This paper demonstrates how using the word "carbon" within global warming debates severely impedes lobbyists in favor of building stronger renewable energy policies in the European Union (EU). Within the EU, carbon is widely used to speak about many of the perils of climate change, global warming, energy policy, and contingent subject matters. In political circles, media outlets, and public debates, carbon acts a the pillar for many policies, discussions, and ideas related to fundamental errors of transferring energy from fossil fuels and nuclear sources. Comparing Newspaper Coverage Of Climate Change During Election Campaigns In The United States, Canada And Australia, Dan Rowe

This study compares newspaper coverage of climate change and global warming during the national elections in Australia, Canada and the U.S. during 2007 and 2008. Using a census of newspaper coverage and in-depth interviews with reporters, editors and columnists in the three countries, the study confirmed the findings of earlier studies that the political agenda shapes the news agenda when it comes to climate change coverage. However, the study did find that coverage of general climate change stories continued during the election campaign periods in the three countries. For centuries the West has seen the Muslim woman as an entire group of people in need of saving. Lacking a thorough understanding of Islam and an incredibly diverse Middle Eastern society, Western powers endeavored to shape women of the Middle East into secular, modern examples of "liberated" women. Completely unacknowledged in this pursuit are the grass roots movements that emerged out of nationalist movements in the early twentieth century. In an effort to reduce the polluting effects of coal-fired electrical generators the Province of Ontario passed the Green Energy Act in 2009. Included in the act were clauses that removed authority from regional governments to control the placement of wind turbine or solar panel 'farms'. In concequence, forests of wind turbines sprang up throughout rural Ontario, angering rural residents and the tourist industry. Despite government claims that low frequency noise (LFN) posed no risks to health, hundreds of complaints quickly surfaced from people experiencing sleep disruption, headache, dizziness, and a host of other neurobehavioural adverse effects. The central theme of this article is the necessity for deference to decision-making processes of national regulatory authorities in the application of these new trade disciplines and the need for trade-based reviews of national regulatory measures to operate within clearly defined limits. Accordingly, this article first examines and summarizes the relevant texts, including the original 1947 GATT, the Uruguay Round, and the NAFTA texts on standards. Next, the article considers the role of science in the standard-setting process with reference to the copious literature on this topic. In this Article, Professor Wirth reviews the book National Defense and the Environment by Stephen Dycus, a recognized expert in both environmental and national security law. The emphasis of the book is on containing and remediating the environmental excesses of the American defense-industrial complex, with a domestic policy focus. While Professor Wirth considers Dycus’ work an intellectually rewarding and refreshing new entry into the ongoing environment-as-security colloquy, he does not consider the book to be accessible to a general audience given the book’s fundamentally legalistic nature.

Focusing on internal contradictions within the Israeli left, this essay considers the impact of the historical legacy of anti-Semitism on everyday thinking about Israel and the Palestinian territories. Contesting the view that to criticize Israel is to engage in anti-Semitic defamation, it offers an historical account of how Israel's actions in the West Bank have come to be immunized from conscientious criticism. It also documents how progressive media outlets in contemporary Israel have silenced or otherwise marginalized Israel's most active critics.

This article explores the technoenvironmental politics associated with government-sponsored climate change mitigation. It focuses on England’s New Technologies Demonstrator Programme, established to test the “viability” of “green” waste treatments by awarding state aid to eight experimental projects that promise to divert municipal waste from landfill and greenhouse gases from the atmosphere. The article examines how these demonstrator sites are arranged and represented to produce noncontroversial and publicly accessible forms of evidence and experience and, ultimately, to inform environmental policy and planning decisions throughout the country. As in experimental science, this process requires that some bear witness to the demonstrators, but …

A growing literature indicates that the representation of women in legislatures is positively associated with the passage of female-friendly social policy. However, there is little corresponding research concerning the effect of women in cabinet on female-friendly social policy. Yet, almost all advanced industrial democracies are parliamentary democracies, where policies typically originate within the cabinet and governments typically enjoy substantial control over the legislative process. Thus, to the extent that women promote female-friendly policy, women in cabinet positions should be ideally placed to do so, and indeed, possibly be more influential than women in legislatures. Vaccinations are among the most cost-effective and widely used public health interventions, but have provoked popular resistance, with compulsion framed as an unwarranted state interference. When the FDA approved a human papillomavirus (HPV) vaccine in 2006, conservative religious groups strongly opposed a mandate, arguing it would condone pre-marital sex, undermine parental rights, and violate bodily integrity. Yet, Governor Rick Perry signed an executive order in 2007 making Texas the first state to enact a mandate — later revoked by the legislature.

