Brazil has the largest sugarcane acreage in the world (FAOSTAT, 2020) and is the world leader in the production of sugarcane-based ethanol (Sousa Junior et al., 2017). Due to the technical experience in the production of biofuels and the availability of sugarcane straw and bagasse, the country has a great potential to commercially produce second-generation ethanol (E2G) (Nyko et. al., 2010). In 2017, Brazil enacted a new National Biofuels Policy, called RenovaBio, to expand the production and use of biofuels in the country. This dissertation combines three essays that explore biofuels law and policy with a special focus on Brazil. …

Depository libraries have traditionally enjoyed a pretty sweet deal—we receive free copies of documents in return for space, processing, and staff to help people use them. Depository libraries have served as key players in two areas of public policy: 1) public access to government information for the needs of today; and 2) widespread distribution of documents helps them survive to form a historical record.

During the past year, the Mine Action Information Center at James Madison University has partnered with a British EOD consultancy company, C King Associates Ltd, to conduct a preliminary study into the effects of aging on landmines. This project entailed examination and disassembly of several types of anti-personnel mines, a literature review of relevant material and analysis of the initial findings.

The environmental justice (EJ) movement now occupies a prominent position in environmental policy. EJ is a core principle for thousands of grassroots environmental organizations, is the subject of a Presidential executive order and an office in the EPA, and recently served to frame how the nation viewed the tragic aftermath of Hurricane Katrina. This paper contributes to the research on environmental equity by (a) improving on traditional environmental justice research by incorporating results from economic analyses, and (b) presenting new evidence on the distributional equity of Superfund site locations at multiple scales.
