Holding assets is increasingly acknowledged as yielding positive effects and enhancing opportunities. In Assets and the Poor, Sherraden proposed that Individual Development Accounts (IDAs) should be opened for every person from birth in order to provide them with the lifetime potential to accumulate assets and to experience the effects of assets from a young age. a few countries have recently implemented or are proposing policies that build assets for every child starting from birth. Economic Empowerment As A Health Care Intervention Among Orphaned Children In Rural Uganda, Fred M. Ssewamala, Stacey Alicea, William M. Bannon Jr., Leyla Ismayilova

This study evaluated an economic empowerment intervention to reduce HIV risks among orphaned children in Uganda. Children (n=97) were randomly assigned to receive an economic intervention or to a control arm. Data obtained at baseline and 12-month follow-up revealed differences on HIV prevention attitudes, educational plans, and child-caregiver relationship for intervention arm children relative to control children. Findings lend support to use of economic empowerment interventions for HIV risk reduction among orphaned children.

Broadband penetration and available speeds vary widely across OECD countries. Policymakers around the world, and especially in countries like the U.S. that lag in the rankings, are searching for policies to narrow those gaps. Relatively little empirical work tests possible reasons for these differences. In this paper I test the impacts of regulations and demographics on broadband development in a panel dataset across countries. In addition to adding to the meager empirical literature on broadband across countries, this paper is novel in two ways. First, it explicitly takes into account the many different types of unbundling regulations that countries have …

Taxation And The Australian Superannuation System: An International Comparison, Corinne Cortese, John Glynn

This study demonstrates the taxation burden applied to Australian superannuation. The superannuation schemes and supporting taxation systems of five OECD countries are reviewed. A hypothetical scenario is applied to demonstrate the imbalance of the Australian system relative to comparable nations. Given concerns about the aging population, this research supports calls for further reforms to the taxation of superannuation in Australia, highlighting the need to make superannuation taxation policies more consistent with government efforts to encourage superannuation savings and self-funded retirement.

Learning Across Communities Of Practice: How Postgraduate Students Cope With Returning To Higher Education In An International Setting, L. Smith

This paper is an exploratory case study into the way postgraduate students cope with the transition from the workplace to university in an international environment. It looks at how students move successfully between these two communities of practice, and the kind of learning that is involved in this process. As well as personal motivation, key factors found in boundary-crossing between the communities are multi-membership of communities and the use of identity as a bridge. Learning is found to involve a collateral transfer, or reconstruction, of knowledge in both directions. The study is intended to inform the development of a learning …
