concrete-filled steel tubular (CFST) columns in composite building structures exposed to fire may experience the interaction of local and global buckling. Numerical investigations on the interaction buckling responses of such columns under fire exposure have been rarely reported. This paper describes a fiber-based computational model for the prediction of the fire-resistance and interaction responses of local and global buckling of concentrically-loaded slender CFST columns made of rectangular sections exposed to fire. The thermal analysis is undertaken to calculate the distribution of temperatures in the column cross-section considering the effects of the air gap between concrete and steel, …
An Analysis Of Selected Clusters Of Fires In Florida (1996 - 2018), Thomas Riley Hall
An Analysis Of Selected Clusters Of Fires In Florida (1996 - 2018), Thomas Riley Hall
Theses and Dissertations
Hidden within the day-to-day routine responses of fire departments are possible multiple fires set by individuals in a small area with an unusual frequency. These fires may be the initial announcement of an emerging serial offender who is declaring a wound, an intolerable life situation, or is triggered by unknown events. This study sought to predict incendiary fires within a known cluster by using observable variables, both prior to and after the cluster event. This was done to further our understanding of the characteristics of clusters of intentionally lit fires. This was accomplished by examining the Florida Fire Information Reports …

Residential Fire Impacts On Richmond, Virginia: A Plan For Identifying And Educating Our Most Vulnerable Communities, Jennifer L. Tillett
Master of Urban and Regional Planning Capstone Projects
In 2017, 1.3 million fires in the U.S. caused 3,400 deaths, 14,600 injuries, and $23 billion in loss. Vulnerable populations are less resilient due to their lack of adequate access to financial, medical, and community resources as well as their propensity to reside in substandard housing. This plan studies the impacts of Richmond’s residential fires (2015-2017) on vulnerable communities within the city. Its purpose is to provide an understanding of where fires occurred in vulnerable communities and to recommend actions for prevention education.
The plan is divided into six sections: Introduction, Background, Methodology, Findings, Recommendations, and Implementation. A Social Vulnerability …

Letter From A St. Louis Barroom, March 1849, Christopher Alan Gordon
The Confluence (2009-2020)
1849 was a seminal year in the history of St. Louis, as Christopher Gordon asserts in his new book, Fire, Pestilence, and Death: St. Louis, 1849—a devastating fire and cholera epidemic stood juxtaposed against a city growing at leaps and bounds and flooded by Argonauts seeking fortunes in the California gold fields. In this edited letter, which Gordon found while researching for his book, Edwin Hollister describes the burgeoning city.

Electronic Theses and Dissertations
In sub-Saharan Africa (SSA) tree-grass systems commonly referred to as savannas dominating drylands, play a critical role in social, cultural, economic and environmental systems. These coupled natural-human systems support millions of people through pastoralism, are important global biodiversity hotspots and play a critical role in global biogeochemical cycles. Despite the importance of SSA savannas, they have been marginalized for years as most governments neglect dryland resources in favor of agricultural research and development assistance. Hence, lack of spatially and temporally accurate information on the status and trends in savanna resources has led to poor planning and management. This scenario calls …

Climate, Wildfire, And Erosion Ensemble Foretells More Sediment In Western Usa Watersheds, Scott E. Lowe
Economics Faculty Publications and Presentations
The area burned annually by wildfires is expected to increase worldwide due to climate change. Burned areas increase soil erosion rates within watersheds, which can increase sedimentation in downstream rivers and reservoirs. However, which watersheds will be impacted by future wildfires is largely unknown. Using an ensemble of climate, fire, and erosion models, we show that postfire sedimentation is projected to increase for nearly nine tenths of watersheds by >10% and for more than one third of watersheds by >100% by the 2041 to 2050 decade in the western USA. The projected increases are statistically significant for more than eight …

Initiating Research On Igniting Fires In The Blue Ridge Mountains During The Autumn 2016 Conflagration, Cynthia Twyford Fowler, Cynthia Fowler
Faculty Scholarship
An unprecedented moment in the fire ecology of the Blue Ridge Mountains occurred in Autumn 2016 when severe drought, frequent anthropogenic ignitions, and seasonality in disturbed deciduous forests fueled widespread burning. As the wildfires burned, wildland firefighters from around the U.S. temporarily moved into the region to assist local land managers. As wildfire risks increased and air quality decreased, local residents became increasingly interested in fire ecology. The community shifted continuously as wildfires were extinguished, wildland firefighters returned home, and local residents disengaged. In conducting research during the conflagration, obtaining consent from community members varied depending on whether or not …
