This is the fourth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). The purpose of this study is to explore strategies to improve mitral valve repair (MVr) outcomes. This research explores postoperative outcomes of patients undergoing MVr surgery by single center surgeons versus patients of multicenter surgeons. Specific outcomes of interest include 30-day operative mortality, major operative complications (e.g., deep sternal wound infection, permanent stroke, renal dysfunction requiring dialysis, reoperation, and prolonged ventilation), length of stay, and 30-day readmissions.

This chapter assesses the state of democratic innovations in North America, including the United States, Canada, and English-speaking countries of the Caribbean. We begin by setting these innovations in the contexts of democracy on the continent, which includes both established democracies and countries that have only recently decolonised. We go on to discuss major trends in democratic innovations over the past two decades in North America, including referendums and initiatives, mini-publics and collaborative governance, and digital participation in political and civic life. Child welfare worker turnover is costly and can negatively affect the relationship between families and the child welfare agency. The Quality Improvement Center for Workforce Development (QIC-WD) aims to build the body of evidence in the child welfare field to better understand worker turnover and strategies to address it. These are public comments submitted by National Center for the Study of Collective Bargaining in Higher Education and the Professions, Hunter College, City University of New York in response to a proposed NLRB rule that would exclude student employees from coverage under the National Labor Relations Act (NLRA). The comments include information and data showing that the proposed rule would exclude from NLRA coverage 81,390 graduate assistants working at 518 private institutions in occupations that other federal agencies treat as distinct from the classification of graduate student. Sex offender registration laws are widely implemented, increasingly restrictive, and intended to serve both specific and general deterrent functions. Most states have some form of policy mechanism to place adolescents on sex offender registries, yet it remains unclear whether adolescents possess the requisite policy awareness to be deterred from sexual offending. This study examined awareness of sex offender registration as a potential sanction and its cross-sectional association with engagement in several registrable sexual behaviors (sexting, indecent exposure, sexual solicitation, and forcible touching) in a community sample of 144 adolescents. In many parts of the U.S., rents and housing prices are rising faster than household incomes. Low-income families have always been stretched to pay for housing without sacrificing other necessities. In recent years, housing costs have become a larger source of financial stress for middle-income families. While homeownership has been the primary channel for wealth building in the U.S., two recent trends raise questions about whether this is a viable strategy. First, many homeowners suffered severe financial losses due to housing price declines during the Great Recession (2007-2009). The dramatic rise in the number of civilian casualties from explosive ordnance (EO) since 2013 has triggered a debate in the mine action (MA) sector about the effectiveness of explosive ordnance risk education (EORE) (often shortened to risk education – RE). This rapid appraisal of EORE approaches, capacity, coordination and resources examines how the EORE sector is responding to new and emerging EO threats and violent operating environments to identify EORE good practices and potential needs. This report, based on document review and interviews with MA stakeholders conducted between mid-May and mid-June 2019, summarizes the research findings.

The Effect Of Police Oversight On Crime And Allegations Of Misconduct: Evidence From Chicago, Bocar A. Ba, Roman G. Rivera

Does policing the police increase crime? We avoid simultaneity effects of increased public oversight during a major scandal by identifying events in Chicago that only impacted officers’ self-imposed monitoring. We estimate crime’s response to self- and public-monitoring using regression discontinuity and generalized synthetic control methods. Self-monitoring, triggered by police union memos, significantly reduced serious complaints without impacting crime or effort. However, after a scandal, both civilian complaints and crime rates rise, suggesting that higher crime rates following heightened oversight results from de-policing and civilian behavior simultaneously changing. Our research suggests that proactive internal accountability improves police-community relations without increasing crime.

The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. Michelle Covi, Wie Yusuf, Gail Nicula, Daniel Richards and Afi Anuar developed and executed a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident engagement with and input into the City’s Comprehensive Sea Level Rise and Recurrent Flooding Response Plan, now known as Sea Level Wise.

Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.

This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.

It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

Russia’s Internet Research Agency (IRA) launched an extended attack on the United States by using computational propaganda to misinform and polarize US voters. This report provides the first major analysis of this attack based on data provided by social media firms to the Senate Select Committee on Intelligence (SSCI).

This analysis answers several key questions about the activities of the known IRA accounts.
