The Family Safety Program (FSP) is the child welfare program that serves the Eastern Band of Cherokee Indians, under the tribal Division of Public Health and Human Services. FSP was established in 2015 with around 10 staff members and has grown to about 60 staff, all located in one office in Cherokee, North Carolina. Since FSP was a relatively new agency when they began working with the Quality Improvement Center for Workforce Development (QIC-WD), turnover had not been a signficant problem, however, vacancies were a challenge. Cardiovascular disease (CVD) is the leading cause of death in the United States, but there are large disparities in CVD death rates across the country. Air pollution also plays an important role in shaping geographic disparities in CVD mortality, as air pollutants can become absorbed in human circulation systems, and cause inflammation, damage nervous systems, and trigger poor CVD outcomes. This brief reports the results of a study that used data on air pollution and from death certificates to estimate the association between fine particulate matter and cardiovascular disease mortality rates in the U.S. in 2016-2018. Flooding occurs at different scales and unevenly affects urban populations based on the broader social, ecological, and technological system (SETS) characteristics particular to cities. As hydrological models improve in spatial scale and account for more mechanisms of flooding, there is a continuous need to examine the relationships between flood exposure and SETS drivers of flood vulnerability. In the United States and globally, cities are increasingly plagued by deepening housing crisis and widening economic inequality. In the face of these crises, this Article focuses on the potentially powerful role for land law and policy in the search for justice. Specifically, it does so by reference to two unusual yet illuminating choices of theory and application: the case study of Singapore, and the school of thought of Georgism, both of which accord inordinate and paramount importance to land. Food insecurity is more common among military families than the general population, and the transition from active service to civilian life is a time of heightened risk. The Supplemental Nutritional Assistance Program (SNAP) is designed to support food security among low-income families. Many eligible military and veteran families do not enroll in SNAP due to a lack of information, stigma, and administrative barriers. Serving Those Who Served: Renegotiating Support And Benefits For U.S. Military Veterans With Less Than Honorable Discharges, Mariah Brennan, Emily Graham

Approximately 1 in 7 veterans are discharged from the military under less than “Honorable” conditions. Veterans with less than “Honorable” discharges experience bias and stigma related to their discharge, which can lead to elevated risk for behavioral and mental health challenges and homelessness. This brief summarizes the different military discharge types, explains how less than “Honorable” discharges can affect veteran health, identifies groups of veterans who are at risk of receiving a less than “Honorable” discharge, and makes policy recommendations for the Department of Defense (DoD), civilian employers, and community healthcare providers.

The Louisiana Department of Children and Family Services (DCFS) Child Welfare Division (CWD) is a state-operated child welfare system. Louisiana has 64 parishes statewide organized into nine regions. The local parish offices provide child protective service (CPS), family services (FS), foster care (FC), and adoption services. CWD has approximately 1,500 employees including about 640 frontline caseworkers. In 2017, when Louisiana applied to become a QIC-WD site, CWD estimated its turnover rate across the state to be 24%, with one region having a turnover rate of 51%, while another had a turnover rate of only 8%.

The Division of Milwaukee Child Protective Services (DMCPS) is a state-operated child welfare system and is the only county system in Wisconsin run by the state. The Division is housed under the Department of Children and Families and has just under 200 staff, including: administrative/managerial staff, initial assessment and access (hotline) frontline workers, and fiscal and operations support. In 2016, DMCPS had an external turnover rate of 37% and they applied to be a Quality Improvement Center for Workforce Development (QIC-WD) site, with the goal of strengthening their child welfare workforce.

Oklahoma Department of Human Services (OKDHS) is a state-operated child welfare system, but hiring has always been done locally. The agency is divided into five field regions serving 27 districts and 77 counties. In 2017, OKDHS employed 1,780 Child Welfare Specialists (caseworkers) and 388 supervisors. This article urges Indian policymakers and courts to be cautious in extending existing IP protections to work generated by Artificial Intelligence. Reflecting on the concept of human-centricity in copyright law, it draws upon a recent US District Court judgement in Stephen Thaler v. Shira Perlmutter, which deals with the question of whether a work autonomously generated by AI should be copyrightable. It goes on to examine the Indian copyright regime in light of changing attitudes to AI regulation across the world.

Still A Good Investment: Charter School Productivity In Nine Cities, Alison H. Johnson, Josh B. Mcgee, Patrick J. Wolf, Jay F. May, Larry D. Maloney

School Choice Demonstration Project

Charter schools are public schools that operate free from some government regulations in return for a commitment to achieve a set of student outcomes specified in their charter. Nearly 8,000 public charter schools enrolled 3.7 million students in the U.S. in 2020-21. Our team has studied charter school funding across the United States since 2005, consistently finding that, in major cities, charter schools receive less funding per pupil compared to traditional public schools (TPS). We have also found that charter schools use their funding more efficiently, achieving better short- and long-term outcomes per dollar invested, relative to TPS.

Public Service Motivation And Job Satisfaction Amid Covid-19: Exploring The Effects Of Work Environment Changes, Seulki Lee, Chongmin Na

The COVID-19 pandemic has brought critical changes to job demands and resources, which in turn affect employee motivation and outcomes. This study explores how COVID-19–induced work intensity and COVID-19–related organizational support influence public service motivation (PSM) and job satisfaction. Using survey data from a nationally representative sample of 1,430 South Korean central government employees collected during the pandemic (May–June 2020), we find that COVID-19–induced work intensity is positively associated with PSM, which in turn has a positive association with job satisfaction. We also find that COVID-19–related organizational support has both direct and indirect associations with job satisfaction through PSM. These …
