This paper seeks to address the meaning of supply and demand as it relates to physician shortages, the claim that there is an actual shortage problem and the theory that the issue is not one of a shortage but simply a misallocation of physicians, and explores some potential solutions to the issue with case studies highlighting China, and Australia, which have faced similar issues and have utilized innovative approaches to dealing with their problems.

Researchers have suggested that jails and prisons in the United States are becoming the new mental health clinics, contributing to the phenomenon of mass incarceration and costing upwards of $15 billion per year in public revenue. The problem is no conclusive evidence exists that treatment in these custodial environments is more effective than that provided by noncustodial programs; especially for substance users. Additionally, the continuing incarceration of people with mental health problems by the hundreds of thousands poses a difficult ethical dilemma regarding why this population does not receive noncustodial or hospital treatment instead. The study was an investigation into health care accessibility for children with autism spectrum disorder (ASD) following the transition to a private Medicaid system in the state of Florida. Pilot studies of managed Medicaid programs focused on costs and did not address how changes to the system impacted access to health care services. There were limited studies designed to understand how a change in the system, such as a privatization, would affect vulnerable populations such as young children with ASD. Currently, there are about 11.8 million undocumented aliens in the United States who are not eligible for public insurance or any type of private coverage obtained through the American Health Care Act of 2017. This creates barriers to healthcare for this large population and has negative implications for the healthcare system. Despite the availability of clinics and low-cost healthcare, this group tends to underuse resources or seek healthcare for emergencies only which leads to increased cost totaling approximately $1.1 billion a year.
