How Big Is Your Share Of Government Debt?, Dean D. Croushore

In evaluating the government's financial position, taxpayers need to account not only for its debt, but also for its ownership of tangible assets. Each taxpayer has a share of the government's net worth that is positive; however, the share was larger 10 years ago. While the real net debt tripled, this huge rise in government indebtedness generated no similar gain in government assets. Taxpayers will be paying interest on this debt with little hope of higher future returns from government assets to help pay it off. It is recommended that the government adopt a capital-budgeting system. This system would change …

I recently accompanied Admiral William Crowe, retired Chairman of the Joint Chiefs of Staff, during his 9-day stay in the USSR. The trip was an extension of the U.S.-USSR military-to-military exchanges that were initiated under Crowe's leadership at the JCS. The purposes of the trip were to reciprocate Marshal Sergei Akhromeyev's visit to the United States and to testify to the Supreme Soviet's Committee on Defense and State Security. A commentary of Shearer Davis Bowman's essay on Honor and Martialism in the U.S. and Prussian East Elbia during the Mid-Nineteenth Century.
Without a second and unarmed, I have no inclination to offer a fundamental challenge to Professor Bowman's argument or his character. In fact, he has served us well by focusing on honor, martialism, and dueling as indices of comparison between the antebellum planters and the pre-1848 Junkers. I would like to build on the wealth of detail he has provided to help clarify the larger comparison between the South and Prussia.

Ever since Aristotle asserted that "the greatest thing by far is to be a master of metaphor," numerous scholars have studied and written about the nature and functions of metaphor.1 The vast majority of these scholars have focused on metaphor as a distinctive use of language that has various rhetorical functions.2 Recently, however, some scholars have begun to dig deeper into the topic, investigating the possibility that metaphor is not only a form of speech, but more fundamentally a form of thought, having basic epistemological functions.3 With regard to science, for instance, such scholars as Arbib and …

The fundamental basis of William James's psychology - the rock-bottom foundation on which it is constructed - is "the stream of thought" or "the stream of consciousness. " 1* The first and preeminent characteristic of our flowingly continuous experience of "thought" or "consciousness," James (1890/1983d) said, is that it is personal (pp. 220-224). Every thought, every psychological experience, is mine, or hers, or his, or yours. The precise nature of W. S. Jevons's utilitarianism as a guiding rule for economic policy has yet to be investigated, and that will be the first issue treated in this paper. While J. A. Schumpeter, for instance, asserted that 'some of the most prominent exponents of marginal utility' (including Jevons), were 'convinced utilitarians', he did not investigate the further implications for Jevons's policy analysis.1

Hence the question: Are these good or bad times for liberalism? To answer, we shall need a broader perspective than a survey of contemporary developments can provide. We shall need to look back, that is, to see what liberalism was in order to understand what it has become. Only then can we assess its current condition and prospects-and appreciate how politics in the United States is largely an intramural debate between different wings of liberalism.

Winston Churchill's characterization of the Soviet Union as a riddle wrapped in a mystery inside an enigma may overstate Western understanding of the USSR's national security decision-making. The evidence in this domain is sparse, and what we do have is incomplete. Indeed, the Soviets have taken extraordinary steps to maintain the black box that shields how and why their decisions are made. With these caveats in mind, knowledge of Soviet decision-making can be summed up in a few general statements.
