The current study: (1) assesses sociodemographic disparities in local policies related to tobacco and cannabis retail, and (2) examines the cross-sectional association between policy strength and retailer densities of tobacco, e-cigarette (vape), and cannabis retailers within California cities and county unincorporated areas (N = 539). We combined (a) American Community Survey data (2019 5-year estimates), (b) 2018 tobacco, vape, and cannabis retailer locations from a commercial data provider, (c) 2017 tobacco and vape retail environment policy data from American Lung Association, and (d) 2018 cannabis policy data from California Cannabis Local Laws Database. Since 1990, many Cal Poly Humboldt faculty and students have made cannabis the focus of scholarship and learning. This work has been shaped by the political, economic, and cultural legacies of cannabis in Humboldt County. Scholarly interest spans multiple dimensions of cannabis cultivation, commerce, consumption, and related social issues. As a multidisciplinary team of scholars, Cal Poly Humboldt faculty affiliated with the Humboldt Institute for Interdisciplinary Marijuana Research (HIIMR) have also shaped the Bachelor of Arts in Cannabis Studies that will launch in Fall 2023. This is the first social science degree program in the United States with this orientation. …

The health effects of cannabis use may not always be seen as a high priority for Aboriginal and Torres Strait Islander communities. However, the impact of cannabis use on physical and mental health can have significant consequences. It is known that the use of high potency cannabis has increased over the last two decades, with a corresponding increased risk to health. In particular, young people are at increased risk of experiencing harms to mental health. Washington State legalized the manufacturing, processing, and distribution of recreational cannabis with the passing of Initiative 502 in November of 2012. As of 2021, there are over 500 retail stores with active licenses to sell (Cannabis License Applicants, 2021). The legalization of cannabis has been a controversial topic within the last two decades in many developed states. The legalization brought medicinal benefits, economic opportunity, and a projected decrease in organized crime. It has, however, also prompted new challenges for different levels of government. In Canada, legalization was a federal decision that was then regulated by provincial governments. As highlighted by its history, the association between hemp and marijuana has proven to be a barrier to success for industrial hemp production for decades. Once a prevalent agricultural crop in the United States, prohibitive legislation discouraged its production and formally made hemp an illegal crop in 1970. Consequently, hemp and its myriad applications remained underutilized by the United States for over forty years. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. In Canada, it is estimated that the total value of core municipal infrastructure is over $1.1 trillion dollars or about $80,000 per household. Of this value one-third is in poor or very poor condition which increases the risk of service disruption. Municipalities are struggling to fund these infrastructure renewal needs with limited revenue tools. Property taxes remain the largest source of revenue for Canadian municipalities but are currently insufficient to meet their long-term needs. State regulators have the task of promulgating regulations for multiple heavily regulated industries, but there is a dearth of research to help public policy makers better understand how rulemaking processes are perceived by stakeholders in those processes. Regulators who promulgated rules for the legalization of marijuana in Colorado used both required and discretionary methods of participation in rulemaking to involve stakeholders with multiple competing interests. In Ontario, a strategy of privatization for physical cannabis stores was implemented by the provincial government. Industrial hemp is an environmentally friendly crop that does not require herbicides or pesticides and can clean up toxins in soil. Manufacturers can produce hemp into over 25,000 products.

More than 30 industrialized nations, including Canada, cultivate industrial hemp for commercial purposes. Despite the fact that industrial hemp is a viable agricultural commodity, in the United States hemp is classified as marihuana, a Schedule I controlled substance, under the Controlled Substances Act (CSA).