As Utah continues to move further and further away from its agricultural base, it is useful to look back on the state’s agricultural heritage and how an earlier generation of farmers sought to maximize its economic security through cooperation, government support, and adoption of new methods and tools made available through the nation’s land-grant colleges. Following World War II, two competing organizations, the Utah Farm Bureau and the Utah Farmer’s Union, emerged as champions of Utah farmers. During the first decade of the 21st century no region in the nation experienced the political and demographic changes that occurred in the Intermountain West region, including the states of Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah. These states grew at unprecedented levels and are now demographically more diverse and increasingly urbanized. This presentation will explore the status of redistricting and reapportionment efforts, and the implications for state and national politics.

Liberal political theory, the predominant paradigm at least since the 1970s, rules out as oppressive the imposition of any substantive notion of a "good way of life" and proposes instead a neutral conception where each individual should have the right to pursue his or her own preferred project of life. This opposition of an ancient "virtue" and a modern "freedom" seems challenged by current debates about morality and the responsibility to protect innocent civilians from massive crimes. The moral outrage of the international community may be interpreted as a signal of a perhaps minimal notion of civic virtue, which translates …

This dissertation analyzes the discourses produced by the selected newspaper coverage of the Montréal Canadiens and Québec Nordiques, two professional hockey clubs based in the province of Québec, from 1979 to 1984. Sport has long provided a medium for national identification, and constitutes one the most effective institutions through which the nation is imagined. This is especially true of Canada, where ice hockey has been celebrated as the country’s national game and a window into the Canadian soul. The authors continue to test the limits of Emile Durkheim/Maurice Halbwachs approach to collective identity in the experiences of trauma, shame, and yearning related to the ill-fated Hungarian Revolution. In a more poststructuralist vein the authors move from a focus on piacular subjectivity to one of baroque subjectivity, especially in understanding the October 2006 fiftieth anniversary commemorations of the Revolution in Budapest. Specifically, what indexical undercurrents of disposition persist and can not be ignored in attempts at redemptive critique, as well as in colonized nostalgia and the re-enactment of pathos. This article analyzes efforts to harmonize European Union export control policies on dual-use goods from the perspectives of neofunctionalist and intergovernmentalist theories of European integration. The outcome of the Council negotiations on dual-use export controls can best be characterized as an intergovernmental bargain. Judicial policy making in this area, on the other hand, fits neofunctionalist expectations rather well, and on implementation issues central state executives may be losing their exclusive control. The article concludes by arguing that rather than investing great theoretical significance in differences among issue areas or policy types, it appears more fruitful to recognize the European Union …

Religion’s place in political order is a controversial subject. How does the function of religion compare to that of political order? Can it support a society in the same way? My research attempts to answer these questions by investigating three distinct time periods and cultures. I first examine the primitive people of the Azande tribe in Africa, an example of a society based mainly on religion. My research then turns to the fifth and sixth century Greeks, a society in flux, attempting to hold on to religion in the throes of a logical revolution. Finally, I turn to America to …

The concept of federalism serves as the foundation for the American political system. The framers laid a foundation for balancing state and national tensions; and during the antebellum era American political actors wrestled with the proper application of these concepts. This paper traces the evolution of federalist principles beginning at the founding and culminating with the commonly misperceived Supreme Court case Prigg v. Pennsylvania by analyzing transformative historical moments and political regimes. Prigg v. Middle class individuals play a fundamental role in countries’ political and economic spheres. Their political demands for a fair tax system and public goods provisions enhance positive economic performance and development. A large share of income held by the middle class, according to Easterly (2001), is positively related to economic growth and political stability. Similarly, Alesina and Rodrik (1994) –among other political economic studies- highlight that a well-endowed median voter population influences the implementation of growth-enhancing economic policies.
