This Knowledge Café aims to provide a discussion platform to contribute to the drafting of a new ICOMOS SDGs Policy Guidance, from the perspective of rural heritage, landscapes and rural-urban linkages. While 50%-plus of global populations are urban dwellers, we tend to forget that the other half dwell in rural places.

Between 2012 and 2014, disputes over maritime boundary with Myanmar and India were favorably settled for Bangladesh, resulting in the expansion of its territorial waters of more than 30% and the country received entitlement to 118,813 km² in the Bay of Bengal. This achievement offers a wide range of new economic opportunities for jobs & growth around marine and coastal sectors such as marine fisheries, marine aquaculture, tourism, exploitation of natural resources, trade and energy. Much of the discourse surrounding African immigration to Maine has centered on the provision of public services that facilitate community development and integration. This project investigates different types of leadership strategies employed by African individuals in Maine that advance community objectives. When African immigrant leaders are empowered to affect public policy, they re-frame traditional conceptions of aid-dependency and vulnerability commonly applied to African immigrants in media and popular culture. Through leadership in nonprofit and civic spheres, African immigrant community leaders translate grassroots connectivity with informal networks into meaningful influence in the realm of public policy. This study sought to determine the Medicare and Medicaid costs experienced by dual eligible older adults in Maine for whom Maine Adult Protective Services (APS) substantiated allegations of elder financial exploitation and to compare them to those of Maine’s general older population. The analysis is an important step forward in estimating the medical costs associated with elder abuse.

Elder financial exploitation may result in significant public burden on Medicare and Medicaid, shouldered by taxpayers. Efforts to detect, investigate, prosecute, and mitigate this abuse will benefit not only the victims, but also the financial stewardship of these public programs.

The manner in which political institutions convey their policy outcomes can have important implications for how the public views institutions' policy decisions. This paper explores whether the way in which the U.S. Supreme Court communicates its policy decrees affects how favorably members of the public assess its decisions. Specifically, we investigate whether attributing a decision to the nation's High Court or to an individual justice influences the public's agreement with the Court's rulings. Using an experimental design, we find that when a Supreme Court outcome is ascribed to the institution as a whole, rather than to a particular justice, people …

Panhandling (also called begging and mendicancy) has been a problem for lawmakers. Although current crime control measures (based on the broken windows theory) have identified a perceived link between disorders (i.e., panhandling) and crime, previous attempts to ban panhandling were deemed unconstitutional. The purpose of this work was to investigate the impact of the latest attempt to curb panhandling in Hampton Roads, Virginia, known as the Public Education Campaign. U.S. counterterrorism policy appears to be influenced by different perspectives, as evidenced by conflicting statements by U.S. presidents regarding the causes of terrorism. Academic theories are not always applied by U.S. government employees who develop, influence, and implement counterterrorism policy. The purpose of this qualitative phenomenological study was to understand U.S. government policymakers' perspectives on the causes of terrorism, the influences on these views, and the impact on U.S. counterterrorism policy. Six theories regarding the causes of terrorism provided the theoretical framework. Workplace bullying in the healthcare field has contributed to decreasing productivity, decreasing employee morale, increasing workplace lawsuits, overall dissatisfaction in the workplace, and potentially compromising care to patients. Little, however, is known about how public policies related to workplace bullying impact the experiences of healthcare workers. Using Cornell and Limber's conceptualization of bullying, the purpose of this general qualitative study was to better understand the experiences of healthcare leaders and workers related to workplace bullying of a single health care facility. The problems that surround police accountability serve as the cause of issues regarding high rates of court cases having to deal with police misconduct, the issue of a nature of hostility surrounding police officers, and the social issue of police brutality. This research is focused on evaluation of National Strategy Against Narcotics (NSAN) enacted in 2012 in Kosovo. The purpose of this study was to understand the impact of NSAN through visualizing data and gaining deeper insight from experiences of antidrug experts. Convergent parallel mixed methods were used to answer the main research questions. The central research questions examined the impact of strategy implementation in juvenile drug arrest reduction, and its effectiveness on Kosovo criminal justice system. On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.
