Seeing Race As We Are: Avoiding, Arguing, Aspiring, Michael A. Cowan

Racial conflict in the United States pushes people to positions of argument or avoidance, more or less intensely and for varying lengths of time, depending on external events like the murder of George Floyd. Neither stance produces the conversations required to seek common ground and compromise around racial issues. Argument alone deepens divisions and avoidance leaves them to metastasize in the social body. In an attempt to go beneath these two positions, this article first explains the role and form of interpretation in all conflict and dispute resolution and how it is shaped. In 2022, the Oregon Department of Transportation (ODOT) committed $100M towards expanding electric vehicle (EV) charging stations statewide. The policy goal is to provide EV fast-charging capacity[1] for four vehicles per station over the Interstate 5 and 84 corridors, along with the US 101, 97, 26, and 20 corridors. ODOT’s investment establishes clear statewide EV charging corridors for the traveling public, not only in the most populated corridors but also across the more rural parts of Oregon and connecting to neighboring states. This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

The collapse of Lehman Brothers in September 2008 led many uninsured depositors to withdraw their funds from US banks that they perceived as troubled. To reassure depositors, the Federal Deposit Insurance Corporation (FDIC), on October 14, 2008, guaranteed certain debt and deposits through its Temporary Liquidity Guarantee Program (TLGP). The Temporary Account Guarantee Program (TAGP) was one component of the TLGP. Through the TAGP, the FDIC provided unlimited insurance to noninterest-bearing transaction accounts (NIBTAs) and other low-interest-bearing accounts. On October 3, 2008, the US Congress had increased the limit on insured deposits to $250,000. By guaranteeing these accounts in full, …

Problems persist throughout the U.S. healthcare system including exorbitant costs, poor health scores, high rates of uninsured, and lack of access to services among marginalized groups. In the United States, SNAP was made available to refugees in 1977, and most refugees rely heavily on SNAP to sustain themselves before becoming self-reliant. Knowledge of sociodemographic factors and chronic debilitating conditions related to receiving SNAP benefits among refugees is limited. This study aimed to examine sociodemographic factors and chronic debilitating conditions associated with receiving SNAP benefits among refugees resettled in the United States. This study used a cross-sectional, nationally representative sample (n=6,100) of the refugees who entered the U.S. between 2013 and 2017. Due to continued stress during the Global Financial Crisis, the US Treasury released a series of additional measures in February 2009 that included a mandatory stress test for major U.S. bank holding companies (BHCs), backed by government capital. The stress test, known as the Supervisory Capital Assessment Program (SCAP), tested the capital adequacy of the 19 U.S. BHCs that had more than $100 billion in assets. A large interagency team of regulators and other experts estimated losses and income under two hypothetical scenarios for the group of BHCs: a baseline that reflected the consensus belief about the course of the …

By March 1933, the early collateralized lending programs of the Reconstruction Finance Corporation (RFC) had failed to prevent the recurrence of bank runs and panic in US financial markets. These conditions forced newly elected President Franklin Delano Roosevelt to call for a nationwide bank holiday from March 6 to March 9. On the final day of the holiday, a special session of Congress passed the Emergency Banking Act (EBA), which gave the RFC the power to make investments via preferred equity of distressed institutions. Book Review: Last Train To Auschwitz The French National Railways And The Journey To Accountability, Timothy Plum
Genocide Studies and Prevention: An International Journal
The book Last Train to Auschwitz: The French National Railways and the Journey to Accountability, written by Sarah Federman traces the SNCF’s journey toward accountability in France and the United States. Told from the Holocaust survivors’ perspective the volume illustrates the long-term effects of the railroad’s complicity with the Nazis on individuals, and transitional justice that leads to corporate accountability. In a time when corporations are increasingly granted the same rights as people, Federman’s detailed account demonstrates the obligations businesses to atone for aiding and abetting governments in committing atrocities.

The COVID-19 pandemic brings to the fore strengths and weaknesses in many public policies, including higher education. There are at least three separate but related areas where institutions of higher learning have been stressed by COVID-19: financing, issues related to the logistics of learning, and inequality. These problems are especially pronounced in countries that suffer from high levels of inequality, such as Chile. This editorial offers a review of some of these challenges and their implication for long-term education policy, touching on the cases of Chile, Canada, and the United States.

While the victory of Proposition 22 (Prop 22) in the November 3rd, 2020 California State election came as a shock to many observers, Transportation Network Companies (TNCs) such as Uber and Lyft, the architects and beneficiaries of the ballot measure, have a long track record of subverting regulatory attempts. From this historical perspective, the novelty of Prop 22 is not related to the means employed in its victory, but in the sheer scale of effort involved. As the European Union deals with yet another crisis— the COVID-19 pandemic—it must adopt a grand strategy based on unity, policy, and proportionality: cohesion over inaction, policy over process, and regional imperatives over global ambitions. An analysis of past strategy documents and a study of current international trends stress the need for a Union capable of shaping its own environment rather than reacting to it. The pandemic should accelerate Europe’s journey toward power maturity and responsibility.

This paper describes money laundering techniques used by different criminal organizations operating in the U.S. sex market. Prior to this study, scholars have not investigated money laundering techniques used in the U.S. sex market in a comprehensive manner. This paper describes and categorizes methods used for money laundering. It discusses the similarities and differences in money laundering techniques in the U.S. sex markets. Current challenges to combating money laundering are reviewed and recommendations are made to strengthen the ongoing fight against money laundering in the U.S. sex markets.

This article argues West Point responded to the changing strategic environment from the end of the Cold War through the post-9/11 period by innovating its curriculum. Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

Exacerbated by climate change, sea levels are rising rapidly. This poses a significant, immediate threat to coastal or riverine urban areas and the tangible cultural heritage (e.g. artifacts, buildings, monuments, archaeological sites) that makes them unique. Protecting coastal cultural resources from climate change is quickly becoming a global priority, and comparing cultural heritage laws designed to protect historic resources in coastal areas from several countries may illuminate potential paths forward. When compared with other high-income countries, gun violence is clearly a problem in the United States. Although homicide appears to be a more serious issue compared with other countries, suicide causes many more deaths per year than homicide does and therefore deserves at least as much attention. Discussion of gun policy has also focused heavily on mental illness, and although this is a potential factor in gun violence, we must also recognize that most people with mental illness are not dangerous. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. Survivors of sex trafficking who were forced into drug use as victims are in need of social services to treat their drug dependency and other mental disorders. Access to social services is a human rights issue that must be acted upon by state and federal officials. The law, however, requires approval of the T-Visa for receipt of benefits. Along with the T-visa application process, the applicant (human trafficking survivor) must be willing to assist in every reasonable way in the investigation and prosecution of the trafficker. This article recounts the experience of a professional historian in being given the keys to the kingdom: access to the classified vaults of Britain’s Joint Intelligence Committee. This article includes some of the problems in having access, but complying with the sensitivities around official accounts, difficulties in writing a global history, or trying to make the work of a committee interesting and accessible, and of trying to determine the impact of intelligence on policy.
