The critical area of literacy instruction has long relied on the use of measurement tools and the resulting data to identify at-risk readers and deliver needed supports. When the COVID-19 pandemic caused disruption to education, measurement practices were altered and there was limited existing research available to predict the potential impact of the pandemic on literacy development. In the past 20 years, large-scale disasters have generated economic loss of $660 billion in the United States. Research has identified that low income individuals and economically vulnerable communities are at heightened risk and often experience disadvantages in access to public services during emergencies. Public administration literature has claimed that social equity should be included as a consideration together with economic and efficiency principles when formulating and implementing public policy. Yet there has been limited empirical research that follows this premise. I evaluate a wider range of public policies with program evaluation methods, difference-in-difference regression method and regression discontinuity design. The first chapter considers the causal relationship between the expansion on dependent coverage of the Affordable Care Act and risky behaviors including smoking and drinking. I also examine the effect of coverage on preventive care and health care utilization. To overcome the endogeneity problem, I exploit a regression discontinuity design to estimate the causal effect of losing health insurance. Focusing on organizational legitimacy is an essential element to the survival of an organization. Suchman (1995) suggests that "Legitimacy is a generalized perception or assumption that the actions of an entity are desirable, proper, or appropriate within some socially constructed system of norms, values, beliefs, and definitions" (p. 574). Legitimacy must first be gained and then maintained. If lost, legitimacy must be regained or the organization is unlikely to survive. Organizations can use both symbolic and substantive means of gaining, maintaining or regaining legitimacy.
