International Journal on Responsibility

This special issue of the International Journal on Responsibility (IJR) advances scholarship on the various ways responsibility infuses the roles of criminal justice agents. As the inaugural issue of my tenure as Editor-in-Chief, Volume 6 deepens our understanding of responsibility in the context of the criminal justice system, thereby fulfilling IJR’s aim and scope. Specifically, the articles highlight issues of responsibility within each component of the criminal justice system: police, courts, and corrections.

While Northern Ireland is still recovering from the violent legacy of the 30-year Troubles during a global COVID-19 pandemic, people still experience violence daily. Economic and political inequalities heighten intergroup tensions and insecurity contributing to the promotion of destructive stories. Brexit has escalated the culture wars between the Protestant Unionist Loyalist and Catholic Nationalist Republican communities as Loyalist youth and paramilitary groups protest on Belfast’s streets. Through 120 semi-structured interviews, we explore the experiences and understandings of Civil Society Organization (CSO) peacebuilding and reconciliation workers that liaison with ex-combatants and youth in Derry and the Border area of Northern Ireland. …

This article presents an analysis of the Yakuza phenomenon, an organized crime organization with deep historical roots in Japan. Through a qualitative approach, this research explores the history and development of the Yakuza, their criminal focus, operational networks, and their impact both national and international levels. The Japanese government's efforts to combat the Yakuza, on a national and global scale, are detailed, including programs for drug prevention, anti-human trafficking, and counter-terrorism. The article compares the biography and terrorist portrait of two terrorists of Bangladesh: Mufti Abdul Hannan, a pioneer leader of the prominent terrorist organization Huji-B, and a lone wolf operative named Faizul Hasan. The study reveals the existence of the multifaceted dynamics of the leader (Mufti) and lone wolf (Faizul) encompassing organizational affiliation, operational independence, radicalization processes, motivations, objectives, and the scale of their operations. The study also finds that the pattern of operation of a terrorist leader (Mufti) and the lone wolf terrorist (Faizul) differed significantly in terms of planning, execution, and level of organizational support. This article draws on a system-change framework developed by the Nicholson Foundation as part of a 20-year initiative to substantively change the state of New Jersey’s health and social welfare systems, and modifies and expands a single case study on system change to align with related ideas and concepts. A results-based accountability approach is integrated into the model to draw attention to the importance of monitoring and evaluation of population-based outcomes.

Education in the correctional environment is endorsed as an effective rehabilitative tool linked to reducing recidivism and improving reintegration. Unfortunately, while researchers from the Global North are particularly active on the subject of the accessibility of digital education in corrections, the same cannot be said for the Global South. The sending of sexually explicit messages, or “sexting” has been recognized as a common practice among youths. As sexting may involve the creation and distribution of sexually explicit images and videos, juvenile sexters can be charged with offenses related to child pornography. This study examined public attitudes toward juvenile sexting and demographic influences on these views. Based on a quantitative survey of 1,023 U.S. adults, the majority of respondents (51.8%) disapproved of criminalization in cases of consensual sexting, but 80% supported legal repercussions for nonconsensual sharing. Respondents primarily favored educational interventions (67.4%) and restrictions on technology use (53.4%) over harsh …

Under the 2014–2017 Islamic State of Iraq and Syria (ISIS) occupation, the Old City of Mosul, Iraq, served as a headquarters for the self-proclaimed caliphate. ISIS produced, stored, and transited money, modern munitions, weapons, and improvised explosive devices (IEDs) through the city's ancient stone streets. To approach the immense and technically challenging task of clearing the Old City efficiently, effectively, and safely—without compromising the city's rich cultural history—Tetra Tech created a 3D model using aerial photogrammetry to quantify and visualize the scope and scale of the project.

This research explores the Somali Diaspora community in Ottawa, Canada’s intercultural understanding between their homeland and their host country. The task of this limited study is to assess the changes occurring in the contemporary Somali diaspora culture and changes in leadership perceptions, particularly those of male leadership, and changes in family integration, community cohesion and solidarity, and the transmission of cultural values across generations. This research confirms that changes did occur in the Somali Diaspora community in various ways, including family dynamics, community cohesion and the concept of transmitting cultural values to their younger generation. This research, using interviews with probation officers in the United States (n = 151) and a constant comparative method for analysis, draws from the focal concerns framework to qualitatively model a process by which probation officers use a defendant’s remorse to attribute focal concerns in order to guide their sentencing recommendations in pre-sentencing reports. The model suggests that officers use expressions of remorse to make attributions about mitigated criminal intention (blameworthiness and notions of responsibility), reduced dangerousness and a high potential for reform (community protection), and organization-level effects for increasing caseload efficiency and using correctional resources (practical effects of …

Prison data collection is a labyrinthine infrastructure. This article engages with debates around the political potentials and limitations of transparency as a form of “accountability,” specifically as it relates to carceral management and data gathering. We examine the use of OASys, a widely used risk assessment tool in the British prison system, in order to demonstrate how transparency operates as a means of legitimating prison data collection and ensuing penal management. Pari islanders have revamped their island into cultural ecotourism destination since 2010. It has been successful because the activities have diverted the islanders’ dependence on the hard-pressed local coastal and fisheries resources and supplemented their income. This is a win-win situation the Indonesian government seeks to create with the 2007 Coastal Zone and Small Islands Management Law where natural conservation benefits local populace economically. Through a state grant-funded multicultural needs assessment, researchers from a U.S. southeastern state university captured the voices of underserved populations related to their unmet needs and recovery journey from the non-medical use of opioids and other substances. Specific voices of African Americans, Latinx, mature adults, veterans, people who are homeless, college students, and individuals within the lesbian, gay, bisexual, trans, and queer (LGBTQ+) communities were captured utilizing design thinking protocol in focus groups. When children go missing and remain missing for long periods of time, authorities sometimes retain forensic artists to age progress the last known picture to provide an estimate of the current appearance. In the present research, undergraduate artists with no training in forensic art were asked to age progress images of children to an adult appearance. Similarity of age progressions produced by undergraduate artists were as similar to the corresponding targets as were age progressions produced by practicing forensic artists. The disability population in the United States has grown, with an estimated 2.6 million households having at least one child with a disability in 2019 (Young, 2019). Racially minoritized children disproportionately represent disability categories with Black and Indigenous children being overdiagnosed with emotional disturbance disabilities (Oswald & Coutinho, 2001). Further, minoritized children often experience greater rates of complex trauma (Horowitz, Weine, & Jekel, 1995) and this exposure significantly impacts minoritized children’s mental health (Flannery, Wester, & Singer, 2004). When a person is reported missing there are substantial costs for the individual, their family and society. This paper conceptualises the experience of missing persons episodes, through a public health approach. This then allows police, stakeholders and the community to engage in discussions about who is vulnerable to going missing by intervening in a way that addresses risk.
