Thanks to fifteen community volunteers who worked, debated, and brainstormed on the Dayton Together Charter Development Committee, we are releasing a draft charter—the Dayton Metro government. Our model is a Council-Manager government, incorporating professional management that has served our communities well for a century. It includes a mayor voted on by all 535,000 residents, one at-large countywide council seat, and 9 geographic districts, with the mission of bringing the community together to tackle shared opportunities and challenges.

The Charter Development Committee will be co-chaired by Paul Leonard and Dan Foley. It will work with the Dayton Together Initiative (“Dayton Together”) to develop a draft Charter for the single county charter government, the Dayton-Montgomery County Metro Government or “Metro Gov”. A separate Charter Advisory Committee (“Advisory Committee”) wills then review and offer constructive feedback to the Development Committee beginning in mid-July.

Over the past 50 years, the idea of merging a city with its neighboring or surrounding county has been contemplated in many American cities, voted upon in a few, and enacted in even fewer. The most prominent American mergers have been Jacksonville, FL; Indianapolis, IN; Nashville, TN; and Lexington, KY. Other cities—including Pittsburgh, PA and Memphis, TN— have attempted mergers, but failed at various stages in the process.
