For too long, environmental policymaking has relied on trial and error, without adequate or systematic learning from either the trials or the errors. Systematic program evaluation research has been remarkably scarce relative to the overall number of environmental policies adopted in the United States, as well as relative to the amount of evaluation research found in other fields, such as medicine, education, or transportation safety. This paper examines the role that program evaluation should play in environmental policy making, distinguishing such research from other types of analysis, including risk assessment, cost-effectiveness analysis, and cost-benefit analysis. In the last few years, poverty rates have remained constant in the New England states. The effort to reduce poverty in New England and the United States has been thwarted by trends of growing income and wealth inequality. Since the late 1970s, the real incomes for the majority of U.S. households have remained stagnant or fallen. During the same time, asset ownership has become dramatically more unequal, and the concentration of wealth in the hands of a few has increased. Extant literature offers incomplete explanations of environmentally concerned consumer behavior (ECCB), based on subsets of determinants. In this study, I have presented an integrated model of ECCB, and examined the main effects of three key psychological determinants (environmentally concerned beliefs and attitudes, personal norm, and perceived consumer effectiveness) and two key socio-cultural determinants (injunctive norm and collectivist orientation), on four dimensions of ECCB, namely purchase behavior, search for information, conserving behavior, and supporting intent. The study also examined the interactional effects of market mavenship and involvement on these direct linkages.

The purpose of this exploratory study is to attempt to identify particular public policies which have the potential to increase the economic viability of smaller metropolitan areas and cities. We identify characteristics associated with smaller metro areas that performed better-than-expected (winners) and worse-than-expected (losers) during the 1990s, given their resources, industrial mix, and location as of 1990. Once these characteristics have been identified, we look for evidence that public policy choices may have promoted and enhanced a metro area's ability to succeed and to regain control of its own economic destiny. The livestock industry in the United States has experienced significant concentration and vertical integration in recent years. This change has resulted in greater observed levels of pollution attributed to concentrated animal feeding operations (CAFO) and society has attempted to use regulation to remedy these problems. Despite regulation at the federal and local level no documented improvement in water quality has been observed to date. This thesis is concerned with the response of profit-maximizing economic agents to the form of environmental regulation adopted at the federal level.
