Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems …

House Prices In The Measurement Of Inflation: An Application Using Irish Data, Róisín O'Sullivan

This paper illustrates the impact on Irish inflation of including a house-price series with the current components of the harmonised index of consumer prices (HICP). We construct a dynamic factor index of inflation that weights the individual price series according to the strength of their signal about the common trend in prices. As the relatively noisy house-price series attracts a weight of only 3 per cent in the index, the inclusion of house prices in this way does not hugely alter the recent pattern of inflation for Ireland, despite house prices exhibiting much stronger growth on average than the current …

Cultural Diversity In Multinational Organisations, Marian Crowley-Henry

With the rhetoric in international management espousing the value of being able to access and capitalise on the knowledge of a workforce with international experience in order to compete globally and the need to embrace diversity (including cultural or ethnic diversity) in and across organisations, this paper discusses the findings from a qualitative research undertaking where senior and middle managers working for multinational organisations in a cross-section of industry sectors were interviewed. A total of twenty in-depth interviews were conducted with “foreign” managers based in Europe, the majority hired on local contracts. The findings presented in this paper outline the …

This study seeks to answer the question: Given the wealth of talent and resources women possess—and the state offers—why is it so tough for women to gain representation in Boston City Hall? To answer this question, and to document the efforts women have made over almost 100 years, we examine the history of women who have run for and won—or lost—election to the Boston City Council in the 20th century. THE ORGANISATION INTERNATIONALE DE LA FRANCOPHONIE (OIF) increasingly acts as a powerful French-speaking voice in defense of both French culture and language and in advancing French-speaking nations' multiple global, political and economic interests. While the OIF includes developed as well as developing1 nations, its policies and financial resources come from its wealthier and more economically powerful members, fueling charges that it exists to represent those members' interests. The OIF is unique among international organizations in propounding economic policies based on assumptions different from those espoused by the World Trade Organization (WTO). This paper explores the effects of Internet technology on the occupational culture and work practices of Irish journalists. There is a common view that the Internet, as an alternative source for news is challenging professional journalists. Increasingly amateurs may produce and disseminate stories to a potentially global readership. This paper presents results from a qualitative pilot study exploring Irish journalist’s reactions to this perceived threat. It reveals that the economic, social and legal features of the Irish journalistic field greatly mitigate any potential threat from the Internet. The Provisional IRA in its statement yesterday pledges to ‘verifiably put its arms beyond use in a way which will further enhance public confidence and to conclude this as quickly as possible’. Translated from the Norwegian into English, O. E. Rölvaag's Giants in the Earth narrates the saga of pioneer life on the American prairies. It is a saga that has the sanction of official ideology and the authority of a religious edict: to go on an "errand into the wilderness," explore and subdue the frontier, which was the "basic conditioning factor" of American experience, and, in so doing, cultivate a new civilization. Indeed, it is hard not to read the novel as dramatizing the power of Turner's frontier thesis because it seems to unabashedly affirm the frontier as the great American …

Cross Purposes: Remedying The Endorsement Of Symbolic Religious Speech, Jordan C. Budd

Justice O’Connor’s “perception of endorsement” standard governs the analysis of religious displays on public property for purposes of the Establishment Clause. The test rests on the perceptions of an “objective observer,” endowed with essentially perfect factual information, who assesses whether the display of religious imagery reasonably implies official endorsement of its message. Applying this standard, a well-developed jurisprudence unambiguously proscribes the permanent placement of religious symbols on public land. The remediation of these violations, however, is an ad hoc and often superficial exercise. The Custodial Remand System For Juveniles In Ireland: The Empirical Evidence, Gay Graham, Sarah Anderson

This paper documents the present system of custodial remands for children under sixteen years in Ireland. The research includes the entire population of children remanded into custody during the summer of 2000 (N=117). A flow chart model illustrates these young people’s experiences, and the paper highlights issues such as the number of non-offending children who are in custody (21%); the cycle of repeated remands and court appearances (up to 22 repeats); excessive periods of time spent in secure detention (up to 351 days); and the use of remand facilities for those awaiting a suitable residential placement (57%). Call centres, as a rapidly growing industry, have attracted research attention due to associated development, organisation and work practices. However, there is still much to be investigated, particularly given rapid developments in the industry which can already be seen through the evolution of call centres into contact centres providing both telephony and internet services to customers. Little Sisters: An Exploration Of Agency, Cultural Borderlands, And Institutional Constraints In The Lives Of Two Teenage Girls, Rosemary C. Henze

Part of a special issue on challenging corporate control of schools and communities. The writer discusses her experience with the Big Brothers and Big Sisters organization in Oakland, California, of mentoring two teenage girls who live in poverty and encounter crises and hardship almost daily. She examines the concepts of agency and social and cultural borderlands to help explain the divergent school performances of the two girls and investigates the concepts' utility in the pursuit of social justice for young women. She conducts her exploration within the broader context of dynamic change.

The crucial point is this: Both liberal, democratic states, and non-state terrorist organizations need free speech. Prominent scholars have written elegantly and at length on the role of this liberty for the former. While their arguments surface at times in the text, the author does not dwell on them. Instead, she wrestles with the question: Under what circumstances are the interests of the state secured and the opportunism of terrorist organizations avoided? Here, the experiences of the United States and United Kingdom prove instructive. On both sides of the Atlantic, where the state acts as sovereign, efforts to restrict persuasive …
