This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. Public policy discussions can be viewed as empirical windows into broadly shared culturalvalues and emotions of the social contexts in which the policy discussions take place. This project is a narrative analysis of the public debate on physician-assisted death (PAD), drawing from three data sources: newspaper articles, the websites of social movement organizations, and testimonies from a state legislative hearing. This analysis explores ways in which social actors deploy personal stories that contribute to shape the policy-making process by appealing to cultural beliefs and broadly shared emotions. This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). Sexual violence is a public health issue impacting many Americans, with girls and women disproportionately victimized. While sexual offenses remain underreported, media has recently spotlighted high-profile cases. However, understanding sexual assaults in rural areas remains absent in mainstream conversation. Studies show rural communities are not smaller versions of their urban neighbors as they harbor old-fashioned values, maintain secrecy, and rely on informal social controls that influence how citizens respond to sexual violence, including law enforcement. The objective of this research is to measure the impact of select buses on taxi ridership in NYC. Due to the phased implementation of select buses in NYC, a difference-in-differences model was used. Taxi ridership on the M14A/M14D, M34, M79, and M15 bus routes was examined as the treatment group. The control group is the M100/M101 non-select bus route that runs along Lexington and Amsterdam Avenue. The results from this model show that the M14A/M14D, M34, and M79 select buses had a negative statistically significant impact on taxi ridership. Important changes are underway in the U.S. power industry in the way that electricity is sourced, transported, and utilized. Disruption from extreme weather events and cybersecurity events is bringing new scrutiny to power-system resilience. Recognizing the complex social and technical aspects that are involved, this article provides a meta-level framework for coherently evaluating and making decisions about power-system resilience. It does so by examining net-zero carbon strategies with quantitative, qualitative, and integrative dimensions across discrete location-specific systems and timescales. This thesis examines the impact of China’s family planning policies on women’s attitudes towards family culture and the implications on China today. The family planning policies began in the 1970s as an emergency measure intended to create a short-term voluntary small-family culture by decreasing fertility rates. My research, comprised primarily of primary and secondary qualitative sources, discusses the development and implementation of the policies, the economic reforms beginning in the 1980s, and their joint effects on fertility rates, sex ratio at birth, women’s liberation, and changes in family culture, particularly in rural areas. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

From Ideological Resource To Financial Asset: The Evolving Relationship Between Youth And The State In Putin's Russia, Eleanor Schmid

This thesis identifies four periods of Russian youth policy, and discusses how President Vladimir Putin's approach to youth and youth issues is markedly different than that of previous heads of state, and that it has evolved even within his tenure. My content coding analysis of the Federal Agency for Youth Affairs' 2013-2025 Strategy identifies the main values the Russian government seeks to impart upon youth, and my analysis of public opinion surveys of youth provides evidence that there is a connection between the 2013 Strategiia and youth attitudes and values.

The resettlement of refugees and asylum seekers in Germany since reunification in 1990 has been challenged by two peaks in asylum seeker applications in 1992 and again in 2016. From the 1992 peak, which was fueled by asylum seekers fleeing the former Yugoslavia, extensive research has already been conducted over the past thirty years. These studies have demonstrated the actual outcomes of these primarily Yugoslavian asylum seekers and refugees with these findings indicating legal and economic uncertainty having a detrimental effect even years after resettlement. In this study, I examine how the "Vision Zero" traffic safety plan has been implemented in the cities of San Francisco and San Jose and, employing qualitative interviews, I explore the perceptions of local elected officials and community leaders of local advocacy groups to understand their emergent appraisals of how effectively the policy is working, as well as assess the political implications and impact of the initiative. In the United States, there are currently over 50,000 juveniles housed in youth confinement facilities for delinquent acts ranging from truancy to murder. To decrease that number, it is pertinent to identify possible risk factors of juvenile delinquency, but also to establish impactful preventative strategies as well as reactive solutions. Speech disorders and speech differences have been identified as potential risk factors for juvenile delinquency. On June 17, 2019, after a prolonged period of community concern, the Portland City Council voted to relocate the city’s homeless shelter from the rapidly gentrifying Bayside neighborhood to a wooded area at the city limits. As municipal shelters continue to move away from metropolitan areas, the impact of NIMBY-ism on local and state policies related to homelessness cannot go unnoted. By analyzing publicly available testimony that occurred in the months after the decision to relocate, a variation of NIMBY-ism begins to emerge. In our earlier work on generalizing from qualitative research (GQR) we identified our two-decade struggle to have qualitative research outcomes formally “listened to” by policy personnel and bureaucratic systems in general, with mixed success. The policy sector often seems reluctant to acknowledge that qualitative research findings can be generalized, so impacts tend to be informal or simply ignored. The “official” methodological literature on generalizing from qualitative research is epitomized by Lincoln and Guba’s (1985) still oft quoted, “The only generalization is: there is no generalization” (p. 110). To support the implementation of the Affordable Care Act, in 2013 Missouri Foundation for Health launched the Expanding Coverage Initiative. The fiveyear effort sought to reduce Missouri’s uninsured rate from 13% to less than 5% by developing a broad-based state coalition and employing a three-pronged approach of awareness building and outreach, enrollment assistance, and increasing health literacy.

While the initiative did not achieve its rate-reduction goal, the rate of uninsured Missourians dropped to 9% during the ECI’s time frame, a decrease on par with the national average despite the fact that at the time Missouri was one of 17 states …

In an environment in which new policy entrepreneurs and networks are influencing policy and public opinion, many university faculty are increasingly seeking ways to mobilize knowledge beyond academic conferences and journals. Using New York state as a case, we searched Access World News to compare the level of media access of academics with other knowledge brokering organizations (KBOs; e.g. think tanks, teachers’ unions, advocacy organizations, etc.).
