Health equity is the social justice lens that public health institutions across the United States have increasingly embraced as a mandate, however there are few jurisdictions addressing how to prioritize funding toward that end. The practical translation of a social justice concept necessitates the creation of a budgetary tool and an implementation process that identifies those with the highest levels of health disparity and social disadvantage.

Teaming Up For Safer Cities: A Report From The Implementation Assessment Of The National Forum On Youth Violence Prevention (2012), Jeffrey A. Butts, Caterina Gouvis Roman, Kathleen A. Tomberg

The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. Over the course of the last two decades, organizations representing the medical marijuana social movement have campaigned for, proposed state level legislation, and supported numerous legal arguments that challenge and attempt to reform U.S. federal illicit substance policies. This set of social regulatory policies, commonly known as the Controlled Substance Act of 1970 (CSA), were drafted, promoted, and implemented by the Nixon Administration then subsequently entrenched by multiple presidents with acquiescent congresses adopting supplemental supply-side resource allocating legislation. My dissertation research uncoils the convoluted history and institutional dynamics of path dependent U.S. illegal drug control policies to answer the question …

Dating Violence Policy: Making The Grade, Richard Hoefer, Beverly Black, Mashooq Salehin

The Journal of Sociology & Social Welfare

Dating violence rates affect an unacceptably high percentage of youth. This paper tests a model to understand the considerable variation in state dating violence policy comprehensiveness. Independent variables in the model are state political culture, partisan control of political institutions, prevalence of dating violence, and median household income. Bivariate results show partial support for preliminary hypotheses. Regression analysis indicates that strength of Democratic Party control of governmental institutions is the only variable in the model that achieved statistical significance. Implications and recommendations for future research are provided.

Undocumented immigration has become a contentious issue in the U.S. over the past decade. Opponents of undocumented immigration have argued that undocumented immigrants are a social and financial burden to the U.S. which has led to the passage of drastic and costly policies. This paper examined existing state and national data and found that undocumented immigrants do contribute to the economies of federal, state, and local governments through taxes and can stimulate job growth, but the cost of providing law enforcement, health care, and education impacts federal, state, and local governments differently. The Patient Protection and Affordable Care Act (ACA) provides an unprecedented opportunity for millions of poor men and women to obtain insurance coverage to address their substantial acute, chronic, physical and behavioral health care needs. The ACA raises Medicaid eligibility levels to 133 percent of poverty, thereby enabling adults with or without children to qualify for coverage. A substantial percentage of the newly eligible population will be jail-involved individuals – people who have had interactions with the legal system over the course of a year, including as an inmate at a county or city jail. FBI crime data show a considerable drop in violent youth crimes between 2010 and 2011, with arrests for murder and nonnegligent manslaughter dropping 20 percent in one year. Violent crime arrest rates in 2011 were 30 percent lower than in 2008. This databit shows the percent change in violent offenses charged against youth under 18 between 2010 and 2011 and the youth violent crime rate since 1981.

This qualitative study examines Holton Youth and Family Center Community Investment Program in Milwaukee, Wisconsin. The Community Investment Program uses intensive mentoring as a way to prevent young people from choosing a life of crime and/or to interrupt the path of crime for youth involved in negative activity. Based on mentor/mentee interviews, the findings indicate that the program has had an overall positive impact on the mentee participants in the areas of academic participation, skills and interest development, improved parental relationships and feelings of self-worth.

Immigration judges are overwhelmed with the dual role of adjudicating cases and serving as counsel to pro se individuals appearing before them. In addition, due to the rising costs of retaining a lawyer, immigrants are turning to immigrant consultants. The vast majority of Oregon prisoners — 94% or more — are released to the community after serving a median sentence of five and a half years. Most former prisoners struggle to resume their family relationships, find employment, secure housing, and access healthcare. The Oregon Department of Corrections (DOC) estimates that close to 60% of inmates are addicted or drug dependent, two thirds have an education need such as adult basic education or a GED, and half of inmates have a mental health need. The purpose of this study was to give a voice to Maine’s incarcerated women and potentially influence the ongoing policy revision process in Maine. The researcher conducted 3 focus groups with 18 residents of the Women’s Center- a gender-responsive facility that houses about 70 to 80 incarcerated women at the Maine Correctional Facility in Windham, ME. The perspectives of the participants varied, however, the findings of the study were largely in line with the literature guidelines for gender-responsive policies and practices.

The 2010 Gulf of Mexico oil spill was one of the worst environmental disasters of all time. Using the concept of state-corporate environmental crime, this project applies a case study analysis of secondary data sources including publicly available government reports, corporate documents, academic sources and journalistic accounts to examine the causes of the blowout and the response to the spill. Building on Michalowski and Kramer’s Integrated Theoretical Model of State-Corporate Crime, this study introduces an additional level of analysis- that of the industry- between the organizational and institutional levels.

This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Researchers, scholars, and policymakers interested in the falling rate of violent crime in New York City (NYC) have attempted to pinpoint causes of the welcome trend. Discovering the causes of the city’s crime drop may lead to important lessons for the city itself and may influence policy and practice throughout the state, nation, and perhaps other countries. Researchers have suggested a host of mechanisms that may explain the dramatic decline in violence, but two factors—misdemeanor policing and the transformation of drug markets—continue to receive the most attention.
