The 311 non-emergency service system differs from traditional public service delivery in the unique emphasis on citizen participation and extensive use of data and technology. It is a policy community involves a diversity of actors, embraces the reactions among them, and cultivates necessary information, knowledge, and interests. Learning within the 311 service policy community is a process that the above resources of actors are devoted to the 311 system, in forms of service and information requests and relevant collaboration toward increased service efficiency and effectiveness. Recent studies indicate that e-government initiatives have not held their promise of improving government services. The majority of efforts to benchmark e-government have had central government as the unit of analysis. This study employs the MeGAP-3 (The Municipal E-Government Assessmen Project) assessment tool to assess the status of municipal e-government in the Agder region in southern Norway, an area with high Internet penetration and mature information and communication technology (ICT) use. MeGAP-3 proved effective in providing a relative positioning of these Norwegian municipalities, but we argue that country specific assessment indicators are needed to complement the tool and enable cross-country …

With his proclamation in 1998 that "IT is India's tomorrow", Prime Minister Vajpayee captured a vision of a 21st century India substantially different from that of the previous century, with its high levels of poverty, bloated bureaucracies, and protectionist policies. He envisioned the new India as a major IT power, fully integrated with the global economy, bringing about substantial domestic and international benefit. The Internet is a key to this vision, both as an enabler of technology-based change, and as an indicator of the vision's fulfillment.

This article compares the diffusion of the Internet in China and India. Using a six–dimension framework for characterizing the state of the Internet in a nation, we observe that, while both nations have made significant progress since our last comparison (in 1999), China enjoys a substantial lead over India.

We also examine determinants of Internet diffusion. We find that the Chinese Internet has benefited from economic and trade reform begun in the late 1980s, a strong government commitment to the Internet, complementary human and capital resources, etc. The two nations have very different governments and policies, leading to differing approaches …

This paper presents a comprehensive framework for describing the diffusion of the Internet in a country. It incorporates insights gained from in-depth studies of about 25 countries undertaken since 1997. The framework characterizes diffusion using six dimensions, defining them in detail, and examines how the six dimensions relate to underlying bodies of theory from the national systems of innovation and diffusion of innovations approaches. It addresses how to apply the framework in practice, highlighting Internet diffusion determinants. The Global Diffusion of the Internet Project was initiated in 1997 to study the diffusion and absorption of the Internet to, and within, many diverse countries. This research has resulted in an ongoing series of reports and articles that have developed an analytic framework for evaluating the Internet within countries and applied it to more than 25 countries.
