We present the Urban Nature Indexes (UNI), a comprehensive tool that measures urban ecological performance under one standard framework linked to global commitments. The UNI was developed by interdisciplinary experts and evaluated by practitioners from diverse cities to capture each city’s ecological footprint from local to global scale. The UNI comprises six themes (consumption drivers, human pressures, habitat status, species status, nature’s contributions to people, and governance responses) that encompass measurable impacts on climate change, biodiversity loss, ecosystem services, pollution, consumption, water management, and equity within one comprehensive system. Natural hazards caused by the alteration of weather patterns expose populations at risk, with an outcome of economic loss, property damage, personal injury, and loss of life. The unpredictability of disasters is a topic of concern to most governments. Disaster policies need more attention in aligning mitigation opportunities with disaster housing recovery (DHR). The effect of flooding, which primarily impacts housing in coastal areas, is one of the most serious issues associated with natural hazard. Housing recovery, especially for vulnerable populations, can be a challenging process. Questions regarding whether to rebuild damaged housing and whether to restore it to its previous state or to build back better must be answered. In the United States, Long-Term Recovery Groups (LTRGs) play a crucial role in channeling assistance to vulnerable community members as they embark on housing recovery. However, the experiences of LTRGs have been understudied. To address this gap, the study utilizes interviews with a diverse range of LTRG members and develops an agent-based model following the Overview, Design concepts, and Details (ODD) protocol. This chapter introduces the readers to a public capital management and budgeting process and its role in generating public infrastructure networks. The main purpose of the chapter is to describe the normative public capital management and budgeting practices that are recommended by the public finance literature. These normative practices are segregated into four main components: (1) long-term capital planning, (2) capital budgeting and financial management, (3) capital project execution and project management, and (4) infrastructure maintenance. In the mid-1900s there were over eighty thousand public school buildings in the United States housing approximately thirty-nine million pupils. Many were constructed thirty or forty years earlier and have approached the end of their useful life without requiring major retrofitting or replacement. Rising construction costs prompt school systems to investigate alternative means of housing rapidly growing student populations. This study traced the historical background of the school facility and the development of school construction relative to the function of education.

This dissertation documents the early years in the campaign by community leaders in Norfolk and adjacent cities to establish a local medical school as a means to improving the quality of medical education in the Hampton Roads area. Although attention is focused on the period 1959 to 1973, it is not strictly limited to this period of time.

The methodology for this dissertation is based heavily upon oral research. As one historian pointed out, "What better way to learn about a particular time than from the mouths of those who lived it." Approximately forty individuals instrumental in the founding of …
