Evaluating The Impacts Of Local Economic Development Policies On Local Economic Outcomes: What Has Been Done And What Is Doable?, Timothy J. Bartik

This paper argues that more rigorous evaluations of local economic development policies are feasible. Programs that aid selected small firms can be rigorously evaluated using an experimental approach, without excluding firms from assistance, by randomly assigning some firms to receive more intense marketing efforts by the program. Programs that aid distressed local areas can be rigorously evaluated by random assignment of the program among eligible distressed areas. If an experiment cannot be done, a variety of statistical approaches can be used to compare firms or areas that use the program with comparison groups of firms or areas that do not …

The main purpose of the study was to explore the degree to which Latino newcomers are being effectively and positively integrated into the economic, social, and political lives and institutions of the state and local communities. The project consisted of three phases. The first was based on analysis of Census 2000 figures, government documents, media archives, and published research. The second phase developed a survey questionnaire mailed to a wide array of agencies and organizations directly or indirectly charged with integrating newcomer populations. In the third phase we conducted focus groups with newcomers and key organizations in three Nebraska communities. …

Over one thousand acres of farmland, open space, and wetlands are converted to residential or commercial development each week in New England. In Massachusetts, nearly two acres of open space land is lost to development every hour. Current development trends suggest that this building pattern, referred to as sprawl, is likely to continue into the near future. Because the negative consequences of sprawl development are highly visible, residents of Massachusetts are becoming increasingly concerned about its impact on their communities. The purpose of this report is to identify and evaluate potential sites for industrial park development in the Town of Southampton, Massachusetts. Graduate students in the Regional Planning Department at the University of Massachusetts and members of the Southampton Economic Development Planning Committee selected the eight sites in this study. The site evaluation criteria chosen for this report are based on criteria used by developers to conduct a preliminary evaluation of sites suitable for industrial park development.

The Usher Plant is located on Arch Street off of Route 2 in Erving, Massachusetts in the center village of the town. The plant is a rich part of the social, economic, and cultural identity of the town and its residents. The Erving Paper Company occupied this plant from 1964 to approximately 1990, when the company consolidated and moved its operations leaving over one-hundred workers either displaced or unemployed and the Usher Plant vacant.

Competition for local economic development has increased dramatically in the past 20 years. This competition is in many cases extremely costly to states and communities, while the benefits are uncertain. If regions whose economic fortunes are complementary could work with instead of against one another, costs of competition could be eliminated, while returns to economic development investments could be enhanced. This paper presents a method by which the underlying spatial economic relationships among areas within a region can be identified. A large body of empirical research has concluded that, at least during the 1950s and 1960s, the effect of welfare benefits on migration differed significantly by racial group, with blacks being attracted by and whites repulsed by areas that provided high welfare benefits. This study revisits the issue of racial differences in attractiveness to interregional differences in welfare benefits, using data from the U.S. Census of Population and a simultaneous equation model of state-to-state migration that accounts for a variety of economic, amenity, and spatial factors. A conventional approach to model the regional economic impacts of a catastrophic disaster has been to employ the results from an engineering model, such as lifeline network model, in an economic model, for example input-output framework or computable general equilibrium model. However, due to the differences in modeling scheme between economic and engineering models, this type of data feed creates problems regarding sensitivity and dynamics of the impacts. This paper represents the first attempt to develop a set of loglinear models that synthesize gravity models of interregional mobility and loglinear models of occupational mobility. The development of the model is progressed from a simple two-way mobility table analysis to a three-way analysis that controls for one aspect of mobility while investigating another and eventually to a four-way analysis that simultaneously assesses the joint effect of occupational and geographic mobility. An example based on data from the 1970 United States census demonstrates that the models can effectively capture the joint effect of occupational and geographic mobility. The results show …
