This Issue Brief provides an overview of and crosswalk between the Privacy Rule and the federal Confidentiality of Alcohol and Drug Abuse Patient Records statute, 42 U.S.C. § 290dd-2, and its implementing regulations at 42 C.F.R. Part 2 ("42 C.F.R. Part 2"). The crosswalk is intended to highlight the differences between the requirements of the Privacy Rule and 42 C.F.R. Part 2. In addition, this Issue Brief addresses the Privacy Rule's applicability to special populations and psychotherapy services provided by substance abuse paraprofessionals.

The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. This report examines actuarial studies, the current state of parity legislation across the nation, cost of treatment issues, and the impact on Florida should parity legislation be passed.

Article abstract: To get hostages released without harm requires a national policy committed to that principle. With that in mind, there needs to be an understanding of the perpetrators' "objective view" of reality. These views have political, economic, psychological, cultural, ethno-religious and perceptual dimensions. Those multivariate dimensions of any hostage situation mandate policies that should be based on law enforcement and military perspectives, in order to be flexible enough to permit their consideration and continuously evaluate their national and international implications.

The purpose of this second and final report by the Project is to provide a synopsis of trends, promising practices and programs from across the nation and in Maine related to child abuse/neglect, domestic violence and substance abuse. The report illustrates that Maine is not alone in grappling with these problems. The report is intended, however, to offer several examples of what has been tried and what has been learned by other states and professionals over the past several years. A special emphasis has been placed on services and strategies that have utilized collaborative models of training and program development/delivery.

In 1997, in the small rural community of San Benito in the Lower Rio Grande Valley, at the southern tip of Texas, graffiti vandalism was the target of a community-police partnership. Supported in part by the Community-Oriented Policing Services (COPS) Offices, U.S. Department of Justice, the San Benito Police Department took action against graffiti and in doing so elicited the community's participation.

This thesis provides a brief overview of American policing with emphasis on an innovative and strategic management concept known as community-oriented policing and on problem-solving approaches. These efforts were undertaken by individual officers and community organizers to address …

In a relatively short history, Public Radio in Hampton Roads has emerged as a most important cultural and educational asset to the urban community. The dynamic growth of the Hampton Roads urban infrastructure is the result of several political, economic, and cultural factors. Public Radio has been one of these factors and has served as a catalyst for change and growth in the community. This case study focuses upon Public Radio stations WHRO-FM and WHRV-FM and the elements which brought about their historical development.

The purpose of this research and subsequent thesis is to explore the issue of institutionalized discrimination, sectarian and political harassment, and victimization in the North of Ireland.

Understanding the situation in the North of Ireland will contribute to an understanding of how minority groups experience oppression and domination from the power elite groups. Extralegal, improper, or unwarranted force by police and security force members receives special attention. An important issue in public policy analysis is the potential endogeneity of the policies under study. If policy changes constitute responses on the part of political decision-makers to changes in a variable of interest, then standard analyses that treat policy changes as natural experiments may yield biased estimates of the impact of the policy (Besley and Case 2000). We examine the extent to which such political endogeneity biases conventional fixed effects estimates of behavioral parameters by identifying the elasticities of demand for cigarettes and beer using the timing of state legislative elections as an instrument for changes in state excise …

The Georgia Bureau of Investigation (GBI) has initiated a research project that profiles the perpetrators of hostage and barricade incidents. This research is conducted using a questionnaire that is completed at incident conclusion. The questionnaire was provide .. by the FBI as part of a project called HOB AS (Hostage, Barricade, and Suicide). The HOBAS information is distributed electronically and in print to member law enforcement agencies. HOBAS information is used in this project as the main source of secondary data. Using our experiences as members of a participatory action research committee (from the City University of New York Graduate Center and the Bedford Hills Correctional Facility) documenting the impact of college in a maximum security prison, this essay illustrates the power of Participatory Action Research in the construction of counter stories.
