The establishment of a Maternal and Infant Health Innovation and Research Center is one of nine recommendations outlined by the 2021 Nurture NJ Strategic Plan to reduce maternal and infant mortality and morbidity and ensure equity in care and in outcomes for mothers and infants of all ethnic groups. The purpose of this environmental scan is to provide input for the design of a Maternal and Infant Health Innovation and Research Center within Trenton.

The Fiscal Sustainability Of Retiree Health Care Benefits Among New York State School Districts, Robert Bifulco, Minch Lewis, Iuliia Shybalkina

We examine spending on retiree health care as a percentage of revenues for a sample of New York State school districts. The fiscal burden of these benefits grew from 2010 to 2021, and big city school districts have faced the largest burdens. Assuming CBO forecasts regarding growth in health care costs and continuation of recent trends in revenue growth, we project that the burden of retiree health care benefits will exceed 10 percent of revenue by 2050. Projected burdens are greatest big city and high need rural districts. We discuss cutting benefits and pre-funding as possible policy responses.

“Model Minorities” In The Classroom? Positive Evaluation Bias Towards Asian Students And Its Consequences, Ying Shi, Maria Zhu

The fast-growing demographic group of Asian Americans is often perceived as a “model minority.” This paper establishes empirical evidence of this stereotype in the context of education and then analyzes its consequences. We show that teachers rate Asian students’ academic skills more favorably than observationally similar White students in the same class, even after accounting for test performance and behavior. This contrasts with teachers’ lower likelihood of favoring Black and Hispanic students. Notably, teachers respond to the presence of any Asian student in the classroom by exacerbating Black-White and Hispanic-White assessment gaps. This paper extends the Baltagi et al. (2018, 2021) static and dynamic ε-contamination papers to dynamic space-time models. We investigate the robustness of Bayesian panel data models to possible misspecification of the prior distribution. The proposed robust Bayesian approach de-parts from the standard Bayesian framework in two ways. First, we consider the ε-contamination class of prior distributions for the model parameters as well as for the individual effects. Second, both the base elicited priors and the ε-contamination priors use Zellner (1986)’s g-priors for the variance-covariance matrices. Being among the world’s most affected countries by climate change, Pakistan is facing a variety of cases of climate injustice committed by internal and external drivers. Waisbord’s referred “Advocate-journalist” model carries a good potential to advocate these injustices to stimulate democratic dialogue among the audience that eventually pushes leadership to make eco-friendly policies. This study critically analyses advocacy journalism coverage of cases of local and regional climate injustice in the editorial contents of mainstream Pakistani newspapers by using the quantitative content analysis method. Results reveal that selected newspapers gave inappropriate coverage to climate injustice issues both in quantity and quality. …

Clark County School District (CCSD) is the 5th largest school district in the nation. Through the use of the United States Census Bureau’s 2020 ACS 5-year survey, demographic trends will be analyzed for CCSD. This brief will focus on three demographic trends that have direct connections to educational success. Those three demographic trends are: internet access, poverty level (households on SNAP), and school enrollment. Potential policy interventions include technology device loan programs, adopting meal programs for students and their families, and new staff recruiting plans for CCSD.

Building on theory and research in financial capability, this study enhances a financial capability model by integrating psychological self-sufficiency (PSS) theory as part of the financial literacy component. Using PSS, a concept from workforce development literature, this study investigates the extent to which an empowerment-based PSS process in targeting financial goals is associated with financial literacy. Path analyses were conducted using a sample of 187 low-income individuals from a large social service agency in Chicago. Findings suggest that perceived financial barriers and financial hope—the two targets of PSS interventions—are associated with financial attitude and behavior, controlling for other demographic variables. …

Frontline healthcare workers – especially direct care workers (DCWs), such as home health aides, struggle due to low pay, lack of benefits, and difficult working conditions. The need for these workers is growing. Unless frontline healthcare jobs improve, positions may be difficult to fill, and care for vulnerable members of society may be compromised.

In this study, we surveyed 2,321 frontline healthcare workers and conducted in-depth interviews with 30 of these workers concerning pay, benefits, work conditions, and financial well-being. Key survey findings included:

The Supplemental Nutrition Assistance Program (SNAP) is the largest food and nutrition assistance program in the United States. Burdens associated with SNAP recertification often lead to administrative churn, when a household experiences a gap in SNAP benefit receipt. Older adults are at risk of experiencing benefit gaps, which may negatively impact their health and nutrition. This brief summarizes results of a recent study that examined administrative churn among Missouri SNAP participants aged 60 years and older. The authors call for program changes that reduce the frequency and duration of churn among older adults.
