Evaluating Between The Lines: Problematizing Voice, Power, And Politics In Goal Based And Goal Free Evaluation Methods, Buba Dicko

Voice, power, organizational politics, and evaluators’ worldview are in constant flux in social program evaluation. Every social program rolls out based on assumptions on a theory of change (TOC) while every evaluation is also guided by request for evaluation proposal (RFP) operationalized through an evaluation scope of work (SOW). The TOC and evaluation RFPs are likely to carry strong undercurrents of power and politics likely to limit the choice of evaluation methods, tools, and processes due to the prescriptive and compliance-inducing tone. How can monitoring and evaluation (M&E) systems better support improving the aid effectiveness? What are the existing challenges to the M&E systems in Afghanistan? I try to answer these questions by briefly looking at the development aid in Afghanistan since 2001. I provide summary of attempts made at improving aid effectiveness through mutual accountability frameworks. I then try to briefly discuss the principles of Paris Declaration and provide brief insights from Afghanistan. Learning From A Mid-Term Evaluation Of Fonhdad In Haiti, Kelsey E. Hopkins

This is a mid-term evaluation for FONHDAD’s REFERANS project in the communes of Ganthier and Croix-des-Bouquets, Haiti. The process of this collaboration with FONHDAD is outlined in a reflection which begins this report. The evaluation is based on a review of project documents including performance indicator reference sheets, indicator performance tracking tables, attendance records, work plans, activity reports, and numerous other project documents. Recommendations for better data management practices and the thoughtful inclusion of women in all project activities are included.
