This special issue of the International Journal on Responsibility (IJR) advances scholarship on the various ways responsibility infuses the roles of criminal justice agents. As the inaugural issue of my tenure as Editor-in-Chief, Volume 6 deepens our understanding of responsibility in the context of the criminal justice system, thereby fulfilling IJR’s aim and scope. Specifically, the articles highlight issues of responsibility within each component of the criminal justice system: police, courts, and corrections.

The Foundation Review

This article draws on a system-change framework developed by the Nicholson Foundation as part of a 20-year initiative to substantively change the state of New Jersey’s health and social welfare systems, and modifies and expands a single case study on system change to align with related ideas and concepts. A results-based accountability approach is integrated into the model to draw attention to the importance of monitoring and evaluation of population-based outcomes.

Drawing on extensive literature from systems change and performance management, the discussion provides insight and perspective on contemporary frameworks in systems change and the role of grantmaking foundations. The …

This paper illustrates the approach of co-creating education where co-creation was an important aspect of the curriculum design. It makes a case for prison-university partnerships through two pedagogical case studies – one within a prison setting with a focus on soft skills acquisition and another in a Higher Education setting focusing on international criminal justice. Serving Those Who Served: Renegotiating Support And Benefits For U.S. Military Veterans With Less Than Honorable Discharges, Mariah Brennan, Emily Graham

Approximately 1 in 7 veterans are discharged from the military under less than “Honorable” conditions. Veterans with less than “Honorable” discharges experience bias and stigma related to their discharge, which can lead to elevated risk for behavioral and mental health challenges and homelessness. This brief summarizes the different military discharge types, explains how less than “Honorable” discharges can affect veteran health, identifies groups of veterans who are at risk of receiving a less than “Honorable” discharge, and makes policy recommendations for the Department of Defense (DoD), civilian employers, and community healthcare providers.

Education in the correctional environment is endorsed as an effective rehabilitative tool linked to reducing recidivism and improving reintegration. Unfortunately, while researchers from the Global North are particularly active on the subject of the accessibility of digital education in corrections, the same cannot be said for the Global South. Of further concern is that few of the studies conducted have focused specifically on incarcerated women’s access to education. Public Perceptions And Legal Dimensions Of Juvenile Sexting, Corey Call

The sending of sexually explicit messages, or “sexting” has been recognized as a common practice among youths. As sexting may involve the creation and distribution of sexually explicit images and videos, juvenile sexters can be charged with offenses related to child pornography. This study examined public attitudes toward juvenile sexting and demographic influences on these views. Based on a quantitative survey of 1,023 U.S. adults, the majority of respondents (51.8%) disapproved of criminalization in cases of consensual sexting, but 80% supported legal repercussions for nonconsensual sharing. Respondents primarily favored educational interventions (67.4%) and restrictions on technology use (53.4%) over harsh …

Examining Remorse In Attributions Of Focal Concerns During Sentencing: A Study Of Probation Officers, Colleen M. Berryessa

This research, using interviews with probation officers in the United States (n = 151) and a constant comparative method for analysis, draws from the focal concerns framework to qualitatively model a process by which probation officers use a defendant’s remorse to attribute focal concerns in order to guide their sentencing recommendations in pre-sentencing reports. The model suggests that officers use expressions of remorse to make attributions about mitigated criminal intention (blameworthiness and notions of responsibility), reduced dangerousness and a high potential for reform (community protection), and organization-level effects for increasing caseload efficiency and using correctional resources (practical effects of …

Offender reintegration (reentry) depends on offender motivation, public policies, community efforts, and resources provided through government and nonprofit sectors. As individuals are released from incarceration and reintegrate into the community, they are often dependent on resources provided by different service providers and the community. The role of the community is crucial as resources are oftentimes not accessible. Lack of employment and housing, mental health issues, substance abuse, and the inability to reestablish personal relationships diminish the prospects of successful reintegration and increase the chances of reincarceration. This dissertation, through a public policy lens, examines life after U.S. military service as it relates to reintegration, the ability of state-level veteran-specific mental health programs to address veterans’ mental health challenges, and states’ ability to address veteran homelessness. First, I use 2019 Centers for Disease Control and Prevention (CDC) Behavioral Risk Factors Surveillance Survey data, along with various measures of state-level characteristics, to examine the influence of relevant state-level policies on veterans’ mental health outcomes. This study analyzed the relationship between immigration attitudes and demographic and socioeconomic factors. It examined the difference in attitudes toward immigration in the immigrant population using General Social Survey 2021 data. The analysis with an ordered probit model reveals significant relationships between immigration attitude with several socioeconomic and demographic factors and how that differ between natives and immigrants. As age increases, support for limiting immigration increases, but this is not true for immigrants. With the increase of years of education, support for limiting immigration decreases; however, in the immigrant population, support for limiting immigration increases as the education level increases. …

People often assume that only legislators and law enforcement personnel can take meaningful steps to fight human trafficking, one of the most lucrative transnational crimes in the world. This inquiry sought to assess the validity of that belief. The study was informed by the author’s experience as a college instructor of human trafficking and the inspiration he drew from the range and quality of his students’ projects.

The purpose of this qualitative research study examined the discretionary powers of Child Protective Services (CPS) investigators and how they interpreted and applied child welfare policies that disproportionally impacted African American families from marginalized, underrepresented communities.
