Kentucky’s legislation legalizing sports wagering in the Commonwealth and delineating its taxation, HB551 of the 2023 Regular Session of the General Assembly, has been implemented and posted numbers in its early months that suggested it will exceed revenue projections for the Commonwealth. Researchers have raised concerns, particularly in studying West Virginia, which implemented similar legislation in 2019, that sports betting may be cannibalizing existing gambling revenue for states that implement it. However, this was not conclusive. Introduction: Quantitative studies on drinking water perceptions in Appalachia are limited. High-profile water infrastructure failures in the U.S. and Eastern Kentucky, coupled with human-made and natural disasters in the Appalachian Region, have likely impacted opinions regarding tap water.

Purpose: To use existing unexplored data to describe baseline tap water v. bottled water consumption in Kentucky.

Methods: Telephone-based cross-sectional data were obtained from the 2013 Kentucky Health Issues Poll (KHIP) directed by the Foundation for a Healthy Kentucky. Compared to other states in the USA, Kentucky has one of the highest rates of diagnosed diabetes and one of the lowest levels of labor force participation. This project employs a multivariable linear regression model to estimate the correlation between county-level diabetes prevalence and county-level labor force participation rates in Kentucky counties from 2015-2019, using publicly available data from the Centers for Disease Control’s Behavioral Risk Factor Surveillance System (BRFSS) and the U.S. Census Bureau’s American Community Survey (ACS). Fifty-eight years have passed since the Title VII of the Civil Rights Bill of 1964 was signed into law, yet discrimination in employment still occurs; the Kentucky Executive Branch is no exception. Currently, Kentucky levies an individual income tax on all income earned by Kentucky residents at a rate of 5%. A bill approved in 2022 by the Kentucky legislature, KY HB8 for 2022 will phase down the individual income tax rate from 5% to 0% and expand the sales tax to 39 additional classes of services. Statewide Educational Achievement Goals: How Has Kentucky’S 60x30 Goal Affected Postsecondary Credential Completion?, Cameron Childress

During the past decade, several states have adopted statewide educational attainment goals. Kentucky’s 60x30 goal seeks to credential 60% of the adult population in the state by 2030, bringing Kentucky closer to the national average. Using a difference-in-differences empirical strategy I compare Kentucky to a control group of states from 2010-2019 in order to understand statewide gains in varying levels of postsecondary achievement, and in what subsamples of the population the largest gains have been made. Public school funding formulas vary broadly between states in both the levels of funding and the mechanisms through which funding is distributed. Most states provide targeted funding for student populations that need supplemental resources, including low-income and limited English proficiency student populations, as does the Federal Elementary and Secondary Education Act (ESEA). A 2018 report by the Government Accountability Office found that certain groups of students, namely, Black male and female students, Hispanic male and female students and male students with disabilities were overrepresented in Alternative Schools nationwide. Using data from the U.S. Department of Education’s Civil Rights Data Collection (CRDC) 2017-18 survey, this project aimed to examine Alternative Schools in Kentucky to understand whether trends that existed at the national level also exist in Kentucky. Coal mining has been a major industry in Central Appalachia for over a century, and in the 1970s, it went through a major transition. In an effort to access coal seams previously inaccessible to traditional underground mining methods, coal companies began to adopt a new extraction method known as mountaintop removal (MTR). Research on jail finances in the United States, in general, and Kentucky, specifically, has been lacking. This capstone describes trends in jail finances in Kentucky. It also examines the legal requirement to house certain state inmates in county jails and the financial burden of this requirement on counties. Uniform Financial Information Reports (UFIRs) data from 58 counties in Kentucky was used to descriptively analyze financial trends in full service jails from fiscal years 2007 to 2019. Over the last 7 years, there has been an alarming increase in the number of opioid overdose fatalities in Jefferson County, Kentucky. The increase has occurred despite Kentucky’s passage of a prescription drug monitoring program (PDMP) as defined by House Bill 1 (HB1) in 2012. Following the passage of Kentucky’s PDMP, heroin and fentanyl surpassed other prescription drugs as the most identified drugs in overdose deaths in Kentucky. Little is known about how the implementation of a PDMP influences the overall opioid overdose fatality rate.
