This is the fourth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to collect data from two probability samples of residents in public housing developments in New York City. This project examined the ways in which restorative justice programming can improve trauma informed care among the African American population in Oakland, CA. With 23% of African American men and women living at or below the poverty line in the United States, this project assesses gaps in current trauma informed care practices as evident in the literature. Following a rigorous document review the author coded and organized key programming components following six factors detailed by Rowher, Schoones, and Young (2014). It is important to understand the quality of health care for racial and ethnic minorities covered under the largest U.S. government-run insurance program, Medicare, because the demographics of the U.S. are becoming older and more diverse. A new value-based program under Medicare is the Shared Savings Program (MSSP), which creates incentives to improve care quality and health outcomes for Medicare beneficiaries with a specific focus on increasing the provision of preventive care services. This paper describes money laundering techniques used by different criminal organizations operating in the U.S. sex market. Prior to this study, scholars have not investigated money laundering techniques used in the U.S. sex market in a comprehensive manner. This paper describes and categorizes methods used for money laundering. It discusses the similarities and differences in money laundering techniques in the U.S. sex markets. Current challenges to combating money laundering are reviewed and recommendations are made to strengthen the ongoing fight against money laundering in the U.S. sex markets.

The federal Trafficking Victims Protection Act of 2000 (TVPA) includes children (anyone under 18) who are sexually exploited for commercial purposes in its definition of human trafficking victims. However, most states currently arrest and/or prosecute sex trafficked children for prostitution. From 2008 to 2017, six states neither arrested nor prosecuted sexually exploited children for prostitution; eight retained the right to arrest, but not prosecute minors for prostitution; and 36 states both arrested and prosecuted this population for prostitution. All 50 states passed their first human trafficking laws between 2003 and 2013. Washington passed the first in 2003 and Wyoming was …

Sex offender registration laws are widely implemented, increasingly restrictive, and intended to serve both specific and general deterrent functions. Most states have some form of policy mechanism to place adolescents on sex offender registries, yet it remains unclear whether adolescents possess the requisite policy awareness to be deterred from sexual offending. This study examined awareness of sex offender registration as a potential sanction and its cross-sectional association with engagement in several registrable sexual behaviors (sexting, indecent exposure, sexual solicitation, and forcible touching) in a community sample of 144 adolescents. The Effect Of Police Oversight On Crime And Allegations Of Misconduct: Evidence From Chicago, Bocar A. Ba, Roman G. Rivera

Does policing the police increase crime? We avoid simultaneity effects of increased public oversight during a major scandal by identifying events in Chicago that only impacted officers’ self-imposed monitoring. We estimate crime’s response to self- and public-monitoring using regression discontinuity and generalized synthetic control methods. Self-monitoring, triggered by police union memos, significantly reduced serious complaints without impacting crime or effort. However, after a scandal, both civilian complaints and crime rates rise, suggesting that higher crime rates following heightened oversight results from de-policing and civilian behavior simultaneously changing. Our research suggests that proactive internal accountability improves police-community relations without increasing crime.

Abstract
Food insecurity, or the lack of reliable access to sufficient quantities of nutritious food, affects African Americans and other minorities disproportionately. This paper examines how America’s history of racism created and sustains the Nation’s racially disparate food system. Food insecurity contributes to hunger. This paper contemplates disparities in other American systems, including education and criminal justice, as exemplars of the broader ramifications of hunger. Finally, the paper examines the potential of individual action to address problems in any system. It champions the adoption of a role-driven race equity reform strategy as a tool to confront the current food insecurity. …

Employment has been cited as a factor that can aid one's desistance from criminal activity. However, research has consistently demonstrated that those with criminal history face significant barriers to securing employment. In recognition of this problem, most states have implemented various rights restoration mechanisms aimed to increase employment opportunities for ex-offenders. One of these mechanisms, the certificate of relief, aims to aid ex-offenders in their job search by ensuring employers that certificate holders are not a safety risk, providing employers with negligent hiring immunity, and removing occupational licensing bans. This paper presents a multi-case study of teacher candidates in a pre-service middle grades social studies methods course. The study aimed to understand how middle grades teacher candidates viewed their future as upstanders with agency in middle grades settings. The focus of the research was on heuristic representations that the teacher candidates created to illustrate how they understood their role in supporting the democratic aims of middle grades social studies. Qualitative data was collected and analyzed through chordal triad of agency theory (Emirbayer & Mische, 1998). Recent work has popularized the idea that mass incarceration arose in the wake of the civil rights movement to maintain the social and economic subordination of African Americans previously enforced under Jim Crow. This discussion has not accounted for the many black Americans working in corrections, particularly in large metropolitan jail systems. This paper documents the increase in black women working as correction officers and administrators in the New York City Department of Correction since the late 1970s and explores the implications of this growth on the strict racial argument about mass incarceration. Researchers suggest that as public scrutiny and video recording of violent/tumultuous police encounters increase, police would back away from proactive enforcement, resulting in an increase in crime—the Ferguson Effect. Recent scholarship refined these concerns over police disengagement with the study of de-policing, while other scholars explored police self-legitimacy, in order to explain law enforcement behavior, given the immediacy and ubiquity of social media and digital communication. Criminal arrests in Southern Nevada are on a downward trend. Despite a record-setting influx in population across the Las Vegas Valley and the surrounding metro area, officers in each of Clark County’s police jurisdictions arrest fewer people every year. The present study utilizes the Arrest Trends Tool created by the Vera Institute of Justice and the FBI’s Uniform Crime Reporting (UCR) Program to measure the number of arrests made over ten years for a variety of illegal activities, including drug abuse, violence and murder, property crimes, sex crimes, alcohol-related crimes, theft, white collar crimes, and other offenses. Domestic violence is a serious public health problem in the United States; one which has proven intractable to researchers working on theory development and on effective prevention interventions. Although much has been reported from the perspectives of battered women, there are few studies that examine the perspectives of male offenders. In particular, there has been a call for more research on contextual and proximal events associated with incidents of domestic violence from the male offenders’ perspective.

The purpose of this review is to provide an exploration of past research on women's pathways to incarceration, specifically discussing how this problem affects California women. Using research from various case studies, both quantitative and qualitative, this review examines the correlation between life experiences and incarceration for women. California laws and policies that mitigate the impact incarceration has historically had on women will be discussed. This research provides a better understanding of the treatment needs of incarcerated women and the programs that could provide them with some positive resources to succeed post incarceration and avoid recidivism.

Private uses of prison labor are illegal internationally, and not without reason. A lack of public oversight and regulations of wages mean that prison labor is often exploited in exchange for increased profitability for private prisons and sometimes the private companies they contract with. Children in nonparental care have worse outcomes than children in the general population, Federal child welfare policy has prioritized kinship care in an effort to improve outcomes for children; however, it is unclear if the intended child outcomes are achieved. This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. The disenfranchisement of felons in the United States evolved from a historical precedent brought to the Americas during colonization. Our country adopted the political philosophy that shaped criminal voting laws around the country—criminals are unable to govern themselves and therefore unable to govern a country; their participation in our government would be danger to the purity of the ballot box.
