The problem of rent-seeking in China’s state-owned enterprises has worsened since the rapid increase in infrastructure investment, such as telecom and railway. State-owned enterprise reform in China has given licensing power to officials and executives without sufficient checks and balances. The Chinese government plans to introduce corporate governance structures and encourage private investment for the previously state-dominated industries, such as the railway industry, in the next decade. Yet these formalities cannot eradicate the political problem of corruption. While genocide, at times, appears to be sporadic in its emergence; it, in fact, requires diligent planning, strategy, and execution; inferring potential prevention through effective response. Within the last decade, there has been an increased attention on the need for governments to respond effectively to potential genocides. One manifestation of this concern has been an effort to construct governmental systems that can foresee the development of such politics (early warning) and transmit this information for decision makers to respond effectively to the threat (early action).

By popular demand--a NEW, up-to-date State Litter "Scorecard" is now released for the 2011 ASPA Baltimore event--measuring each state’s overall environmental quality through public property/spaces debris removal efforts. The “CARD” uses tried-and-true, hard-to-publicly obtain objective and subjective measures, leading to a total overall score for each measured jurisdiction. Readers can thus gain a realistic "picture" of "what's going on" within one or all of the 50 states. Littering/dumping remains harmful, serious American environmental crimes, creating dangers to public health and safety, and contributing to the deaths of over 800 Americans in debris-attributed motor vehicle accidents. During the subprime financial crisis of 2007-2009, the U.S. transformed its policies from a focus on privatization and deregulation to one where the government plays an active role as a market participant. By the end of the 2009 fiscal year, the U.S. government became one of the largest shareholders in the world owning a portfolio of investments valued at $959 billion. Some pundits condemned the investments as socialism. Instrumental Value Of Elite Memories On Past Violence During The Emergence Of A New State: Slovenian Experience, Anton Kramberger, Ana Barbič, Katja Boh

The chapter touches upon the trauma of emerging from subordination to the past (communist) regime of some members (nearly 40 per cent) of the new Slovenian elite. The experienced subordination, including political maltreatment, imprisonment, or confiscation of their assets and/or property is important not only during the regime change (1988-1992) but also in any analysis of contemporary Slovenian political situation for these memories are rather regularly triggered in the public sphere. They frame unsettled contemporary political culture of the country and feed today’s discernable distrust of political authorities.

California is a state of many distinct regions. To give citizens a voice on regional issues and to reinvigorate California’s Legislature, the state’s central institution of self-government, we propose Personalized Full Representation for the 21st Century (PFR21), a system of representation by means of regionally based legislative elections that will allow the state’s citizens to set the agenda for their regions and for the state as a whole.
