NOAA Research’s Office of International Activities and the National Sea Grant Office are extending the Sea Grant model to other countries. The National Sea Grant College Program is a proven, effective model to engage universities and government agencies acting in partnership to promote research, education and outreach/extension related to marine issues. Through network contacts at 30 universities and research institutes and the NOAA National Sea Grant Office, individual Sea Grant programs stay connected to issues at a national level while being responsive to local level needs. Like social scientists everywhere, homelessness researchers in the US are usually ignored. Good science that identifies what causes homelessness, sound evaluations which document that certain programs will never work, and even evidence that promising solutions deserve broad replication, are often disregarded. Such wanton indifference for science would constitute malpractice in the field of medicine, but it sometimes passes as acceptable policy in the field of social welfare. Abstract The paper takes a cursory look at the origin and practice of federalism in Nigeria. Federalism, according to Ali Mazuri, is the institutionalization of compromise relations that are noted for high degree of de-centralization, rigid and written constitutions, plurality of leadership among others. Theoretically, federalism is crafted to deal with sociologically complex polity as presented in Nigeria’s multi ethnic, multi-linguistic and multi-religious compositions. Retuning The Harmonization Of Eu Asylum Law: Exploring The Need For An Eu Asylum Appellate Court, Ariel Meyerstein

This Comment takes as its starting point the adoption of the first five pieces of harmonized legislation created as part of the EU’s asylum regime overhaul of the early 2000s and proposes constructive solutions to compensate for the inadequate results of the May 2004 negotiations in Brussels. Specifically, it is proposed that an EU-wide asylum appellate court could assist the Member States in completing the work they started by creating a comprehensive harmonization consistent with international law.

Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

Of late there has been serious concern about the patient safety and quality of patient care delivered by the hospital. Close examination for the causes of the unsatisfactory quality of care and patient safety reveals that the hospital lacks proper and adequately supported risk management department. Chile is well known for the extreme Neoliberal policies applied during the military government, and which included the privatization of many social services such as education, public health, and the pension system. Since 1990, the Center-Left coalition, La Concertación, has democratically governed Chile. The Concertación governments have maintained the Neoliberal structure, but have sought to find a “third way” between the two extremes of a Keynesian State and a Neoliberal Economy. Western advanced industrial states have recently been stumbling over a dilemma resulting from both growing unemployment rates and welfare expenditures. Such a dilemma was once known as “Dutch Dis-ease” in the 1980s. Following a series of policy reform, a “Dutch Miracle” has occurred since the 1990s in both job growth and suc-cessful redeployment of social security. Meanwhile, policy processes and acquired outcomes in the Netherlands have provoked and stimu-lated almost a “research industry” in itself, and have sparked a hope that might shed some light on the way to go beyond this current post-industrial dilemma. The Two Faces Of Intercountry Adoption: The Significance Of The Indian Adoption Scandals, David M. Smolin

This article summarizes international law, and the law of India and the United States, relevant to intercountry adoption. The article then presents extensive information and analysis of a major series of adoption scandals in Andhra Pradesh, India. The article uses this analysis of law and a major series of adoption scandals to present the "two sides of intercountry adoption:" positively, as a humanitarian act, and negatively as a form of child trafficking. The weaknesses and vulnerabilities of the intercountry adoption system that led to the Indian adoption scandals are extensively analyzed.

Although craft small arms production is present throughout West Africa, Ghana’s long-standing and socially embedded gun-making tradition make it a country of particular concern. Guns ‘made in Ghana’ are now known regionally for their competitive prices, their effectiveness, and their accessibility—thus raising concerns that they might one day represent a significant source of weaponry for armed groups. How significant was the shift in the economic growth performance that occurred in the 1950s, relative to the shift that is supposed to have occurred in the 1980s? If one were to identify the single most significant break date in India’s growth performance, does it turn out to be 1951-52 or 1980-81 or some such year in the post 1980s? Students become much more engaged in movies than in most other visual aids because they find them entertaining and see greater applications in their own lives. However, the instructor’s goal in showing films is more than to entertain or fill time; it is to assist in learning. By increasing student involvement, higher levels of learning can be achieved. This paper applies a taxonomy of engagement suggested by Rößling and Naps (2002) to the teaching of communication. By engaging students, beyond viewing, in responding, changing, constructing and presenting, greater learning outcomes can be achieved.

[Abstract written March 2008, TLC] Under worst-case planning assumptions used by some major metropolitan areas, a Neighbor-to-Neighbor self-help program model is the primary link between citizens and the professional response personnel of the responsible government agencies.
In the Neighbor-to-Neighbor self-help program model or a Community Emergency Management Plan (CEMP) calls on the citizens in neighborhoods to identify and establish cluster emergency preparedness committees, Cluster Emergency Coordination Centers (CECC) and Community Emergency Response Teams (CERT).
